This commentary highlights the release of findings now available in the report International Food Policy Study Youth Surveys: Summary of Findings 2019–2021.
Design:
The survey data described in this commentary consist of repeated cross-sectional surveys conducted annually beginning in 2019.
Setting:
Online surveys were conducted in 2019 to 2021 among respondents living in Australia, Canada, Chile, Mexico, the United Kingdom and the USA.
Participants:
Survey respondents were youth aged 10–17 years in 2019 (n 12 031), 2020 (n 11 108) and 2021 (n 10 459).
Results:
The report described in this commentary summarises findings on food and nutrition behaviours, attitudes and knowledge among youth, including their diet sources and patterns, school nutrition environments, food security, diet intentions, weight perceptions and weight loss behaviours, sugary drink perceptions, awareness of public education and mass media campaigns, perceptions of food labels and exposure to food and beverage marketing.
Conclusion:
Results from the IFPS Youth surveys provide important insights into key policies of global interest, including front-of-package nutrition labelling, levies on sugary beverages and restrictions on marketing unhealthy food and beverages to children. As policymakers continue to seek effective strategies to improve adolescent health outcomes, ongoing cross-country monitoring of food and nutrition-related indicators, such as the data from the International Food Policy Study, will be critical in assessing dietary trends and evaluating upcoming policies.
Causal machine learning tools are beginning to see use in real-world policy evaluation tasks to flexibly estimate treatment effects. One issue with these methods is that the machine learning models used are generally black boxes, that is, there is no globally interpretable way to understand how a model makes estimates. This is a clear problem for governments who want to evaluate policy as it is difficult to understand whether such models are functioning in ways that are fair, based on the correct interpretation of evidence and transparent enough to allow for accountability if things go wrong. However, there has been little discussion of transparency problems in the causal machine learning literature and how these might be overcome. This article explores why transparency issues are a problem for causal machine learning in public policy evaluation applications and considers ways these problems might be addressed through explainable AI tools and by simplifying models in line with interpretable AI principles. It then applies these ideas to a case study using a causal forest model to estimate conditional average treatment effects for returns on education study. It shows that existing tools for understanding black-box predictive models are not as well suited to causal machine learning and that simplifying the model to make it interpretable leads to an unacceptable increase in error (in this application). It concludes that new tools are needed to properly understand causal machine learning models and the algorithms that fit them.
Referral system is among the key elements of primary health care that leads to enhanced efficiency, reduced costs, reduced waiting time, and patients’ enhanced access to more specialized services. The present study was aimed at analysing the policies of the electronic referral (e-Referral) system in Iran.
Methods:
This qualitative study was conducted based on Walt and Gilson’s policy triangle and Kingdon’s models. Data were collected through document analysis and 51 semi-structured interviews with managers at various levels, experts, family physicians, specialist physicians, and patients. Document analysis was performed by content analysis method, and interview analysis was performed through framework analysis method in Atlas.ti 8.
Results:
The e-Referral system was launched with the aim of equitable access to services and to benefit from better management of health resources. Valid scientific evidences were used to formulate policies. Numerous meetings were held with domestic and foreign stakeholders at the provincial, city, and rural levels. The implementation of the programme followed a bottom-up approach, and the main obstacles to the implementation of the programme included the change of senior managers of the health system and their not being fully aware of the importance of the programme, inadequate allocation of financial resources, and unwillingness of some patients to follow the referral system.
Conclusions:
The policy triangle framework, while explaining the components of the e-Referral system programme, revealed the obstacles to the proper implementation of the programme. In order to ensure that the programme goes on continuously and successfully, it is essential to create the necessary determination and commitment on the part of the minister of health and medical education and senior managers of the health system, earmark resources for the programme, improve resource allocation with insurance management, reform the payment system, plan to raise public awareness, and attract community participation.
In Chapter 4, we identified commodification as the policy orientation most relevant to our analysis of the nexus between EU economic governance and labour politics and developed a corresponding novel analytical framework to assess new economic governance (NEG) prescriptions in the areas of employment relations and public services. Before engaging in this assessment however, we need to understand the prescriptions’ meaning, for which we must make an additional analytical move. The meaning of NEG policy prescriptions depends not only on their wording but also on their location in larger policy scripts and their uneven coercive power across countries, time, and policy areas. Hence, NEG prescriptions are embedded in larger semantic fields and taxonomies, in power struggles over the definition of appropriate solutions to social problems, and in the EU’s integrated but also uneven political economy. Chapter 5 thus first explains the semantic, communicative, and policy contexts in which we situate NEG prescriptions and then outlines the implications of this analytical move for our research design, including case selection, data collection, and comparative approach.
