This is the first of two snapshots – of Germany in 1945, when it became the hub of the largest migration movement of modern European times. The short snapshots consist of direct quotations from representatives of the key transmigrant, migrant, and immigrant groups and set the tone for the chapters that follow. In 1945 these were nearly 3 million soldiers of the Allied armies (Britain, France, United States, USSR); demobilized Wehrmacht soldiers; millions of ethnic German expellees from Eastern Europe who fled the advancing Red Army; 10 million Displaced Persons, especially liberated Allied POWs and forced laborers, mainly from Eastern Europe or the USSR, as well as survivors of the Nazi extermination and concentration camps; and 9 million German civilian evacuees who returned from the countryside to the urban centers. The snapshot highlights the conflicts between these groups, which brought perpetrators and victims in close contact; the fight for limited resources like food and housing in a largely destroyed Germany; and the pervasive sense of a devastated continent on the move.

Chapter 1, “Warsaw Besieged: September 1939,” describes the September 1939 siege of Warsaw during Case White (the September Campaign or Polish Defensive War) by the German Wehrmacht and Nazi SS personnel and the city’s eventual capitulation. The first of four chapters on how Nazi Germany dismantled the Polish state and nation for long-term occupation by targeting the Warsaw intelligentsia, the description of the siege frames the project. The military invasion revealed German brutality and weak Polish military performance, and provoked a Polish government evacuation crisis. The evacuation created chaos, ruptured Poles’ faith in their government, and triggered the creation of a Polish government-in-exile in western Europe far from occupied Warsaw. The people of Warsaw, led by Mayor Stefan Starzyński, coordinated military-civilian cooperative defense efforts, setting the tone for elite behavior during the coming occupation. This chapter argues that the siege-time cooperation was the foundational experience of the capital’s intelligentsia, and framed responses to the persecutions of the coming occupation.

Chapter 9, “Home Army on the Offensive: Violence in 1943-1944,” dissects mature intelligentsia military resistance. As the tide of war turned and the Germans endured their first battlefield defeats against the Soviet Union, the consolidated Home Army grew aggressive. Its most effective move was a 1943 assassination campaign targeting Wehrmacht officers, Nazi police, and German administration personnel called Operation Heads. Heads intimidated the Germans and shifted occupation policy. The Home Army’s perceived success and the advance of the Eastern Front toward Warsaw in 1944 convinced underground military leaders that they were facing their last opportunity to launch a city-wide insurrection. Their rebellion, now known as the Warsaw Uprising, failed. Remaining German personnel in the city were reinforced and crushed the insurrection, slaughtered civilians, and destroyed the city. This chapter argues that military conspiracy, like Catholic resistance, had its successes but was ultimately dependent on the international situation and could not secure the practical support of the Grand Alliance in the face of both German and Soviet opposition.

This chapter examines the role of the army in the evacuation of East Prussia’s civilian population. It discusses the effects of combatants’ proximity to their own civilians, showing that the failure to evacuate civilians from areas of operations was a deliberate choice made between the Party and the Wehrmacht. During the first months of East Prussia’s defence, the impetus behind ‘evacuation’ was not the safeguarding of the province’s population but the removal of property. As with earlier on the Eastern Front, orders were issued to ensure that military and civilian materiel was broken down, evacuated, paralysed, or destroyed, a policy whose effects would be felt well into the post-war years. Once the Soviet offensives commenced in January 1945, military concerns immediately gained the upper hand and concern for civilians was no longer a priority. Trains and ships were prioritised for ammunition and the wounded, while roads were cleared of refugees to allow the army unrestricted movement. By mid-March, any evacuation was halted and 100,000 civilians found themselves in Königsberg as the final Soviet storming commenced. These high numbers did not encourage the fortress command to surrender prematurely, ensuring that the civilian death toll reached the tens of thousands.

This chapter retraces the mindset with which troops arrived in East Prussia by examining the behavioural patterns they carried over from the Eastern Front. Most of these men had previously fought in the Soviet Union, and the actions of the troops who fell back into German territory reveals that their frame of reference had been barbarised by their years of war on the Eastern Front. The wider implications of this calloused outlook for what constituted normality – the ‘lowered resting heart-rate of the Wehrmacht soldier’ – were evident during the defence of East Prussia. With the war’s call for the annihilation of ‘sub-humans’, the majority of orders on the Eastern Front encompassed civilians, and it was thus the soldiers’ perception of civilians that had undergone the greatest perversion. This altered attitude towards civilians ensured that the Wehrmacht was increasingly prepared to include German civilians in the defence of their home soil. For the majority of troops East Prussia was the last in a series of defensive battles and the retreat onto German soil did not necessarily signify a change in day-to-day behaviour. As a result, soldiers had little motive, and even less opportunity, to alter their frame of reference.

It explores the topic from a number of different perspectives. It outlines the regime’s policies and propaganda regarding home leave as a privilege, focusing on the regime’s goals and its conflicting impulses both to control the time men spent away from their military duties and to allow some degree of undisturbed privacy. The chapter then examines personal letters between home and front in order to explore the expectations and experiences relating to home leave on the part of the men on leave and their wives or girlfriends and families. Finally, it uses cases from military and civil courts to show instances of marital conflict and domestic violence associated with home leave.
