‘The Irish are out in force’: it was a rainy summer day on the fields of the Somme, and they were very young, in their early teens, in fact. However, this was not 1916, but 2016, when the centenary of one of the bloodiest battles in history attracted an international crowd, including large contingents of school children from the Republic. In contrast to the 50th anniversary, which, in 1966, had been a ‘Unionist’ commemoration – claimed by the Northern Irish loyalists as their own, while the survivors of the Southern veterans kept their heads down and suppressed this part of their past – in 2016, the conflict was widely construed as an inclusive experience, which saw men and women giving their lives ‘for Ireland’ even when fighting ‘for King and Empire’. A generation ago this would have shocked traditional nationalists, who regarded the Great War as an ‘English’ one, in contrast to the Easter Rising and the subsequent War of Independence. However, European integration and the Peace Process gradually brought about a different mindset. Among historians, it was the late Keith Jeffery who spearheaded the revision of our perception of Ireland's standing in the war. This reassessment was further developed in 2008, with John Horne's editing Our war, a volume jointly published by RTÉ (the Irish broadcasting company) and the Royal Irish Academy, in which ten of the leading historians of the period – including Keith Jeffery, Paul Bew, David Fitzpatrick, and Catriona Pennell – presented Ireland as a protagonist, rather than merely a victim of British imperialism. By 2016, this new understanding had largely reshaped both government and public perceptions, with ‘the emergence of a more tolerant and flexible sense of Irish identity’. This has been confirmed by the largely consensual nature of the war centenary commemorations. While Dublin took the initiative, Northern Ireland's Sinn Féin leaders were ready to follow suit with the then deputy first minister of Northern Ireland, Martin McGuinness, visiting the battlefield of the Western Front to honour the memory of the Irish dead, and the Speaker of the Belfast Assembly, Mitchel McLaughlin, and his party colleague, Elisha McCallion, the mayor of Derry and Strabane, laying wreaths at the local war memorials.

Peter Hart's monograph, The IRA and its enemies: violence and community in Cork, 1916–1923, has been the subject of a rancorous debate in Ireland since its publication in 1998. In academic journals, in the press, and in the electronic media, Hart has been accused repeatedly of deliberately distorting evidence. The controversy turns on Hart's depiction of Irish revolutionary violence, and in particular upon a chapter entitled ‘Taking it out on the Protestants’, in which the IRA was portrayed as fundamentally sectarian. This article seeks to address a question that must occasionally trouble all of us: what are historical disagreements really about? To achieve a wider perspective on the Peter Hart affair it considers the famous row over historical ‘fabrication’ ignited by David Abraham's The collapse of the Weimar Republic (1981) and Keith Windschuttle's assault on Lyndall Ryan's book The Aboriginal Tasmanians (1981; 2nd edition 1996). The comparison suggests that when historians fall out over footnotes there is more involved than scholarly propriety.

This article offers a fresh perspective on the evolution of energy consumption in Britain from the 1920s to the 1970s. The twentieth century witnessed a series of energy transitions – from wood and coal to gas, electricity, and oil – that have transformed modern lives. The literature has primarily followed supply, networks, and technologies. We need to know more about people and their homes in this story, because it was here where energy was used. The article investigates the forces that shaped domestic demand by focusing on working-class households in public housing. It examines the interaction between political frameworks, public housing infrastructures, and the changing norms and practices of people's daily lives. It connects social and political history with material culture and compares the different paths taken in London, Stocksbridge, and Stevenage in the provision of gas, electricity, and heating. Evidence collected by local authorities is used to analyse the uptake, use, and resistance to changes in domestic infrastructures, such as gas-lit coke ovens and central heating. The case-studies make a more general pitch for a new historical study of energy that places people's lifestyles, their ideas of comfort, and political attempts to change them more squarely at the centre of inquiry.

