The increasing number of disasters and communities affected, coupled with the threats from climate change, has drawn not only national but also international attention to the risks of disasters and what can be done about them. It is important for communities and all global partners to be more prepared by taking action before disasters occur through disaster risk reduction, including the efforts of emergency preparedness, as well as through disaster response and recovery. To meet the emergency public health needs in any population, there is no other option than strengthening the primary health care system. For this goal, practitioners from various professions can work together and share an affinity in synthesizing knowledge and bridging gaps across functional areas. These include the disaster risk assessment and preparedness involving several disciplines for limiting human and material damage. This primary health care strategy with a multidisciplinary approach is the best possible method in developing improved approaches for disaster risk reduction and emergency preparedness by improving health emergency management plans and protocols.

On 31 December 2015, the Association of Southeast Asian Nations (ASEAN) announced the establishment of the ASEAN Economic Community (AEC). In theory, this agreement has produced association-wide economic integration. However, following the announcement and for the foreseeable future, ASEAN member states will continue to have significantly less than full regional economic integration. Why? Some observers believe that the AEC plans involve an overly ambitious timeline and too many ill-thought-out initiatives. Others point to ASEAN's traditional aversion to legally binding agreements. While progress has been made in reducing or eliminating intra-ASEAN trade tariffs, substantial non-tariff barriers to trade persist. However, for most member states, the ASEAN market is relatively small, while external markets, especially China, are growing rapidly. Given this outward orientation for ASEAN trade, is the lack of an unhindered regional market really a problem?

The present article identifies a tension between the two main mandates of the UN's administration of East Timor: community-building on the one hand and human rights promotion on the other. While originally planned to accompany each other, in practice the goal of human rights promotion took over, perhaps on the basis of the thought that serious community-building presupposes that a catalogue of human rights (including enforcement machinery) is in place. This thesis, however, is debatable, and it is even thinkable that an emphasis on human rights forms an obstacle to community-building.
