More than one in ten Australians live in poverty, with many relying on government provided support and emergency payments. These payments are insufficient to cover basic costs of living, and as a result, many people are forced to engage with emergency and community food assistance. The aim of this article is to explore the experiences of those who, despite being in receipt of an Australian welfare payment and engaged with the welfare system, rely on charitable food assistance for some or all of their weekly food supply. Interviews were conducted with seventy-eight people and were thematically analysed. The main findings of this study are the significant challenges faced by people who are on very low incomes when navigating the government-provided welfare and non-government charity systems and the insufficiency of the welfare system in providing income to meet basic costs of living.
Hoover’s famine relief mission had helped to stave off starvation for millions in Europe and Asia, but Germany posed a special problem. The world food crisis hit Germany especially hard, not simply because the war’s destruction had shattered its ability to produce and transport food to cities. Germany’s situation was compounded by JCS 1067, the directive governing American occupation. Because of Morgenthau’s insistence, the directive prevented American occupiers from revitalizing German industry, which greatly exacerbated already grim conditions. Caloric intake plummeted from an average of 2,445 calories per day to a paltry 860. It was becoming painfully apparent to American policy makers that if something did not change soon, the death toll would be unconscionable. This chapter probes the ways in which Americans came to undo the harshest aspects of German occupation policy and lay the groundwork for the Marshall Plan.
This chapter presents an overview of the history of humanitarian efforts as seen according to a new periodisation scheme, which identifies three main phases of engagement. These are the laissez-faire 'ad hoc humanitarianism' of the nineteenth century, the 'organised humanitarianism' associated with Taylorism and mass society (c. 1900–70), and the 'expressive humanitarianism' characterising the period since 1968. We combine this with background information on the context of the three case studies: relief efforts during the Great Irish Famine of the 1840s; the famine that ravaged Soviet Russia and the Ukraine in 1921–3; and the devastating famine in Ethiopia of the mid-1980s.
India’s main food and nutrition security programme, the Public Distribution System (PDS), provides subsidised rice and sugar to deprived households. Using longitudinal data from Young Lives for Indian children (n = 2,944) aged 5 to 16 years, we assessed whether PDS subsidies skewed diets towards sugar and rice consumption, increasing risk of stunting (low height-for-age). Linear regression models were used to quantify additional rice and sugar consumption associated with accessing the PDS, and the association with stunting linked to consumption. Controlling for sociodemographics, accessing the PDS was positively, significantly associated with consumption of rice (30g/day) and sugar (7.05g/day). There was no evidence that this increase corresponded to nutritional improvements. Each 100g increase in daily rice intake was associated with a lower height-for-age z-score (HAZ) and no decline in stunting. Results were robust to alternative model specifications. There was no evidence that receipt of PDS rice and sugar was associated with improvements in child nutrition.
This is an innovative new history of famine relief and humanitarianism. The authors apply a moral economy approach to shed new light on the forces and ideas that motivated and shaped humanitarian aid during the Great Irish Famine, the famine of 1921-1922 in Soviet Russia and the Ukraine, and the 1980s Ethiopian famine. They place these episodes within a distinctive periodisation of humanitarianism which emphasises the correlations with politico-economic regimes: the time of elitist laissez-faire liberalism in the nineteenth century as one of ad hoc humanitarianism; that of Taylorism and mass society from c.1900-1970 as one of organised humanitarianism; and the blend of individualised post-material lifestyles and neoliberal public management since 1970 as one of expressive humanitarianism. The book as a whole shifts the focus of the history of humanitarianism from the imperatives of crisis management to the pragmatic mechanisms of fundraising, relief efforts on the ground, and finance. This paper explores how the staff of İstanbul’s food banks perceive the donors and the donations. The paper begins by exploring the literature on food banks; what food banks recover and redistribute; and the role food banks play in managing food insecurity. Next, how these three issues are represented in different models of food banks are discussed: in the non-profit model, the donors are “socially aware citizens” who contribute to the common good by helping to feed the hungry; whereas, for the for-profit model they are “caring capitalists” doing their best to reduce their carbon footprint and eliminate food waste while effectively managing the costs of waste disposal. In the municipal social markets, in contrast, the donors are “prodigal consumers” who cannot make correct resource allocation decisions and waste food as a result. For all the models, the donors are predominantly individuals or households and waste generation is perceived as a consumer problem, whereas in practice the donors are mostly corporations giving away their surplus stock. The paper concludes by underlining that this misperception shifts the conversation on waste generation and management away from production and supply chain problems and disciplines individuals as consumers.

Critical literature on the history of developmentalism in the Global South has so far laid emphasis on the authorising force generated by the future telos of attaining the status of a ‘developed country’, by various developmental institutions and their violently transformative programmes for well over the previous century. Much like other significant utopias of the twentieth century, this promised telos was very rarely (if ever) actualised – its persistent quest has, instead, generated several monumental calamities. But, this is where the similarities between developmental futures and ‘mass Utopias’ come to an end. For while these other dreamworlds have, under the burden of their catastrophes, become ‘futures past’ in a ‘post–Cold War’ world, developmentalism has only tightened its grip, seemingly impervious to the vast catalogue of failures of its promises in this ‘age of catastrophe’.