In the face of considerable scepticism from some British commentators, elections by secret ballot and adult suffrage emerged as central features of the end of British rule in Africa. This article considers the trajectories of electoral politics in three territories – Ghana (Gold Coast), Kenya, and Uganda. It shows that in each of these, the ballot box came to provide a point of convergence for the disparate ambitions of nationalist politicians, colonial policy-makers, and a hopeful, restive public: performing order, asserting maturity and equality, and staking a claim to prosperity. Late-colonial elections, we argue, constrained political possibility even as they offered citizenship, presenting the developmentalist state as the only possible future and ensuring substantial continuities from late colonialism to independence. They also established a linkage between nationhood, adulthood, and the ballot that was to have enduring political force. Yet at the same time, they established elections as a space for a local politics of clientelism, and for kinds of claims-making and accountability that were to complicate post-independence projects of nation-building.

Studies of German philhellenism have often focused upon the idealization of Greece by German intellectuals, rather than considering the very real, at times reciprocal, at times ambivalent or even brutal, relationship which existed between contemporary Germans and the Greek state from the Greek War of Independence onwards. This review essay surveys historiographical developments in the literature on German philhellenism which have emerged in the past dozen years (2004–16), drawing on research in German studies, classical philology and reception studies, Modern Greek studies, intellectual history, philosophy, art history, and archaeology. The essay explores the extent to which recent research affirms or rebuts that notion of German cultural exceptionalism which posits a Hellenophile Sonderweg – culminating in the tyranny of Germany over Greece imposed by force of arms under the Third Reich – when interpreting the vicissitudes of the Graeco–German relationship. The discussion of new literature touches upon various themes, including Winckelmann reception at the fin-de-siècle and the anti-positivist aspects of twentieth-century philhellenism, the idealization of ‘Platonic’ homoeroticism in the Stefan George-Kreis, the reciprocal relationship between German idealist philhellenism and historicism, and the ways in which German perceptions of modern Greece's materiality have constantly been mediated through idealized visions of Greek antiquity.

Two central features of global history over the past century have been the pre-eminent power of the United States in world politics and the growth of international organizations. The relationship between these phenomena has been variously interpreted, in ways that reflect theoretical and methodological commitments as well as political perspectives. The Realist school, for whom power relationships are always determinative, have followed Carl Schmitt and E. H. Carr in seeing international institutions, and the norms and laws they uphold, as instruments through which dominant powers seek legitimacy as well as influence. By contrast, liberal theorists have viewed the pursuit of a rule-governed world order, and the development of the idea of a ‘world community’, as a more autonomous and broadly based enterprise, one spurred by increased interdependence and greater concern with matters of common interest to all nations – not least that of avoiding the devastating effects of great power warfare in the modern era. As is usually the case with such analytically sharp distinctions, neither of these positions conveys the whole truth. From the Concert of Europe on, great powers have recognized a collective interest in peace and stability but the growth of international institutions has also been the product of wider ideals and interests. As Mark Mazower has shown in his wide-ranging study, Governing the world, the relationship between the narrower interests of great powers on the one hand and various forms of internationalism on the other has been a complex one, involving elements both of conflict and of congruence. But, Mazower emphasizes, since the Second World War, the structure and activities of the United Nations, the International Monetary Fund, the World Bank, and other international organizations have been largely shaped by Washington. A generation earlier, however, the United States did not even become a member of the League of Nations, making it more possible to distinguish between the role of American power and that of other sources of support for international bodies, and also to assess the relationship and comparative importance of these two novel elements in world politics. It is perhaps not surprising that much of the recent scholarship on the international history of the post-First World War period has focused, in one way or another, on this issue.

The review engages with three recently published works, which represent a cross-section of different approaches to studying processes related to the material world. The works consider the emergence of global systems of cotton manufacturing and its relationship to capitalism, the growth of tea consumption in Britain and its social, cultural, and economic impacts, and histories of consumption over a broad chronological and geographical span, respectively. Together, they demonstrate that histories of production, trade, consumption, and use are being rethought in light of the new approaches and questions prompted by global history and new histories of capitalism. At the same time, the review argues, the publication of these works suggests that fundamental assumptions about the material world are changing. Under the influence of new materialism, historians are increasingly tackling questions of agency, materiality, and thingness. As a result, alongside studying what objects mean, historians are increasingly asking what things do. The review argues for the need to ensure that such approaches continue to interact with cultural and social concerns in order to form analyses that fully grapple with the complexity of the material world, as it existed in the past.