Standards developed by standard-setting organisations (SSOs) – sometimes labelled private rulemaking – are part of larger practices of governance in most societies yet are underinvestigated from a policy process perspective. Utilising and developing the multiple streams approach (MSA), this article investigates a policy process moving between government and the SSO Standards Norway (SN). The study finds standardisation by SSOs to be an ambiguous institutional arrangement. Strong institutional barriers in theory did not work as such in the case investigated. This article argues that the differentiation between responsibility for process (SN) and content (committee) makes the standardisation process vulnerable. The concept of “institutional deficit” is introduced to describe a potential mismatch between SSOs producing policy in a government-like institution, but where the SSOs are not capable of taking responsibility for policies in a government-like way. This article finds the adjusted MSA useful in this potentially least likely case.
It has become universal to claim a relationship between social cohesion and quality public childcare. The more we invest in our children, the better the return later in life. We explore how childcare is used to strengthen social life by comparing the state role in civilising childcare as described in policy and educational guidelines. At one level, we find that policy intentions are framed by the idea of using childcare to reduce inequalities between people and social groups, and at another by the idea of civilising children to adapt to existing social structures. The analysis unfolds these two sets of intentions by showing how pedagogical ideas of child development become linked to the ways two very different states – Brazil and Denmark – formulate and organise ECEC policies as well as using childcare to bridge between people and social groups, and to civilising children to adapt to existing social structures.
The European Union (EU) has reacted to the migration crises of the last decade with growing externalization of migration management to neighbor countries often accused of not respecting human rights and individual liberties. Focusing on EU cooperation with the Southern neighborhood, as defined within the European Neighborhood Policy (ENP) framework, this paper investigates the recent developments in the EU's external migration policies, demonstrating that there is a gap between EU discourses and policy instruments identified by the EU as strategic tools of the European migration and asylum policy (MAP). Five Southern neighbor countries (SNCs) have been selected, Tunisia, Morocco, Egypt, Jordan, and Lebanon, to assess the extent to which the EU, when cooperating on migration and asylum issues, places international protection at risk instead of playing the role of humanitarian actor in accordance with the ideals and principles it defends. The research critically analyzes the EU's cooperation with SNCs concerning migration, as developed via international agreements, action plans, and mobility partnerships under the umbrella of the ENP. In particular, it explores the incompatibility between the European MAP instruments and international protection. MAP, the qualitative analysis shows, represents a clear mismatch between EU talk and action, outlining another case of organized hypocrisy.
The process of decision making is not linear and is affected by multiple factors, other than availability of evidence, such as political context, personal over public interests, decision makers’ accountability, relationships with stakeholders, and familiar experiences in the past. Evidence-informed decisions positively influence access, quality, efficiency, equity, and sustainability of health services, and improve transparency and accountability thereby reducing wastage, abuse, and corruption in the health system. This chapter presents six decision making tools that help policy makers and managers take evidence-informed decisions: burden of disease analysis; health technology assessment; cost-effectiveness analysis; health equity analysis; national health accounts analysis; and stakeholder analysis. The list of tools is not exhaustive, and additional tools can be explored to respond to the context and nature of the public health concern. Policymakers are not expected to know all their methodological aspects, rather they should know what tools are available, their purpose and application, strengths and limitations, and how to interpret the results in the local context.
Transgender inclusion within policy is critical yet often missing. We propose a policy tool to assesses human rights, access to resources and opportunities, language, and implications for transgender and nonbinary individuals. Acknowledging trans communities as standard policy practice can serve as an essential practice to shift dialogue and norms.
School textbooks have a significant role in transferring knowledge to the students and changing their behavior. This work aims to analyze school textbooks to find the representation of natural hazards in Iran, which is vital for supporting children in disaster situations.
Methods:
In this study, a qualitative content analysis was used. Data were analyzed qualitatively by using MAXQDA 2018 software. For the 2019–2020 school year, 300 Iranian school textbooks in Persian language were collected.
