Oil prices fell from around $US110 per barrel in 2014 to less than $US50per barrel at the start of 2017. This put enormous pressure on government budgets within the Gulf Cooperation Council (GCC) region. The focus of GCC economic policies quickly shifted to fiscal reform, including the removal of domestic subsidies on energy products. In this paper, we use a dynamic Computable General Equilibrium (CGE) model to investigate the economic impact of the gradual removal of subsidies on refined petroleum and electricity, with specific reference to the Kingdom of Saudi Arabia (KSA).

Our study shows that removing subsidies eliminates a large distortion in the economy. This improves the efficiency of resource use, so that even though employment and capital in most years fall relative to baseline levels, real GDP rises. In addition, we show that fully-funded compensation payments offset the increases in energy prices, leaving economic welfare of the Saudi-national population little affected. Removing the energy subsidies leads to an improvement in the net volume of trade, while leading to a mixed outcome for industries.

The economy of Mongolia, a country rich in natural resources, is increasingly dependent upon the mining sector. International prices of mining commodities have been highly volatile in recent years. This paper uses a computable general equilibrium model to examine the short-term effects on the Mongolian economy of two scenarios: (1) a moderate boom in the coal market; and (2) a drop in the world price of metal ores. It is found that the Dutch disease effect generated by the shocks is insignificant given the structure of the economy (e.g., small export shares and low export intensity of manufacturing and agriculture commodities) and a labor market condition with high unemployment. Since the economy is largely dependent upon on the mining sector, the impacts of the shocks are jarring, implying that the government must abide by its fiscal rules for stable growth and prosperity.

This paper uses a quantitative overlapping generation model to suggest a pension reform able to sustain a retirement system, in the face of deep demographic changes. We derive the reform design from an optimization program that selects one or more policy instruments – and their values – among a predefined set, to minimize the welfare loss of the median voter while keeping sound public finances, sustaining gross domestic product growth and considering the welfare of the newborn generation. We calibrate the model to the Luxembourg economy. The European Commission (2012) forecasts that, among all euro area countries, Luxembourg will experience the largest increase in pension costs between now and 2060. Our simulations show that a single instrument reform would imply severe backlashes on the rest of the economy. The suggested pension reform instead consists of a policy mix including taxation, benefits and the effective retirement age. We stress the need to design pension reforms based on optimization programs that lead to the achievement of desired targets. Indeed, the reform implemented by the Luxembourg government in 2013, which does not result from an optimization program, will not keep public finances sound over the medium term.

Dans la perspective d'une stratégie de réduction de la pauvreté et l'atteinte des Objectifs du Millénaire pour le Développement, une littérature sur la croissance pro-pauvre s'est développée depuis une quinzaine d'années. Toutefois, les analyses d'impact sur la pauvreté des réformes sont appliquées en équilibre partiel et abordent peu l'efficacité et l'équité conjointement. De plus, elles s'intéressent rarement aux interactions entre les politiques envisagées. Nous abordons ces questions à travers une application d'un modèle d'équilibre général calculable de type macro/micro aux Philippines dans lequel nous générons de la croissance par l'endogénéisation de l'offre de travail et les externalités des dépenses publiques. Les résultats mitigés obtenus des simulations de réformes illustrent l'importance de la prise en compte des spécificités et du contexte particulier de chaque pays dans la mise en œuvre des réformes.

Cet article analyse l'impact d'une augmentation des dépenses publiques en éducation sur la performance du système éducatif sud africain et ses conséquences sur le marché du travail en utilisant un Modèle d'Equilibre Général Calculable (MEGC) en dynamique séquentielle. Le système éducatif sud africain porte les stigmates de l'Apartheid et une intervention publique plus accentuée est l'un des moyens envisagés pour corriger les inégalités héritées de l'ancien régime politique. Nos résultats montrent une amélioration des performances des étudiants et des effets positifs à court terme sur l'économie. A long terme, la population sud africaine, et en particulier les African, devient plus qualifiée, mais l'économie ne créant pas suffisamment d'emplois, une partie de ces nouveaux qualifiés se retrouve au chômage.

L'objectif de ce papier est d'analyser les impacts du vieillissement de la population italienne sur le système économique et en particulier sur le système de retraite afin d'évaluer l'efficacité des réformes mises en place durant les années 1990 (réforme Amato en 1992 et réforme Dini en 1995). Un modèle d'équilibre général à générations imbriquées a été construit pour évaluer, d'un côté, les impacts macroéconomiques et, de l'autre, l'évolution du système de retraite en terme de déficit financier et d'équité intergénérationnelle.

Nous nous inscrivons dans le cadre théorique d'un modèle d'équilibre général intertemporel stochastique purement réel à deux pays pour analyser la dynamique des taux de chômage nationaux suite à l'occurrence de chocs asymétriques. Il s'agit en cela d'un modèle non-walrasien dans lequel le salaire est fixé par un syndicat monopoliste dans le cadre de négociations décentralisées dans chaque entreprise, qui décide en dernier ressort du niveau de l'emploi. Un point essentiel de notre modèle est d'introduire une négociation salariale incluant un mécanisme d'indexation des salaires sur les prix à la consommation qui constitue un mode de transmission de chocs réels asymétriques d'offre et de demande. Les chocs d'offre provoquent des conjonctures similaires dans les deux pays, tandis que les chocs de demande sont à l'origine de disparités conjoncturelles. Cette différence s'explique principalement par la dynamique des termes de l'échange.

This paper examines the long-run equilibrium wealth distribution in the context of a general equilibrium model in which heterogeneous agents are born into dynasties. When agents are born, they are randomly assigned to be either altruists or egoists. An altruistic agent cares about his progeny and so consumes part of his income (wages plus bequests) and bequeaths the rest to his heirs. These bequests determine the capital stock next period. An egoistic agent consumes all his income (wages plus bequests) leaving nothing to his heirs. Assuming that the probability that an altruist (egoist) is born to an altruist or an egoist follows a first-order Markov process, and given initial conditions on the distribution of wealth and bequests, the equilibrium dynamics of the economy can be characterised, and a stationary equilibrium (numerically) solved. This done, two fiscal policy tax/intragenerational transfer regimes are evaluated in terms of individual welfare and the distribution of wealth.

With an overlapping generations model, Williamson and Jones [1983] demonstrated that the long-run savings ratio in the U.S. was not affected by the introduction and the reform of the unfunded social security system. This paper extends their model by including a production sector, endogenous labor supply and a wage profile. Simulations show that incorporating general equilibrium and (exogenous) leisure is sufficient to generate a declining savings ratio in the steady state. Reforms of the social security system are evaluated in welfare terms. The new features of the model may significantly change the sign and the magnitude of the welfare gains for steady state generations.

The objective of this article is to evaluate quantitative implications of the hypothesis of matching, with endogenous participation, in the framework of a real cycle model. The choice of participation results from a trade off between domestic production and search for a job. Thus, fluctuations of the unemployment summarise the flows in and out of the labour force. Moreover, in this model, unemployment fluctuations are not Pareto optimal as in Andolfatto [1966] and Merz [1995]. Results of the simulations show how it is possible to explain some stylised facts of the American labour market when flows on this market are so clarified.
