A comparison of the MPRS Decree and the Contribution of Thoughts from the Department of Economics, University of Indonesia (FEUI) shows that the various elements of those documents were in agreement. On The Reform of the Foundations of Economic, Financial and Development Policies

BY THE GRACE OF THE ALMIGHTY GOD THE PROVISIONAL PEOPLE'S CONSULTATIVE ASSEMBLY OF THE REPUBLIC OF INDONESIA

Considering:

1. (a) that in order to overcome the ever increasing sufferings of the people as a result of the deterioration of the Indonesian economy due to mismanagement, wastage, bureaucratic red tape, corruption and so forth, coupled with the counter-revolutionary rebellion of the September 30 movement by the Indonesian Communist Party and deviations from the 1945 Constitution, it is necessary to reform the policies in the economic, financial and development sectors;

2. (b) that the first step toward the improvement of the people's economy is a review of all the foundations of economic, financial and development policies for the purpose of creating the right balance between the efforts to be undertaken and the main target to be achieved; namely the Indonesian socialist society based on the Pancasila state philosophy;

3. (c) that with the awareness of the essence of the main source of deterioration of the economy, for the implementation of point b above, it is necessary to return to the genuine and consistent implementation of the 1945 Constitution, because the 1945 Constitution bears stipulations and objective guarantees that enable and even make mandatory the effective supervision by the people over government policies through the people's representational and legislative institutions.

In view of:

1. (a) The provisions and spirit of the 1945 Constitution, in its entirety, as well as articles 23, 27, 33 and 34 in particular;

2. (b) The President's “Nawaksara” (Nine-Point) Message to the Provisional People's Consultative Assembly on 22 June 1966, along with all its appendices;
