While various historians use Mass Observation sources to study popular engagement with politics in the 1940s, they tend to rely on file reports summarizing research or the writings of the national panel, which paid limited attention to how the public engaged with key aspects of electioneering. By contrast, we re-examine Mass Observation's various election surveys to explore people's assumptions about how election campaigns should be conducted, the qualities looked for in political parties, and their reflections on the records of governments. Our conclusions shed light on the transformation of British public politics after 1918. During the interwar years it became common thinking to assume that parties would centre their campaigning around a detailed programme for government. Whereas Mass Observation's employees often claimed that much of the public was apathetic about politics, a reanalysis of the survey results indicates that many people were eager to be seen to be able to offer a considered assessment of the veracity of the competing parties’ promises. Mass Observation's election studies were criticized for their supposed amateurism. However, they offer richer insights into how the public engaged with party programmes than the quantitative surveys that came to dominate election studies in the 1950s and beyond.

This article focuses on a copper still transported from London to the Mesopotamia estate in Jamaica and used to convert waste sugar products into rum, one of the many New World intoxicants which transformed British consumption patterns in the early modern period. Much has been written about the consumer revolution which allowed these commodities to be absorbed into everyday lives but less interest has been shown in the producer revolution needed to get the goods to market. The labour, skills, and materials embodied in the production and use of the copper still highlight how slave production of rum was integrated into a steadily advancing industrial capitalism linking dispersed sites and workers on both sides of the Atlantic. Rum production was a collaborative effort in which Caribbean plantations were inextricably chained to the local, regional, and international economies, and it involved adaptations in skills, tools, and techniques which were incorporated into Britain's long, slow industrial revolution.

The present article addresses how the local population of the Polesie Voivodeship perceived the establishment of the Soviet–Polish state border that separated them into two nations. This article focuses on their co-existence, through the prism of the evolution of the reason for cross-border movements. It aims to show that national indifference is not based on the same attitude towards a modern institution as a result of only a vague knowledge of modern society, but is, very often, the result of a conscious choice in the conditions of the need to live and co-exist with ‘alien’ institutions of power. This article, contributing to a growing literature on how ‘ordinary’ people living near state frontiers both resist and appropriate these demarcations of state sovereignty, is largely based on cross-referencing local state archival material with oral testimony from residents of the time and their descendants.

Bruce Smith (1851–1937) was the most prominent Australian exponent of classical or ‘old’ liberalism in the late nineteenth and early twentieth century. Although his political career was not particularly successful, he was notable as the foremost defender of individualism as the authentic liberal creed, exemplified by his 1887 work Liberty and liberalism. He consistently attacked new liberalism, with its acceptance of extensive state interference, and socialism, as inimical to individual liberty and national prosperity. Although he is now recognized as an important figure in the Australian liberal pantheon, there has been relatively little attention to his thought outside Australia itself, despite his extensive connections to Britain. The general trajectory of Australian liberalism from ‘individualism’ to ‘collectivism’ was mirrored in Britain from the 1880s, especially during Prime Minister William Gladstone's second and third administrations, when the radicals within the Liberal party grew in influence and the aristocratic whig moderates waned. Smith maintained close links with the British Liberty and Property Defence League, which dedicated itself to fighting against collectivism, as well as with his personal hero, the philosopher Herbert Spencer, from whom his own politics derived much influence. This article considers Smith's thought through the prism of Anglo-Australian politics.

This article considers the links between land reform and emigration through the figure of Henry Rider Haggard and argues that these two issues were deeply intertwined within British politics. Land reform in Britain is often considered as a domestic issue, but imperial campaigners often presented this in terms of the British empire. Haggard campaigned for twenty years for a greater living link to the land in Britain and the empire and believed that this link had profound effects upon English patriotism, character, and health. The imperial frontier had a spirit that improved English character, an idea that Haggard developed in the 1870s and is evident in much of his fiction. Imperial emigration was presented as a patriotic act that aided imperial defence in Australia from Chinese expansion and in South Africa from indigenous opposition. Population was the only way to bolster and defend the empire. Considering his books, speeches, newspaper reviews, and his work for the Royal Colonial Institute, this article argues that British politics and the land between 1900 and 1920 should be considered in an imperial frame. Existing work has neglected the imperial aspect of land reform, and how it was presented by emigration societies, which many imperialists considered an obvious way of dealing with unemployment and increasing urbanization whilst bolstering Greater Britain.

