Surface ozone is an air pollutant that contributes to hundreds of thousands of premature deaths annually. Accurate short-term ozone forecasts may allow improved policy actions to reduce the risk to human health. However, forecasting surface ozone is a difficult problem as its concentrations are controlled by a number of physical and chemical processes that act on varying timescales. We implement a state-of-the-art transformer-based model, the temporal fusion transformer, trained on observational data from three European countries. In four-day forecasts of daily maximum 8-hour ozone (DMA8), our novel approach is highly skillful (MAE = 4.9 ppb, coefficient of determination $ {\mathrm{R}}^2=0.81 $) and generalizes well to data from 13 other European countries unseen during training (MAE = 5.0 ppb, $ {\mathrm{R}}^2=0.78 $). The model outperforms other machine learning models on our data (ridge regression, random forests, and long short-term memory networks) and compares favorably to the performance of other published deep learning architectures tested on different data. Furthermore, we illustrate that the model pays attention to physical variables known to control ozone concentrations and that the attention mechanism allows the model to use the most relevant days of past ozone concentrations to make accurate forecasts on test data. The skillful performance of the model, particularly in generalizing to unseen European countries, suggests that machine learning methods may provide a computationally cheap approach for accurate air quality forecasting across Europe.

A proof ${\cal P}$ of a theorem T is transferable when it's possible for a typical expert to become convinced of T solely on the basis of their prior knowledge and the information contained in ${\cal P}$. Easwaran has argued that transferability is a constraint on acceptable proof. Meanwhile, a proof ${\cal P}$ is fixable when it's possible for other experts to correct any mistakes ${\cal P}$ contains without having to develop significant new mathematics. Habgood-Coote and Tanswell have observed that some acceptable proofs are both fixable and in need of fixing, in the sense that they contain non-trivial mistakes. The claim that acceptable proofs must be transferable seems quite plausible. The claim that some acceptable proofs need fixing seems plausible too. Unfortunately, these attractive suggestions stand in tension with one another. I argue that the transferability requirement is the problem. Acceptable proofs need to only satisfy a weaker requirement I call “corrigibility.” I explain why, despite appearances, the corrigibility standard is preferable to stricter alternatives.

Common bean (Phaseolus vulgaris L.) is an important crop of family Fabaceae used as a potential source of proteins, fibres and minerals. Thus, characterization of existing germplasm is useful for improvement and conservation. The Indian Himalayan Region harbours plentiful varieties of common bean, but it is nearly unexplored till date. In the present study, physical and genetic diversity of common bean was examined. Fifteen newly designed chloroplast microsatellite (cpSSR) markers were used to assess genetic diversity and population structure in 119 common bean individuals from 20 diverse accessions gathered from Uttarakhand, India. Significantly, positive (p< 0.05) relationship of seed weight was found with seed length (r = 0.813), seed width (r = 0.692) and seed length- width ratio (r = 0.694) using Pearson correlation analysis. A total of 20 alleles were identified using eight cpSSR markers. Mean number of alleles per locus (Na = 1.55), effective allele number (Ne = 1.370), expected heterozygosity (He = 0.213), average polymorphic loci (10.9) and Shannon information index (I = 0.313) were estimated based on cpSSR data. Maximum genetic diversity (He) was recorded in the AKJ/KK/DP/Jhalla/23 accession and minimum in the AKJ/YB/PS/Supi/43 accession. Bayesian-based STRUCTURE evaluation using cpSSR-based information partitioned 20 accessions into two distinct clusters which were also supported by neighbor-joining cluster analysis. These cpSSR markers also demonstrated transferability among other members like Vigna radiata, Macrotyloma uniflorum, Glycine max, Vigna mungo of Fabaceae family, therefore can be used to monitor their genetic heterogeneity. The findings from the study might be valuable to identify elite common bean accessions for production, conservation and future breeding programmes.

