The same Review for March 24, 1923, Vol. II, No. 25, p. 397, states that a supplementary understanding to Article I of the Treaty of Rapallo provides that both governments agree to recognize the findings of the prize courts of both countries during the War of 1914-1918. They “agree mutually to return all vessels that were detained, and to support one anothers claims for the return of vessels in the possession of other states.”
