Black September, which had been initiated by Fatah members in 1971, was responsible for the hijacking of the Sabena flight from Vienna in May and the killing of an attaché by a letter bomb at the Israeli Embassy in London in September. Letter bombs were also posted to Israeli diplomats in various countries and to government functionaries in Jerusalem.