In 2020, European Network for Health Technology Assessment (EUnetHTA) published a relative effectiveness analysis (REA) of Pretomanid in combination with Bedaquiline and Linezolid for the treatment of extensively drug-resistant (XDR) or treatment-intolerant or nonresponsive multidrug-resistant (MDR) tuberculosis (TB) (REA PTJA14). This REA may have a significant value for low- and middle-income countries (LMICs) outside Europe, particularly those with a high burden of drug-resistant TB. This commentary focuses on whether the REA PTJA14 can be transferred and to what extent a REA can be translated to LMICs context outside Europe. We found that the assessments on the clinical effectiveness and risks of bias reported in REA PTJA14 are useful for LMICs outside Europe. The highly standardized management of TB will support the applicability of the REA to LMICs outside of Europe. Transferring this REA can reduce workload and efficiently use limited resources to conduct health technology assessment (HTA). However, the transfer should consider several critical issues, including variations in health system delivery and clinical practice and setting-specific constraints. In the TB context, the differences in the current standard treatment for XDR or nonresponsive MDR TB, resources availability for drug-resistant TB management, and how healthcare is delivered in the countries can complicate the applicability of the REA PTJA14. Given that LMICs have limitations in doing HTA, it is now critical to develop standard guidelines for transferring REA or other HTA results from high-income countries or other LMICs to maximize the benefits of the REA for LMICs outside Europe.

Camellia oleifera is an important woody plant producing healthy edible oils. People need a large number of molecular markers, especially microsatellite, in breeding of C. oleifera. In this study, we sequenced the root transcriptomes of C. oleifera, and then designed a novel set of microsatellite markers based on the root-expressed genes. We assembled a total of 57,121 unigenes with a length of 42.63 Mb, which harboured 15,902 microsatellites. Among these microsatellites, di-nucleotide repeat motifs were the most abundant group (56.45%), then followed by tri- (25.20%), mono- (12.12%), hexa- (3.21%), penta- (2.18%) and quad-nucleotide ones (0.84%). In total, 6738 primer pairs were designed successfully to amplify the microsatellite loci. To test these microsatellite markers, 48 primer pairs were randomly selected and synthesized and validated in C. oleifera and its eight relatives. Up to 75% of the primer pairs amplified in C. oleifera and its relatives, and 62.5% displayed polymorphism. The transferability and diverse alleles across its eight relatives were detected for each polymorphic primer pair. The novel set of microsatellites derived from the root transcriptomes here provided a useful resource for future molecular genetics improvement of C. oleifera and its relatives.

Scholars studying Chinese development have long acknowledged the significance of the hukou system in impeding internal migration and defining welfare entitlements. However, another crucial barrier is often overlooked: the incomplete transferability of acquired welfare rights. By examining the case of the Urban Employee Basic Pension System, this paper aims to understand how the limited transferability of acquired rights acts as an obstacle to labour migration and entitlement accomplishment. It also seeks to explore the factors that are accountable for the low level of welfare rights transferability. Our findings suggest that migration and entitlement barriers today may not be so much a question of a particular form of hukou exclusion but more of a problem of insufficient rights portability. An in-depth understanding of the structural constraints of China's reform-era migration and rights attainment needs to take into account the transferability of welfare entitlements for migrant workers, and go beyond a narrow conceptualization of the hukou system per se.

Chinese jiaotou is an economically important crop that is widely cultivated in East Asia. The lack of simple sequence repeat (SSR) markers has been a major obstacle for genetic studies of this crop. In the present study, SSR markers were developed for Chinese jiaotou on a large scale, based on the crop's transcriptome assembled de novo by a previous study. A search for SSR loci in the transcriptome's expressed sequence tags (ESTs) revealed 2157 SSRs, of which primer pairs could be developed for 1494. Among these resulting SSRs, trinucleotide repeat motifs were the most abundant type, with GAA/TTC motifs occurring most frequently. Analysing the annotated function of SSR-containing ESTs revealed that they enriched into the GO categories involved in transcription regulation, oxidation–reduction, transport, etc. The quality and transferability of these markers were also assessed using 100 randomly selected EST–SSRs, and the result showed that these markers were of good quality and possessed high cross-species transferability. In addition, the developed SSR markers were used to analyse the genetic diversity of 19 cultivated and four wild accessions, resulting in three distinct groups, cluster I, II and III. Interestingly, all four wild accessions were assigned to cluster III, and two local varieties from northern Hunan, China, were closely related to the wild genotypes. These results provide new insights into the origin of Chinese jiaotou. The EST–SSRs developed herein represent the first large-scale development of SSR markers in Chinese jiaotou, and they can be widely used for genetic studies of the crop.

