Partha Dasgupta and Karl-Göran Mäler are two of the world's leading economists in the fields of environment and resources. They began their careers in the 1960s when environment was emerging as a global concern and, working both separately and together, they have made seminal contributions to the field.

Especially in developing countries, natural resources and the environment are not optimally managed. Even so, it is possible for green accounts based on current prices to measure the realized contributions of the environment to net product. The prices for use in the green accounts, however, are not necessarily shadow prices as would be recommended by cost–benefit analysis: in practice, green or comprehensive NNP is an approximation of an index of welfare. The fact that a linearization of generalized national income is used implies that disaggregated, partial-equilibrium models of resources are useful.

Environmental regulations typify a large class of activities in the public sector where government agencies are required to monitor the degree of compliance. These tasks are usually delegated to bureaucrats who, as self-interested agents, may engage in corrupt behavior. Such problems abound, particularly in developing countries, where corruption is regarded as one of the major causes of environmental degradation. This paper investigates the implications of corruption for the optimal design of environmental regulations and analyses the interaction between the prosecution rate, monitoring rate, and fines. It is shown that even if corruption can be deterred the fact that it may occur substantially impedes the ability of a regulator to control environmentally degrading activities.

In this paper, we analyze the effects of population aging on economic growth and the environment in a two-period overlapping generations model of growth, aging, and the environment. We show that aging may be beneficial to economic growth and the environment under perfect annuitisation, while possibly harmful under imperfect annuitisation. We also discuss the implications of our results for environmental policy in an aging economy.

The neoclassical economic growth model and its extensions in the fields of environmental economics and endogenous growth theory typically represent welfare as a single argument function of consumption when the models are analytically solved. This simplified welfare specification is narrower than those described in the quality-of-life literature and emphasized by proponents of sustainable development. The purpose of this paper is to analytically solve for the properties of a growth model based on a broader quality-of-life measure. The welfare measure includes two arguments, consumption and the stock of nature capital. This formulation enables an analysis of the consequences of the dynamic tension between conventionally defined economic growth and nature capital preservation. We find that a static model without technical progress yields diverse steady states, stability properties, and comparative statics, while a model with exogenous technical progress exhibits unusual comparative dynamics and balanced growth paths. These unusual outcomes have a number of policy-relevant implications for sustainable development.

This article uses the welfare foundations for the usual net domestic product (NDP) income measure of the traditional National Accounts System (NAS) provided by Weitzman (1976, 2000), and the propositions of Hartwick (1993) and Hamilton (1994a) to correct this measure in order to obtain a green (sustainable) measure of economic income. It estimates green measures of the economic income of Chile's mining sector for the period 1977–1996. Different methodologies regarding the valuation of mining resources are employed, and exploration expenditures in the mining sector are included to empirically estimate the green measures of income. The results clearly show that the usual income measures of the traditional NAS overestimated the economic income generated by the Chilean mining sector during the period by 20–40 per cent, and its rate of growth by 3–20 per cent. Moreover, this overestimation has increased in recent years. These empirical results are remarkably similar when different methodologies are used to calculate green measures of the mining sector's economic income. The empirical evidence produced in this work, together with the one provided by other studies, leads to the conclusion that Chile's outstanding recent economic growth has not delivered the amount of economic income recorded by its NAS, since a significant part of it corresponded to depreciation of the country's natural capital.

The environmental Kuznets curve (EKC) is a hypothesis stating that pollution rises with income at low income levels but falls at higher ones. We analyse the EKC in a representative consumer model in which pollution is generated by consumption and can be abated. We show that at low income levels no abatement is optimal and pollution increases with income. Once abatement expenditures are positive, we demonstrate that satiation in consumption is not only sufficient to find an EKC, but a tendency to satiation—or in other words the condition that environmental quality is a normal good—is even necessary if we assume a standard functional form for the pollution function. Finally, we reconsider the results of two related models of the literature: We verify that the relationship between the income elasticity of demand for environmental quality and the EKC is ambiguous.

This special issue collects research initially reported at two very different fora. The first was the ‘International Symposium on Water Resource Management—Efficiency, Equity and Policy’. This conference was held in Cyprus, and was jointly organized by the University of Cyprus and University College London. It brought together many of the world's leading water resource economists.The editors acknowledge the sponsors of the conference: the Ministry of Agriculture, Natural Resources and the Environment of the Government of Cyprus; the European Commission, DGXII; Joannou & Paraskevaides Ltd; Caramontanis Desalination Plants Ltd; and George P. Zachariades Ltd. The research reported at the conference was made possible by a research grant from the European Commission DGXII on ‘Integrated Water Management in Cyprus: Economic and Institutional Foundations’. The Clean Development Mechanism (CDM) offers abatement cost savings under the Kyoto Protocol by allowing credits for emission reductions obtained in signatory developing countries. The paper argues that technology transfers can improve incentives for cost-effective emission reductions under bilateral CDM contracts when there is asymmetric information between the investor and the host party.

