1 The original resolution was as follows:“ The American Bar Association, at its 45th annual meeting, held in the city of San Francisco, on the 10th dayof August, 1922, expresses the hope that a way may be found by which the government of the United States may avail itself of the permanent Court of International Justice.”Upon the motion of the Honorable William H. Taft, ChiefJustice of the United States,the following clause was added and adopted as an integral part of the resolution:“ an instruction to the committee to formulate such amendments or changes in thestatute which now constitutes the court which, in the judgment of the committee, might make it possible for the United States to accept it.” (Reports of the American Bar Association, Vol. xlvii, 1922, pp. 54-59).
