    Introduction

    The purpose of this chapter is to explore the people side of projects. Nowadays library and information workers may find themselves working in a variety of team situations ranging from small in-house teams through to multi-skilled teams and collaborative teams made up of workers from a variety of professions and organizations. The latter type of team is particularly found in partnership working and is considered in more detail in Chapter 9.

    This chapter explores the people side of projects from the project manager's or co-ordinator's perspective. It starts by considering the fundamental requirements for project workers such as the need for a good-quality working environment and basic human resource management practices. The chapter then considers strategies for managing the team, including the characteristics of effective teams, getting started, life of teams, team roles, effective team working, challenging situations and reviewing team work. This is followed by a section that explores working across different cultures, for example with people from other countries or cultures, from different organizations or generations. Increasingly library and information workers are involved in working in virtual teams and the realities of virtual team work are explored and guidance given for project managers. Finally, the chapter explores the project manager's role in managing the people side of change that arises from the project.

    Fundamental requirements for project workers

    Chapter 2 outlines the different types of information workers (contract and permanent staff) who may be involved in working on the project. Many projects employ short-term contract staff and it is vitally important to ensure that they have access to a range of essential working requirements and services. These include:

  • • appropriate working environment, e.g. desk, computer with internet connection, Telephone

  • • relevant organizational information, i.e. information about the employing organization, the ILS, the project

  • • copies of organizational policies, e.g. equal opportunities policy, bullying and harassment policy, use of ICT and e-mail policy

  • • personnel information, e.g. contract, details about policies and procedures relating to holidays, sick leave, pensions.

    This book

    The aim of the book is to provide a practical guide to library and information workers who are involved in project work either as a project manager or as a member of a project team. Project work is widespread in all types of library and information units, and typical projects range from developing a new information service, moving a library and digitization to introducing a new staff development programme. Projects may be relatively small and simple, for example involving one or two members of staff working on the same team, or large and complex ones involving people working in multi-professional teams. Complex projects sometimes involve working across different boundaries – professional, organizational, geographical, or working with new and developing IT systems. ILS workers often carry out these projects alongside their ‘full-time job’ and find that they need to develop new skills and ways of working in order to successfully manage their project as well as their main work role.

    The purpose of this book is to provide a guide and resource to project management within all types of information and library services (ILS). It explores tried and tested methods and techniques for managing projects and this includes paper-based approaches and also the use of project management software. Each chapter is supported by examples from a range of ILS departments and units. These examples provide a ‘feel’ for the realities of project management in today's turbulent environments.

    This book is based on information and knowledge obtained and developed from:

  • • her experiences in project work as an independent consultant and trainer

    Introduction

    Library and information workers have always had a tradition of networking and collaborative working, both within the profession and also with other professional groups. In the last decade governments, agencies and organizations have raised the profile of partnership working as they see this as one way of meeting the needs to modernize and develop new approaches to working and delivering services in a complex and rapidly changing environment. A scan of the current ILS literature reveals that many information workers are now involved in developing and delivering a wide range of services through partnerships.

    This chapter will explore the realities of working in partnership and it will focus on five themes: the context for working in partnership, benefits of working in partnership, challenges of working in partnership, processes of working in partnership, and managing the partnership.

    Context for working in partnership

    Sullivan and Skelcher (2002) highlight the rise in collaborative working between the public, private, voluntary and community sectors, and they map out how collaboration is central to the way in which public policy is made, managed and delivered in the UK. Partnership working is currently popular with the UK government where it is seen as an important strategy for tackling complex and interlinked problems such as crime, education, health and housing in our inner cities. Partnership working is one way in which the modernization agenda is being tackled. It involves collaboration with partnerships in health and social care, social inclusion, and education which includes a lifelong learning agenda involving many public and other library and information services. Financial drivers are often used to ensure that the different sectors and agencies work together in partnership to deliver services and products.

    A wide range of partnerships exist and these may be located within a region or country, transnational, e.g. European, or global. Pilling and Kenna (2002) provide an excellent overview of collaborative initiatives in the information world, which covers the UK national and regional perspectives, co-operation in specific fields (higher education, preservation), European and international co-operation, and funding. The following examples show the range and scope of some projects.

    Introduction

    Over a decade ago projects were carried out occasionally, often as the result of a change within a local library system or in response to national initiatives. Nowadays they are part of the day-to-day working lives of many information workers and they provide an important force for library and information development and innovation. As shown earlier in this book project work offers an important route to funding both core and developmental activities in libraries and information services. These projects often involve working in new ways within multi-professional teams across traditional boundaries. Many project workers and managers are working on multiple projects.

    Given the current importance of project work it is vital that library and information professionals develop the appropriate set of knowledge and skills to enable them to take part in and successfully lead and manage project work. This chapter focuses on the knowledge and skills required by project managers, and also training and education provision in this area.