Microsatellites or simple sequence repeats (SSRs) are useful molecular markers allowing for efficient conservation and sustainable use of genetic resources of plant species. Development of SSR marker system for new species is a very expensive task and time consuming. Cross-species amplification of microsatellite loci is considered as a cost-effective approach for developing microsatellite markers for new species. The aim of this work was to examine the transferability of some SSR markers of two Arecaceae species (Astrocaryum aculeatum and Elaeis oleifera), in Acrocomia aculeata. Out of the total markers analysed 44% of the markers successfully amplified the genomic DNA in A. aculeata, of which 26% were polymorphic detecting a range of three to eight alleles with an average of 4.5 per locus. High average percentage of polymorphic loci (P= 71.2%) per provenance was obtained within a range of 57–100% detecting genetic variation in A. aculeata germplasm collections. The polymorphic markers detected a positive inbreeding coefficient (F>0) per locus revealing heterozygote deficiency in the accessions that were analysed. As the cross-amplification was at family level, in which the taxonomic distance is relatively wider between the sources (A. aculeatum and E. oleifera) and the target (A. aculeata) species, the amplification success was relatively low. However, the results are promising and implicated that high cross-amplification success could be achieved at species or genus level in A. aculeata. The markers will contribute towards the domestication of the potential macaw palm through realizing various studies such as population genetics, germplasm characterization, genetic improvement and conservation.

In this study, simple sequence repeats (SSRs) specific to marigold were developed using the inter-SSR technique and a SSR-enriched genomic DNA library. In addition, SSRs derived from sunflower (Helianthus annuus) were also tested for transferability to marigold. In total, 38 polymorphic markers with 112 observed alleles were identified in 20 African marigolds (Tagetes erecta L.) consisting of 14 commercial varieties and six Thai landraces, and six French marigolds (Tagetes patula L.). The number of alleles per locus ranged from 2 to 7. The averages of expected and observed heterozygosities were 0.48 and 0.32, respectively. Polymorphic information content values ranged from 0.10 to 0.71, and resolving power (Rp) values ranged from 0.23 to 2.77. The SSRs were successfully applied to the differentiation of the 26 marigold samples into clusters of African commercial varieties, Thai landraces and French marigold. The genetic relationship analysis revealed that the African commercial varieties were more closely related to the Thai landraces than to the French marigold. The results of the study indicate that the SSRs developed are effective for genetic diversity analysis, species classification and individual identification.

Introduction: HTA agencies, especially in developing countries, are under resourced and unable to conduct the desired amount of assessments. Adapting HTA reports (HTAs) from other jurisdictions is an alternative for saving resources.

Objectives: To explore HTA transferability experiences in Latin-America and Caribbean (LAC): are decision makers (DMs) using HTAs from other jurisdictions? Are researchers adapting HTAs when developing local reports? How useful is the information found in HTAs from other jurisdictions?

Methods: Web-based survey sent to 13031 HTA researchers and DMs.

