Why does diplomacy exist? How does it contribute to a country’s national interest? How critical is it to national security? The answers to these questions are important as much for people in government as for those on the outside. A country’s diplomatic service is the steward of its national interests abroad. International civil servants, who work on the staff of multilateral organizations like the United Nations and the European Union, are supposed to serve global or regional interests. Both bilateral and multilateral diplomats manage and participate in the daily conduct of international relations. In carrying out their duties, they work within a diplomacy architecture–systems that have been established at the national and global levels. Before we discuss these systems, we need to understand how diplomacy relates to other key terms and concepts, such as national interest, national security and foreign policy.
Thomas Wyatt lived in an environment where it was unwise, if not impossible, to speak one’s thoughts plainly. This chapter explores how Wyatt’s life at court, and his career as an ambassador, informed his tendency towards irony, obliquity, and indirection in his verse. As a close reading of his diplomatic correspondence demonstrates, Wyatt learned to speak in blank phrases, proverbs, and clichés, not just from his ambassadorial profession, but from contemporary writings on counsel, courtiership, and literary style. What is more, these influences seem to have inspired a theory of making in which, for Wyatt, the message of a poem is to be found, neither in its matter, nor in its form, but in its suggestive implications—in the sense of “grace,” to use his term, that the poem may evoke for its reader. By tracing the effects of this “grace” throughout Wyatt’s lyrics—and especially in poems such as “What Vaileth Trouth” and “They Fle From Me”—I argue that Wyatt anticipates later theories of aesthetic autonomy by shifting the reader’s attention away from the contingent materials of his poetry and towards the imaginative space that a poem may seem to open up.

Chapter 2 investigates growing competition between the Franciscan (Latin) and Greek Orthodox community over the legal and material possession of altars to understand these as vessels of political and spiritual legitimacy.
This chapter argues that the emergence of what we recognize as the modern international system develops through evolving practices of diplomacy. IR literature has increasingly paid attention to the early modern development of diplomacy to understand the origins of the system. This chapter offers a distinct interpretation of the importance of diplomacy from the perspective of the closure thesis. In contrast to the typical account of diplomacy as mediating the political fractures that resulted from the breakdown of Christendom, it argues that the adoption and diffusion of specific diplomatic practices, such as the permanent resident ambassador, facilitated closure and boundary-drawing by narrowing the types of actors invested with rights of political representation. Diplomatic practices emerged in part as a means of producing common goods and securing privileged access to those goods for some political actors, while facilitating the political exclusion and subordination of others. The chapter concludes with a discussion of the argument’s contemporary relevance. In reflecting on an historical age in which the sovereign state was not yet the only legitimate political agent, the contemporary question is whether today’s legal and representational rights at the global level can or should be emancipated from the state.
