Conditional cash transfers (CCTs) are a striking case of policy diffusion in Latin America. Almost all countries in the region adopted the model within one decade. While most theories of diffusion focus on the international transference of ideas, this article explains that surge of adoptions by analyzing presidents’ expectations. Out of all ideas transmitted into a country, only a few find their way into enactment and implementation, and the executive has a key role in selecting which ones. Policies expected to boost presidents’ popularity grab their attention. They rapidly enact and implement these models. A process-tracing analysis comparing CCTs and public-private partnerships (PPPs) shows that presidents fast-tracked CCTs hoping for an increase in popular support. Adoptions of PPPs, however, followed normal procedures and careful deliberations because the policy was not expected to quickly affect popularity—which, in the aggregate, leads to a slower diffusion wave.

Despite serving as the Philippines’ main social protection strategy, debate continues surrounding the ability of the Pantawid Pamilyang Pilipino Program (4Ps) to meet its long-term goal of breaking cycles of intergenerational poverty. To engage with this debate, this study brings together the constructs of entitlement and agency to analyse how different actors associated with 4Ps understand and experience the program. Drawing on forty-three semi-structured interviews with 4Ps beneficiaries, non-beneficiaries, and implementers, we provide a provisional explanation as to why a disconnect exists between the long-term goals of 4Ps and the experiences with the program among these different actors. In addition, this study highlights how challenges associated with the design and implementation of 4Ps, including limited transparency and communication of the program’s eligibility requirements, rigid monitoring of beneficiary compliance, and delays in receiving cash transfers, may constrain the transformational potential of this social protection strategy.

This article explores interactions between the front-line officers and recipients of Oportunidades-Prospera, a conditional cash transfer (CCT) in Mexico. Like other CCTs, Oportunidades-Prospera provided monetary transfers to families with the requirement of following certain conditions, including receiving preventive healthcare and workshops. This produced constant and compulsory physician-recipient interactions. This article examines these through observations of programme delivery and interviews with physicians at health centres of two localities of Puebla. The results show that officers’ strategies of implementation and attitudes towards recipients were influenced by the programme’s use of health services as conditionalities, promoting a relationship of authority and obedience. This, however, was exacerbated by the officer’s job position. Those with a permanent contract systematically fostered authoritarian interactions compared to officers with temporary contracts. Ultimately, this study reveals factors that influence officer-recipient relationships in CCTs and their centrality for programme delivery and for the success of social policies more broadly.

Conditional cash transfers (CCTs) have become the main instrument to combat poverty in Latin America, they have been exported around the globe and are one of the most popular social policies of the twenty-first century. CCTs deliver cash transfers to poor families with conditionalities like attendance to school and health appointments. This article aims to explain the creation of CCTs. The research applies arguments from theories of social policy development to explain the formulation of the first two CCTs introduced in Brazil at the sub-national level and in Mexico at the national level during the mid-1990s. Findings show that the original formulation of CCTs can be explained by the emergence of a new policy paradigm based on a conceptualisation of the nature of poverty as lack of human capital among poor population, enabled by critical junctures created by the transitions to democratic regimes.

Conditional cash transfer programs (CCTs) have emerged as an important social welfare innovation across the Global South in the last two decades. That poor mothers are typically the primary recipients of the grants renders easy, but not necessarily correct, the notion that CCTs empower women. This article assesses the relationship between the world’s largest CCT, Brazil’s Bolsa Família, and women’s empowerment. To systematize and interpret existing research, including our own, it puts forth a three-part framework that examines the program’s effects on economic independence, physical health, and psychosocial well-being. Findings suggest that women experience some improved status along all three dimensions, but that improvements are far from universal. A core conclusion is that the broader institutional context in which the Bolsa Família is embedded—that is, ancillary services in health and social assistance—is crucial for conditioning the degree of empowerment obtained.

Over the past two decades, most Latin American countries have developed cash transfer programmes for poor and low income families not covered by the social security system. These programmes now benefit about 127 million people throughout Latin America and in some countries they include more children than the family allowances of the social insurance system. How have these innovations changed the structure of child benefits in Latin America? This article discusses this issue by looking at the experiences of Argentina, Brazil, and Chile. In these three countries, a wide-ranging programme of non-contributory cash transfers for low income families now operates alongside a pre-existing scheme of family allowances for formal sector workers. This has contributed to expand coverage of cash benefits for families and children, while at the same time keeping a segmented benefit structure. In contrast, a universal child benefit could overcome this segmentation and guarantee equal rights to all children.

Most countries in Latin America have implemented human development conditional income transfer programmes to address intergenerational persistence of poverty. Typically, these programmes provide income transfers to households in poverty, conditional on children attending school and on household members attending health clinics. Evaluations have established that programmes reach their explicit short- and medium-term objectives, especially as regards nutrition, children's schooling and improved health care utilisation. It is too early to say whether they will be successful in reducing the intergenerational persistence of poverty. Crucially, this will depend on whether they contribute to the economic and political inclusion of groups in poverty. This article reviews the available literature and finds that participation in human development conditional income transfer programmes leads to improvements in productive capacity, but that favourable labour market conditions will be needed to guarantee economic inclusion. Improved political participation associated with programme participation raises the prospects for greater political inclusion.

Conditional cash transfers have come to play a prominent role in the social policy landscape in Latin America and especially in Brazil in recent years. Evaluations of their impacts, however, have focused on limited short-term outcomes, particularly consumption and school enrolment and attendance rates. Long-term outcomes have received comparatively little attention. This article reviews the existing evidence on the long-term impacts of CCTs, focusing on the underlying assumptions in the CCT model for intergenerational poverty reduction. In doing so, it questions the notion that CCTs can indeed interrupt the intergenerational cycle of poverty through human capital investments that are thought to lead to expanded opportunities in the labour market. Moreover, it highlights the need for more research on the social processes that may influence young beneficiaries’ life trajectories and experiences in poverty.

Conditional cash-transfer (CCT) programmes have been shown to improve the nutritional and health status of children from poor families. However, CCT programmes may have unintended and not fully known consequences by increasing the risk of overweight and obesity. We examined the impact of Familias en Acción (FA), a large CCT programme in Colombia, on the double burden of malnutrition among pre-school and school-aged children. Height and weight were measured before programme enrolment and during follow-ups in 1290 children from thirty-one treatment municipalities, being compared with 1584 children from sixty-two matched control municipalities. We used a difference-in-differences approach to evaluate the effect of FA on children’s stunting, BMI z-scores, thinness, overweight and obesity, controlling for individual and municipality-level confounders. At baseline, the prevalences of stunting and overweight were 30·3 and 15·4 %, respectively, in treatment municipalities and 27·9 and 17·4 % in control municipalities. FA was associated with reduced odds of thinness (OR 0·26; 95 % CI 0·09, 0·75) and higher BMI-for-age z-scores (BMI z-scores) (β 0·14; 95 % CI 0·00, 0·27; P<0·05), although the latter was of small clinical significance. The prevalence of stunting, overweight and obesity decreased over time, but the effect of FA on these outcomes was not significant. The CCT programme in Colombia reduced the odds of thinness, but had no effect on stunting, a more prevalent outcome. The FA programme had no effect on overweight or obesity, although BMI z-scores were higher for children under treatment, raising the possibility of an increase of small clinical significance on BMI among pre-school and school-aged children.