Results: We received 671 responses from 19 countries. DMs reported using HTAs from other jurisdictions to guide decisions in the majority of the situations: 52.6 percent HTAs from outside LAC (e.g., Europe), 23.1 percent from other LAC countries, and only 24.3 percent HTAs from their own countries. 63 percent of researchers reported using HTAs from other jurisdictions. Usefulness scored significantly higher for HTAs from other jurisdictions as compared to local HTAs (7.1 versus 6.0 in a 1–10 scale; p < .01). Both DMs and researchers considered the information regarding safety and effectiveness more applicable than the information on social aspects, or economic evaluation. Barriers that limit transferability had significantly different scores for HTAs from other LAC countries as compared to those from regions outside LAC (i.e., poor methodological quality 6.7 versus 5.3, different epidemiological context 6.0 versus 7.4; all p < .01).

Conclusions: HTAs from outside the region are commonly used. However, DMs and researchers agreed that HTAs from LAC had the greatest potential for transferability, provided that barriers such as poor methodological quality could be overcome.

Our goal in this article is to explain how South Korea's Hyundai Motor Company successfully transferred its production system to the United States. When a production system is transferred to another country, it is modified under the influences of different institutional environments. The key to the success of Hyundai Motor Manufacturing Alabama, Hyundai's transplant in Montgomery, Alabama, is found in Hyundai's relatively low dependence on skill formation and high reliance on numerical flexibility of its production system relative to its Japanese counterparts. While Japanese automakers had difficulties transferring their production system to their US transplants, Hyundai did not because its production system did not require highly skilled labor. Alabama's flexible labor market and the absence of labor unions enabled Hyundai to more efficiently utilize the numerical flexibility of production workers than was possible at its original plant in Korea, which suffered from adversarial labor relations. This case study casts doubt on the convergence model of technology and globalization, because it shows varieties of production systems developing under different institutional environments.

Microsatellite markers (simple sequence repeats, SSRs) are used for a wide range of crop genetic and breeding applications, including genetic diversity assessment, phylogenetic analysis, genotypic profiling and marker-assisted selection. Genomic SSR (gSSR) have attracted more attention because of abundance in plant genome, reproducibility, high level of polymorphism and codominant inheritance. Recently, the availability of data for expressed sequence tags (EST), has given more emphasis to EST-derived SSRs, which belong to the transcribed regions of DNA, and are expected to be more conserved and have a higher transferability rate across species than gSSR markers. In the present study, several gSSR and EST-SSR markers were investigated for their transferability and level of DNA polymorphism in different ancestral tetraploid and diploid Triticum and Aegilops species. The same gSSR and EST-SSR markers were also evaluated for their applicability in the phylogenetic analysis of wheat. Both gSSR and EST-SSR markers showed differences for the average transferability rate and the number of alleles/locus. Phylogenetic trees based on gSSR and EST-SSR markers were in accordance with phylogenetic relations based on cytogenetic and molecular analyses.

In general, the tensor product, $A\otimes B$, of the lattices $A$ and $B$ with zero is not a lattice (it is only a join-semilattice with zero). If $A\otimes B$ is a capped tensor product, then $A\otimes B$ is a lattice (the converse is not known). In this paper, we investigate lattices $A$ with zero enjoying the property that $A\otimes B$ is a capped tensor product, for every lattice $B$ with zero; we shall call such lattices amenable.

The first author introduced in 1966 the concept of a sharply transferable lattice. In 1972, H. Gaskill defined, similarly, sharply transferable semilattices, and characterized them by a very effective condition $\left( \text{T} \right)$.

We prove that a finite lattice $A$ is amenable iff it is sharply transferable as a join-semilattice.

For a general lattice $A$ with zero, we obtain the result: $A$ is amenable iff $A$ is locally finite and every finite sublattice of $A$ is transferable as a join-semilattice.

This yields, for example, that a finite lattice $A$ is amenable iff $A\otimes \text{F}\left( 3 \right)$ is a lattice iff $A$ satisfies $\left( \text{T} \right)$, with respect to join. In particular, ${{M}_{3}}\,\otimes \,\text{F}\left( 3 \right)$ is not a lattice. This solves a problem raised by R. W. Quackenbush in 1985 whether the tensor product of lattices with zero is always a lattice.