    Knowledge and skills required by project managers

    The development of a library and information profession with appropriate knowledge and skills in project management is essential for the future of libraries and information services (both terrestrial and virtual ones) and also the profession. Simon Tanner (2003, p.34), speaking in the context of digital projects, says:

    Managers have to develop skills in the more flexible, competitive regions of project management, systems implementation and fundraising. Whatever the size of the library, there will be technology to implement, and the ability to manage the process has become a key requirement for librarians. The growth in competition for funding means that meting obligations on time and in budget is critical, not just for the task in hand but for future funding prospects as well.

    Tanner identifies the skills and experience required in all next generation managers’ toolkits as:

  • • stakeholder studies

  • • feasibility studies

  • • infrastructure survey

  • • matrix of requirements

  • • risk assessment.

    Although The new Walford: guide to reference resources (TNW) has a broadly similar purpose to John Walford's classic Guide to reference materials, its structure and content are quite different. Developments on the internet and the web have ensured that. We have focused much more on the needs of newcomers to the various areas of science, technology and medicine (STM), simplifying the book's subject arrangement, but at the same time considerably widening the types of resource described. Above all, whilst hardly creating a book that is bedtime reading, we have aimed to make the guide easily browsable.

    There is greatly increased emphasis on the producers of STM information, on the basis that these are less likely to change than the individual resources that they generate. This includes a wide range of stakeholders (sponsors, regulators, critics, etc.) who make up the landscape of STM research and practice. Distilling the volume and wealth of resources now accessible down to a ‘starter pack’ of a few thousand items not surprisingly has been rather challenging; and there is no doubt that we will have been more successful in some subject areas than in others. We shall welcome feedback on the resource choices we have made via the TNW dedicated e-mail address:

    newwalford@facetpublishing.co.uk. Most research for this volume was carried out mid-2004, however, all URLs were checked in April 2005.

    It is not possible in a volume of this type and size to treat all the different viewpoints within each subject; especially in areas of controversy. The majority of the resources described reflect what the Editors perceive to be the currently dominant paradigms within STM. However, in a number of subject areas one or two works are cited which depart significantly from the mainstream in their treatments. These are included simply to remind the reader that such alternative viewpoints exist and should be pursued in any comprehensive survey.

    Introduction

    Once the project has been planned and the project manager has received permission to go ahead then the implementation process starts and the project manager and team will work on the project until it is complete. This chapter explores the implementation and project completion process, and it provides guidance on what to do if things go wrong.

    Implementing the project

    This stage involves putting the plan into action and actually ‘doing’ the project. The implementation phase involves managing the following:

  • • people

  • • resources

  • • project process.

    • The people side of project management is covered in more detail in Chapter 10 and the financial side is covered in Chapter 6. In this section we will focus on the project process which involves monitoring, tracking and, where necessary, taking corrective action. Effective project managers are people who are able to juggle many different tasks and issues, and respond proactively to problems and challenges as they arise during the project implementation process.

    Although you will have a detailed project plan, it is unlikely that everything will go exactly to plan. Your risk analysis will have identified potential trouble spots and these all need careful monitoring. In real-life projects a diverse range of factors can intervene with adverse effects. Some examples include:

  • • staff sickness

  • • late arrival of equipment

  • • technical failures of equipment or software

  • • inaccurate estimations of the amount of time it will take to complete a task

  • • changes in the price of essential supplies

  • • failure to get permission to go ahead with a particular aspect of the project

  • • change in requirements by funding organization or sponsor

  • • unexpected events, e.g. fire, flood, landslide.

    • Monitoring the tasks

    As project manager you need to monitor tasks, blockages and slippage, match of plan with reality, expenditure, quality, complex changes to the plan. Reiss (1995) identifies two approaches to monitoring progress:

  • • DIY – Do-It-Yourself, i.e. wander around and talk with people, observe what is happening and ask for printouts as and when you think it is appropriate. One of the advantages of this approach is that sometimes small problems or potential problems can be identified extremely early in the project process and a solution can be worked out with the team involved in that part of the project.

    The first volume of The New Walford (TNW) is a guide to reference resources in Science, Technology and Medicine (STM). It provides a collection of resources aimed particularly at helping people to research unfamiliar subject areas. It offers comprehensive coverage of the range of resources available in the networked world, but is necessarily selective in the set of items chosen for each subject field. Our aim is to get you started, to help you navigate uncharted territory and find the right types of resources to meet your needs.

    This new guide builds on the reputation and concept of the classic Walford's guide to reference material, but we have made radical changes to the design, focus and layout. The internet and the world wide web have had a dramatic impact on the quantity and quality of information resources, especially in STM. The new information universe is diverse and complex with its mix of established and emergent media.

    What's new about TNW?

    TNW has been completely ‘re-engineered’ for the hybrid information world. There are seven key changes from ‘The Old Walford’.

  • ■ Focus on the newcomer – TNW has been specially designed to help the less-experienced user of STM resources, particularly people researching a field for the first time.