Results:
Findings of this work show that students receive information about disaster risk reduction (DRR) education through the primary and secondary grade levels in all 12 grades. The educational content covers various types of natural hazards, including geophysical, hydrological, climatological, meteorological, and biological disasters. In addition, the textbooks contain discussions about local hazards, causes and effects of disasters, and the disaster management cycle.
Conclusions:
The coverage of DRR and the relevant contents in school textbooks reveals that the discourse of natural hazards is important for Iranian authorities, especially in the education system. This study helps decision-makers and practitioners design more effective interventions to prepare children for disasters.
In many rich democracies, access to financial markets is now a prerequisite for fully participating in labor and housing markets and pursuing educational opportunities. Indebted Societies introduces a new social policy theory of everyday borrowing to examine how the rise of credit as a private alternative to the welfare state creates a new kind of social and economic citizenship. Andreas Wiedemann provides a rich study of income volatility and rising household indebtedness across OECD countries. Weaker social policies and a flexible knowledge economy have increased costs for housing, education, and raising a family - forcing many people into debt. By highlighting how credit markets interact with welfare states, the book helps explain why similar groups of people are more indebted in some countries than others. Moreover, it addresses the fundamental question of whether individuals, states, or markets should be responsible for addressing socio-economic risks and providing social opportunities.
Research has shown that long-term care (LTC) volunteers play important roles in enhancing the quality of life (QoL) of older LTC residents, often through providing unique forms of relational care. Guided by Kane’s QoL domains, we used a modified objective hermeneutics method to analyze how unique volunteer roles are represented and supported in provincial policies in Alberta, British Columbia, Ontario, and Nova Scotia. We found that policies define volunteer roles narrowly, which may limit residents’ QoL. This happens through (1) omitting volunteers from most regulatory policy, (2) likening volunteers to supplementary staff rather than to caregivers with unique roles, and (3) overemphasizing residents’ safety, security, and order. We offer insights into promising provincial policy directions for LTC volunteers, yet we argue that further regulating volunteers may be an inadequate or ill-suited approach to addressing the cultural, social, and structural changes required for volunteers to enhance LTC residents’ QoL effectively.
Low and highly variable prices plague the coffee market, generating concerns that coffee farmers producing in shade systems under natural forests, as in biodiversity hotspot Oaxaca, Mexico, will abandon production and contribute to deforestation and reduced ecosystem services. Using stakeholder information, we build a setting-informed model to analyze farmers' decisions to abandon shade-grown coffee production and their reactions to policy to reduce abandonment. Exploring price premiums for bird-friendly certified coffee, payments for ecosystem services, and price floors as policies, we find that once a farmer is on the path toward abandonment, it is difficult to reverse. However, implementing policies early that are low cost to farmers – price floors and no-cost certification programs – can stem abandonment. Considering the abandonment that policy avoids per dollar spent, price floors are the most cost-effective policy, yet governments prefer certification programs that push costs onto international coffee consumers who pay the price premium.
Iran is among the top 15 countries in the world in terms of coronavirus disease (COVID-19) infection rates. The numbers of infections and deaths are still increasing in September 2020. This study aims to investigate the impact of the policies on terminating the quarantine period on the perception of psychosocial safety by employees and workers in Iran.
Methods:
In this study, policy announcements and regulations, media reports, and the results were collected from 2 previously published population surveys that collected employees’ views of the government approach to quarantine. The information thus collected was then analyzed using the “What is the Problem Represented (WPR)” approach for data analysis introduced by Carol Bacchi, and focuses on the question, “What effects are produced by the representation of the problem?”
Results:
The Iranian Government decided to quarantine people and close most sectors during the New Year holidays in Iran in March 2020. The duration of quarantine was only 2 weeks, and the government then ordered government organizations and industrial companies to reopen. The advantage of a short quarantine period is assumed to be the reinstatement of productivity while the disadvantage is the likely risk of further transmission of the virus.
Conclusion:
The government approach to and communication about the quarantine period has neglected to consider the psychosocial safety climate of employees, who have to go to their workplaces using buses, subways, or other vehicles, and who are under pressure mentally because of fear of infection, dismissal for non-attendance, and the consequent economic problems. The government approach necessarily impacts on the perceived psychosocial safety climate of employees, and hence influences the causes of work stress. If the psychosocial safety climate is not considered and improved, it may reduce the quality of services and products, and increase accidents.
