The comparative study of housing decommodification lags behind classical welfare state research, while housing research itself is rich in homeownership studies but lacks comparative accounts of private and social rentals due to missing comparative data. Building on existing works and various primary sources, this study presents a new collection of up to forty-eight countries’ social housing shares in stock and new construction since the first housing laws around 1900. The interpolated benchmark time series generally describes the rise and fall of social housing across a residual, a socialist, and a Northern-European housing group. The decline was steeper than for the classical welfare state, but the degree of erosion was surprisingly small in some countries where public housing associations remained resilient. Within the broader housing welfare state, social housing correlates positively with rent regulation and allowances, but negatively with homeownership subsidies and liberal mortgage regulation. A multivariate analysis shows that social housing is rather explained by housing shortages and complementarities with rental and welfare policies than by typical welfare state theories (GDP, political parties). Generally, the paper shows that conventional housing typologies are difficult to defend over time and argues more generally for including housing decommodification in welfare state research.

The environment remains on the margins of social policy. Bringing degrowth literature into conversation with social policy debates about decommodification, we argue that a re-imagined decommodification remains central to addressing the social-ecological challenges we face and to forging a post-growth, post-productivist ecosocial welfare state. We explore the implications of this for re-imagining and mapping three core areas of an ecosocial welfare state revolving around the work/welfare/care nexus: the redistribution of time across work and care; repurposing of active labour market measures; and reorienting cash transfers and services. In each case we discuss what decommodified social policy in the service of a post-growth, post-productivist future might entail. Acknowledging challenges, we identify how instances of prefiguration of policy programmes and experiments across various countries offer concrete compass points for further transformation and a necessary paradigmatic shift.

Mexican social policy has been transformed in recent years with the introduction and expansion of social assistance programmes, causing a diversion from the trajectory based on social insurance since the first decades of the twentieth century. This article aims to understand the outcomes of that transformation, by applying welfare regime theory to establish how social policy reforms have affected the distribution of welfare responsibilities among the state, markets and families. The research identifies (de)commodification and (de)familialisation outcomes of policy changes in pensions, healthcare, unemployment and family support. Results suggest that the expansion has not produced significant reductions in decommodification or defamilialisation because of: a) the explicit or implicit role assigned to markets in policy design and implementation, and b) the reliance of the process of economic liberalisation on the welfare role performed by families. The case of Mexico may illustrate the current welfare challenges faced by societies across Latin America.

This paper is concerned with the research areas of defamilisation/familisation and adult worker models. It particularly focuses on demonstrating how the study of government pro-employment and decommodification measures for reducing defamilisation and familisation risks faced by women contributes to the examination of the adult worker models. It presents three analytical tasks. The first is to categorise the adult worker models into four types (market-focused, supported, choice-focused and collective consumption) based on different combinations of the pro-employment and decommodification measures. The second is to explore the relative desirability of these four types in enhancing women's well-being. Based on the case example of Hong Kong, the third is to examine issues concerning the application of the adult worker models in the analysis of how the government responds to defamilisation and familisation risks.
