Jurisdiction — Territorial — Exemptions from and Restrictions upon Jurisdiction — Immunity of Foreign State and its Property from Jurisdiction — Declaration by Foreign Sovereign as to the Ownership of Property — Not Conclusive Evidence even as to the Effect of Matters Taking Place on Territory of such Foreign Sovereign and Need Not Be Accepted Except Where Not To Accept Declaration Would Involve Violation of Immunity of Foreign Sovereign of Property Claimed by Him.