On 25 April 2012, after years of negotiations delayed by halts and setbacks, the Food Assistance Convention was adopted—the latest in a series of agreements that since 1967 have regulated the international provision of food aid. Great expectations have been placed on the adoption of the Convention. In particular it was hoped that the Convention would answer the call for a new system of food aid governance, introduce more effective mechanisms to address world's food insecurity and, ultimately, improve and modernize the rules applicable to food aid. This article provides the first critical commentary of the Convention's text, assesses the strengths and weaknesses of its provisions and considers whether and how the Convention has modified the architecture of international food aid regulation. The article also indicates where amendments to the rules might be needed to make the international regulation of food aid more effective. The article concludes that the Convention is, on balance, a positive instrument that could improve governance and adequacy of food assistance. The Convention is also important for the international human rights discourse on how States can fulfil their obligation to assist countries in need in that it offers guidance on how to meet such obligation in the specific context of the right to food. States should therefore be urged to sign and ratify it.
In the United Kingdom many households are seeing their food security suffer through rising food and fuel prices, economic recession and welfare reform. Household budgeting priorities by necessity tend to be towards expenditures whose default consequences are severe; food budgets are where people can and do make economies. People manage variously on minimal diets, food gifts and charitable support, but the consequences in terms of social wellbeing and nutritional health, while potentially severe, are hidden and individually embodied rather than monitored and addressed by society. This article discusses the potential consequences of these shifts in household food provisioning under conditions of increasing austerity. The challenges posed for social policy are explored, particularly in relation to changes in welfare provision, the increasingly prominent role of the voluntary and community sector and potential devolution of responsibilities to local levels.
To assess the nutritional quality of food aid delivered by food banks in France and to identify practical modifications to improve it.
Design
National-level data were collected for all food aid distributed by French food banks in 2004, and its nutrient content per 2000 kcal was estimated and compared with French recommendations for adults. Starting with the actual donation and allowing new foods into the food aid donation, linear programming was used to identify the minimum changes required in the actual donation to achieve the French recommendations.
Results
French food-bank-delivered food aid does not achieve the French recommendations for dietary fibre, ascorbic acid, vitamin D, folate, magnesium, docosahexaenoic acid, α-linolenic acid and the percentage of energy from saturated fatty acids. Linear programming analysis showed that these recommendations are achievable if more fruits, vegetables, legumes and fish were collected and less cheese, refined cereals and foods rich in fat, sugar and/or salt. In addition, new foods not previously collected are needed, particularly nuts, wholemeal bread and rapeseed oil. These changes increased the total edible weight (42%) and economic value (55%) of the food aid donation, with one-third of its edible weight coming from fruits and vegetables, one-third from staples, one-quarter from dairy products and approximately a tenth from meat/fish/eggs.
Conclusions
Important changes in the types and amounts of food collected will improve the nutritional quality of food-bank-delivered food aid in France. Such changes are recommended to improve the diets of deprived French populations.
To assess the dietary intake and the nutritional status of homeless men.
Setting
A night emergency shelter in Paris, France.
Design
Dietary survey (48-h) including alcohol intake and a questionnaire on age, duration of homelessness, smoking habits. Subjects were also weighed and measured.
Subjects
Ninety-seven men aged 18–72 years (mean 43.3), of whom 54% were homeless for more than 18 months, 82% were smokers and 53% were regular and/or excessive drinkers.
Results
The BMI distribution was shifted towards low values, the percentage of wasted persons being four times higher than in the reference population. The mean total energy intake was 2376 kcal (SD = 879) and included a high and highly variable percentage of energy derived from alcohol (12.0% (SD = 18.1)). Among drinkers, the mean ethanol intake was 90 g (SD = 102) and there was a significant negative correlation between ethanol and non-alcoholic energy intakes. The median intakes of potassium, calcium, zinc, vitamins B1, B2, and niacin were lower than European Population Reference Intakes but only the mean intake of vitamin B1 was significantly lower. Eighty percent of non-alcoholic energy was provided by charitable organisations. For most nutrients, the nutritional density of the shelter ration was not significantly different from the density of the foods purchased by the homeless.
Conclusions
These data suggest that the content of some nutrients should be increased in existing food assistance programs for homeless people in France.
To assess the iodine status of long-term refugees dependent on international food aid and humanitarian assistance.
Design
A series of cross-sectional two-stage cluster or systematic random sample surveys which assessed urinary iodine excretion and the prevalence of visible goitre. Salt samples were also collected and tested for iodine content by titration.
Setting
Six refugee camps in East, North and Southern Africa.
Subjects
Male and female adolescents aged 10–19 years.
Main results
The median urinary iodine concentration (UIC) ranged from 254 to 1200 μg l−1 and in five of the camps exceeded the recommended maximum limit of 300 μg l−1, indicating excessive iodine intake. Visible goitre was assessed in four surveys where it ranged from 0.0 to 7.1%. The camp with the highest UIC also had the highest prevalence of visible goitre. The iodine concentrations in 11 salt samples from three camps were measured by titration and six of these exceeded the production-level concentration of 20 to 40 ppm recommended by the World Health Organization (WHO), but were all less than 100 ppm.
Conclusions
Excessive consumption of iodine is occurring in most of the surveyed populations. Urgent revision of the level of salt iodisation is required to meet current WHO recommendations. However, the full cause of excessive iodine excretion remains unknown and further investigation is required urgently to identify the cause, assess any health impact and identify remedial action.