Many opportunities exist to take advantage of integrated surface water–groundwater management with consequent resource and investment savings. In inappropriate legal and administrative settings, groundwater becomes an open-access resource leading to excessive contemporary and inter-temporal externalities. Several policy instruments have been used to correct these externalities: limits in well spacing and capacities, pumping taxes and tradable pumping permits. Urban–agricultural competition for limited groundwater need not result in crises for either sector if these instruments are used to mediate the competition. In the case of non-renewable stocks of groundwater, rates of economic and demographic development should be planned in keeping with long-term criteria to avoid overly rapid exploitation of the resource, non-sustainable population levels and inappropriate investment in infrastructure. Island states and coastal areas have special problems related to saltwater intrusion and coastal subsidence that can be mitigated if not eliminated through the use of economic and physical measures. Five brief case studies illustrate these points.

We use an empirical simulation model to examine links between trade integration, pollution, and public health in Chile. We synthesize economic, engineering, and health data to elucidate this complex relationship and support more coherent policy. Trade integration scenarios examined include Chile's accession to the NAFTA, MERCOSUR, and unilateral opening to world markets. The latter scenario induces substantial worsening of pollution, partly because it facilitates access to cheaper and dirty energy, and has a significant negative effect on urban morbidity and mortality. Damages caused by rising morbidity and mortality are of similar magnitude and substantial. Emissions of small particulates, SO2, and NO2, have the strongest impact on local mortality and morbidity. These three pollutants appear to be complementary in economic activity. Unilateral trade integration combined with a tax on small particulates brings welfare gains, which are 16 per cent higher than those obtained under unilateral trade reform alone.

There have been increasing pressures by governments and NGOs to restrict international trade in secondary material waste in the conviction that imports of these goods are in reality a disguise for waste dumping by the exporting country. Moreover, cheap imports of secondary material waste tend to crowd out the local recovery system leading to a domestic waste disposal problem. Alternatively, proponents of trade argue that a ban on secondary material waste leads to an inefficient use of resources resulting inevitably in higher economic and environmental costs, both in developed and developing countries. In this paper we set out to investigate if free trade in secondary material waste can support economic development and simultaneously reduce environmental degradation in a developing country and the conditions necessary for the trade to be permitted. In this study we focus on the trade in waste plastics in China. A life cycle model is formulated within an optimization framework and solved by non-linear programming methods. Preliminary results suggest that trade in waste plastics is both economically and environmentally advantageous but under a number of stringent conditions.

We analyse the effects of technological change in agriculture on forest clearing by households in developing countries. The possible effects are found to be many and diverse, depending on the type of change and the institutional context. We conclude that agricultural intensification is certainly not the panacea that some believe it to be.

This paper deals with the problems of estimating irrigation water demand. We propose an original method of estimation in two steps. First, we develop a dynamic programming model in order to explain the optimal irrigation management plan. Based on a microeconomic approach describing the farmer's behavior, this economic model, introducing an agronomic model, and an algorithm of solution search, is used to compute a realistic database. Second, these data are used to estimate profit functions by a non-parametric method. The irrigation water demand function is estimated using a non-parametric derivation procedure.

An application to irrigation water demand is proposed in the southwestern area of France where conflicts appear frequently. The same results appear for different climates: for small quantities of water available, irrigation water demand seems to be quite inelastic. If one increases the total quantity of water available, the shape of the curve changes and the demand appears more elastic. The threshold price at which the changes in price-responsiveness appears, depends on weather conditions and range from 0.30 F/m3 in a wet year to 1.60 F/m3 in a dry year. These results are crucial information for the regulator in order to analyze the effects of a water regulation policy, based on prices. The impact of an increase in the water price will depend not only on the climate but also on the location of the initial and final prices on the demand function.

There is considerable concern about the effectiveness of China's pollution control policies. Despite government intervention, measures of pollution continue to rise. However, this does not mean that policies have necessarily been ineffective. What matters for the effectiveness of policy is not the overall level of pollution but whether the extent of pollution is improving relative to what it otherwise would have been without a policy intervention. This paper assesses the effectiveness of China's pollution levy system on water pollution, air pollution, and solid wastes using econometric techniques to estimate the effectiveness of government intervention. The paper first sets out a theoretical equilibrium model of pollution and then uses this to derive equations for the demand and supply of pollutants. This theoretical framework is then used to develop an econometrically estimated model. We find that it is possible to estimate a well-defined demand function for pollution (a reduction in environmental quality) but are unable to estimate the supply of environmental goods, suggesting that government regulation rather than consumer preferences are determining the rate of environmental degradation in China. We also find that the pollution levy system has been effective in reducing pollution relative to what it otherwise would have been in China.

This paper attempts to estimate the maintenance cost of water pollution abatement measures to the Indian industry using the methodology of distance function in the theory of production. The distance function is estimated using both programming and stochastic frontier models for a sample of water polluting industries in India. The firm-specific shadow prices for pollutants, measures of efficiency, and scale economies are estimated. Estimates show that on average the cost to the Indian industry for reducing one ton of BOD and COD are respectively, Rs 0.246 and 0.077 million. Large differences in the estimates of firm-specific shadow prices of pollutants reflect the use of inefficient water pollution abatement technologies. The relationships between firm-specific shadow prices or marginal costs of abatement of BOD and COD and the index of compliance (ratio of effluent load to sale value) and the pollution load reductions obtained confirm the earlier empirical results of studies on water pollution abatement in Indian industries. The earlier studies have found increasing marginal costs with respect to reductions in pollution concentrations and decreasing marginal cost with respect to the pollution loads reduced by the firms.