There has been a surge in scholarship on policy design over the last ten years, as scholars seek to understand and develop existing concepts, theories, and methods engaged in the study of policy design in the context of modern governance. This Element adds to the current discourse on the study of policy design by (i) presenting behavioral assumptions and structural features of policy design; (ii) presenting a multi-level analytical framework for organizing policy design research; (iii) highlighting the role of policy compatibility and policy adaptability in influencing policy efficacy; and (iv) presenting future research recommendations relating to these topics.
Policy is ostensibly crafted upon an overarching notion of rationality, in the form of rules, roles and designs. However, sometimes policy deviates from formal templates and seems to be guided by a different governing ethic. Rather than categorising these as policy anomalies, we can understand them as the workings of what we will refer to as a relational model of policy. The relational model describes how policy outcomes emerge from the working and reworking of relationships among policy actors. We define relationality and develop its use in policy research. While the relational can be depicted as an alternative model for policy (e.g., Confucian versus Weberian), it is more accurate to understand it as a system that complements conventional policy regimes. To illustrate the concept, we examine examples from policymaking in China. We end with a discussion of how relationality should be a general condition that should be applicable to many, if not all, policy situations.
To examine key factors influencing the prioritisation of food and nutrition in Aboriginal and Torres Strait Islander health policy during 1996–2015.
Design:
A qualitative policy analysis case study was undertaken, combining document analysis with thematic analysis of key informant interviews.

Key actors involved in Aboriginal and Torres Strait Islander health policy between 1996 and 2015 (n 38).
Results:
Prioritisation of food and nutrition in policy reduced over time. Several factors which may have impeded the prioritisation of nutrition were identified. These included lack of cohesion among the community of nutritionists, Aboriginal and Torres Strait Islander leaders and civil society actors advocating for nutrition; the absence of an institutional home for nutrition policy; and lack of consensus and a compelling policy narrative about how priority nutrition issues should be addressed. Political factors including ideology, dismantling of public health nutrition governance structures and missing the opportunities presented by ‘policy windows’ were also viewed as barriers to nutrition policy change. Finally, the complexity and multifaceted nature of nutrition as a policy problem and perceived lack of evidence-based solutions may also have constrained its prioritisation in Aboriginal and Torres Strait Islander health policy.
Conclusions:
Future advocacy should focus on embedding nutrition within holistic approaches to health and building a collective voice through advocacy coalitions with Aboriginal and Torres Strait Islander leadership. Strategic communication and seizing political opportunities may be as important as evidence for raising the priority of Aboriginal and Torres Strait Islander health issues.
Forthright characterization of scientific uncertainty is important in principle and in practice. Nevertheless, economists and other researchers commonly report findings with incredible certitude, reporting point predictions and estimates. To motivate expression of incredible certitude, economists suggest that researchers respond to incentives that make the practice tempting. This temptation is the ‘lure’ of incredible certitude. I appraise some of the rationales that observers may have in mind when they state that incredible certitude responds to incentives. I conclude that scientific expression of incredible certitude at most has appeal in limited contexts. It should not be a general practice.
Practitioners of benefit-cost analysis face many difficulties. Despite the best training, guidance, and intentions, practitioners can stumble: actual benefit-cost analysis is hard and mistakes get made. Over the years, I have collected the mistakes I have seen in actual benefit-cost analyses. Many of the same mistakes occur over and over: the pitfalls of practical benefit-cost analysis. In this paper, I describe common pitfalls and suggest ways to avoid them.
This paper extends Woodford's approach to the robustly optimal monetary policy to a general linear quadratic framework. We provide algorithms to solve for a time-invariant linear robustly optimal policy in a timeless perspective and for a time-invariant linear Markov perfect equilibrium under discretion. We apply our methods to a New Keynesian model of monetary policy with persistent cost-push shocks and inflation persistence. We find that the robustly optimal commitment inflation is less responsive to a cost-push shock when the shock is more persistent and that the robustly optimal discretionary policy is more responsive to lagged inflation when inflation is more persistent.
