The archbishop's mandate

Henricus, permissione divina Lincolniensis episcopus, dilectis in Christo filiis universis archidiaconis et eorum officialibus Lincolniensis diocesis constitutes, salutem, gratiam et benedictionem. Literas venerabilis in Christo patris Domini Stephani, Dei gratia Londoniensis episcopi recepimus formam quae sequitur continentes:

Venerabili in Christo patri Domino Henrico, Dei gratia Lincolniensi episcopo, Stephanus permissione divina Londoniensis episcopus, salutem et sincerae dilectionis continuum incrementum. Mandatum venerabilis in Christo patris et domini Domini Walteri, Dei gratia Cantuariensis archiepiscopi, totius Angliae primatis, recepimus sub hac forma:

Walterus, permissione divina Cantuariensis archiepiscopus, totius Angliae primas, venerabili patri Stephano, Dei gratia Londoniensi episcopo, salutem et fraternam in Domino caritatem. Hostilis iniquitas suae malignitatis impulsus, indesinenter exercens ecclesiam et regnum Angliae eiusque incolas hostium extrinsecorum incursionibus diutius cinxit et ad priores suos conatus extendens tempestuosum turbinem iam in dies mittitur disserere nisi divina mediante dementia his praesidio occurratur celeriter opportuno. Perfidis namque hostibus illis Scotorum gentibus cum suis complicibus insaniam rabie debattatis qui adversus dominum nostrum regem suumque regnum Angliae conspirantes diutius debellarunt plures et inter actualiter cum non modico exercitu bellatorum partem maximam regionis Angliae sunt ingressi adeo quod totam fere partem illam depopulando inhumaniter devastarunt; regni etiam incolas quo reperiunt sine deletu conditionis, ordinis, sexus aut aetatis miserabiliter interficiunt, domos, villas, castra, ecclesias atque monasteria violenter invadunt et diripiunt, ad incendiorum voragine ad areas redigunt; et crudelitates alias quotidianis aggressibus exercere non desinant inauditas, sicut modernis [237r] temporibus patrati sceleris evidentia (prohdolor!) manifestat, unde pro statu ac salvatione Ecclesiae Anglicanae atque regni et incolarum eiusdem in quibus proprium versatur cuiuslibet interesse considerantes intime tarn instantis quamque urgentis necessitatis articulos ac aliaundique imminentia pericula in quibus ab extrinsecis invasio patet ut praemisimus actualis necnon oppressiones quae alias multipliciter Anglicanae incessanter inferuntur Ecclesiae. Praelatos et clerum nostrae provinciae Cantuariensis in casibus consimilibus de quibus dolemus et angimur saepius fatigatos precibus regiis et clamore populi plurimum excitati licet anxii et inviti impellimur iam noviter convocare. Quocirca fraternitati vestrae committimus et mandamus, quatenus cum debita celeritate omnes et singulos coepiscopos nostros provinciae nostrae Cantuariensis peremptorie citetis et per ipsos singulos in suis diocesibus decanos et priores ecclesiarum cathedralium, archidiaconos, abbates etiam et priores alios conventus per se regentes, exemptos et non exemptos, ac eorum conventus totumque clerum prout singulis subesse noscuntur peremptorie faciatis citari quod dicti fratres nostri et eorum singuli decani et priores cathedralium ecclesiarum ac archidiaconi singuli personaliter;
