The chapter proposes a concept of justice for future people that is mindful of Indigenous critiques of the Anthropocene and associated climate horror scenarios. I first review these critiques, which suggest that motivating pro-futural care by dreading an impending climate crisis tends to betray a privileged, often settler-colonial perspective. On this basis, I then review various Indigenous accounts of intergenerational relations, in which I find one common idea in the claim that present generations owe to descendants in part because they received a gift from ancestors. I seek to model and defend this view and its social ontology (I call it “asymmetrical reciprocity”). I then seek to show how asymmetrical reciprocity can help to decolonize the future by disallowing a linear view of time according to which a focus on the future permits the neglect of the past. Hence, climate ethics and intergenerational justice must face the history of colonialism.
The introduction clarifies why justice between generations should be approached in dialogue among different cultural-philosophical traditions, resulting in the unique crossing of two “inters” -- intercultural philosophy and intergenerational justice. In times of large-scale environmental destabilization, fairness between generations is an urgent issue of justice across time, but it is also a global issue of justice across geographical and nation-state borders. Thus, different philosophical cultures and traditions of thought from around the globe should converse to reflect on what is fair to future people. The introduction details these claims and gives an overview of the volume’s chapters.
When developing and deploying negative emissions technologies (NETs), little attention has been paid to where. On the one hand, one might develop NETs where they are likely to contribute most to global mitigation targets, contributing to a global climate solution. On the other hand, one might develop NETs where they can help support development on a regional basis, justified by regional demands. I defend these arguments and suggest that they reflect the values of efficiency and responding to need, respectively. To the extent that these values conflict, they introduce what I call the Need-Efficiency Trade-off Effect (‘NET Effect’).
Technical summary
Unlike other geoengineering methods, the effectiveness of negative emissions technologies (NETs) tends to be sensitive to regional siting. This paper argues that this point raises morally and legally important implications by identifying a trade-off between ‘efficiency’ and ‘need’. First, it introduces two arguments justifying NETs: one focused on contributions to global mitigation and the other focused on contributions to regional development. Second, reflecting the two arguments, the paper discusses the moral values of efficiency and need, respectively. For instance, if the strategy is to try to use NETs to maximize expected mitigation contributions to reflect efficiency, then deployment should occur in regions with the best prospects for success (e.g. Western countries). However, if the strategy is to try to use NETs to improve the chances of simultaneous development and mitigation to respond to need, then deployment should occur in regions with limited development and expected growth of demand for NETs (e.g. Asian countries). When these values conflict, I call that a Need-Efficiency Trade-off Effect (‘NET Effect’). The paper concludes by considering the NET Effect in the context of bioenergy with carbon capture and storage as well as direct air carbon capture and storage.

Reaching net zero emissions will not be the end of the climate struggle, but only the end of the beginning. For centuries thereafter, temperatures will remain elevated; climate damages will continue to accrue and sea levels will continue to rise. Even the urgent and utterly essential task of reaching net zero cannot be achieved rapidly by emissions reductions alone. To hasten net zero and minimize climate damages thereafter, we will also need massive carbon removal and storage.
