A positive shock to a society’s supply of human capital can come from exogenous and unanticipated immigration. One such case arose from Louis XIV’s precipitous revocation of the Edict of Nantes, which forced French Calvinists – Huguenots – to convert or to flee. Many fled to the Protestant regions of Germany, where – owing to the Huguenots’ renowned expertise and entrepreneurship – they contributed greatly to subsequent economic development. Only some of Germany’s many Protestant cities, however, welcomed the refugees. Analysis of sixty cities’ attitudes contradicts the idea that powerful guilds opposed, or that pre-existing human capital favored, the admission of the Huguenots. Rather, a city was likelier to welcome them the closer it lay to a major trade route, or the more of its population it had lost in the Thirty Years’ War. Territorial rulers almost unanimously welcomed the Huguenots and often compelled reluctant cities to admit them. Animated by the ideas of Seckendorff, rulers saw in the Huguenots both a welcome influx of human capital and a way to undermine the craft guilds, which Seckendorff regarded as a major impediment to economic growth.

Books and boxes were found in close proximity; before bookshelves, chests were the most obvious place to store books, and the physical features of a bound book often made it visually analogous to a box. The material and tactile connections between book and box play into common metaphors of the book as a receptacle for textual riches, and the chapter brings together responses to the book as box-like object from Erasmus to early seventeenth-century English Protestants, from humanist treatises to portraits. In considering literary and visual encounters with the codex, discussion focuses on the significance of external surfaces, such as gold, blackness, and embroidery, in the fashioning of these inherently box-like objects. While reformers insisted on the Word of God as the only vehicle of truth, they could not escape the fact that it had to be contained in books, unavoidably material receptacles with insides and outsides that could shape and inscribe each other. Protestants remained sensitive to the metaphorical potential of an object with insides and outsides, and this chapter demonstrates that the identity of the ‘book’ was more complex than 'sola scriptura' suggested.

The First Amendment’s religious clauses-“Congress shall make no law respecting an establishment of religion, or prohibiting the exercise thereof”-were adopted, somewhat begrudgingly, as an accommodation to the concerns of vocal religious minorities. Yet they also embodied a set of shared principles about church, state, and rights of conscience that had taken firm root in revolutionary America. Whereas “free exercise” had connoted limited grants to specific groups in particular areas, the term now referred to a broad freedom to assemble and preach. There was less consensus about what an establishment of religion entailed. However, the tide had clearly turned against exclusionary privileges. If the resulting constitutional language seemed somewhat ambiguous, it nonetheless clearly encompassed both an enlarged conception of religion and an unequivocal endorsement of liberty.

Founders of the earliest American colonies considered religious piety an essential civic virtue and therefore continued the tradition of religious establishment found in Britain and other Protestant countries. New sects and denominations (especially Quakers and Baptists) contended against Congregationalist and Anglican establishments throughout the colonies. Though prominent dissenters Roger Williams and William Penn founded colonies respecting religious liberty, the decline of religious establishment elsewhere was owed primarily to changes in British law, commercial and political expediencies necessary for increasingly diverse immigrant populations, and, in the case of Anglican establishments, the difficulty of securing ordination and a self-sustaining parish. Though Roman Catholics enjoyed some degree of toleration, enthusiastic Protestant identity on both sides of the Atlantic further reduced Catholic rights and liberties. Jews enjoyed some limited degree of toleration, but only in a handful of colonies.