In Britain's empire across Asia and Africa from the mid-nineteenth century, two political-legal principles were central to colonial modernity, law and order, and the rule of law. These two principles secured the legitimation of colonial rule, in the eyes of those who ruled. It is striking then to see that in late colonial Burma, in the 1920s and 1930s, the colonial government struggled to maintain law and order and to embed the rule of law. Violent crime soared while the criminal justice system failed hopelessly for serious offences. This article seeks to explore the ways in which senior British officials in Burma navigated the disjuncture between the imperial principles that were central to colonial justification and Burma's reality. Perhaps most notably, they did so by putting blame for the soaring crime rates and the failures of the criminal justice system firmly on the Burmese. In the early 1940s, however, with the end of colonial rule clearly imminent, the legitimation of the colonial presence became of less pressing importance, and the failure of colonial practice to live up to its ideological rhetoric could now be more openly faced.

Concerns about fake news and media manipulation are commonplace in contemporary society, and, throughout the twentieth century, historians regularly presented the First World War as an era of manipulated public messages. Yet, despite broad statements about the impact of press censorship in First World War Britain, publication of an official history of the ‘D’ notice system, and growing revision of historical understanding of the interaction between the state, the press, propaganda, and the public during the war, no thorough assessment of the content of the D notices issued by the Press Bureau to newspaper editors has been undertaken. This article provides a thorough analysis of the more than seven hundred notices issued during the war years. While drawing attention to several exceptions which exceeded plausible claims of a threat to security, it argues that most notices genuinely sought to protect potentially dangerous information and that casual assumptions about misleading state press management are not borne out by a close reading of the actual notices issued.

Historians of modern India have emphasized the reflexivity of men and women in the making of womanhood, paying attention to notions of gender difference emerging from both primordial, restrictive codes of behaviour and contrarian impulses towards what was popularly called progress. There have been relatively few attempts to trace gender interaction in outdoor leisure activities, public displays of femininity, and male regulatory anxieties in the post-colonial context. By studying the symbolism of women's presence in the Eden Gardens, the international cricket stadium in Calcutta, from the 1960s to the 1990s, this article reflects on the nature of power, authority, and gender hierarchy in urban Indian society. This study of questions of gender hierarchy, women's mannerisms, social identity, and informal resistance through a historical lens will enable us to understand the trajectory of women's outsider status in urban public spaces. Through a reading of the mediated parti pris impressions of female spectators, it will also map the transition in society's approach to sport from a structured homosocial community activity to a relatively unstructured field of shared experience.

This article explores the relationship between a distinctive early modern city, Boston, Massachusetts, and the dramatic expansion of the production and consumption of intoxicants in the emergent Atlantic world. In particular, it attempts to draw together two strands of Boston's history seldom considered together: its origins as an aspirational settlement of English puritans aiming to build a godly city, and the deep involvement of its merchants and consumers in the overseas trade in intoxicants – tobacco, sugar, rum, wine, coffee, tea, chocolate, and others. By considering the cultures of consumption associated with godliness alongside other clusters of consumption in which intoxicants also played a part, it attempts to open new avenues for thinking about the many ways in which new forms and objects of desire transformed the economy and material culture of early modernity.

The publicity of journalism has long been central to anti-corruption politics in the United States. This article explores relations between journalism and corruption in early twentieth-century Chicago and shows how newspapers could be used by corrupt politicians to consolidate and even constitute their power. By examining the three-term mayoralty of William Hale ‘Big Bill’ Thompson, the article considers a range of media strategies, from press-baiting to propaganda and boosterism, that fuelled public controversies about press hypocrisy and limited journalism's anti-corruption potential. Thompson's Chicago sheds light on broader debates about the politics of journalism in capitalist societies with commercial media environments; it also helps illuminate wider histories of corruption in America.

This article analyses the religious and other motivations of Robert Hingson and Brother's Brother Foundation in their work on smallpox eradication and international health more broadly. It examines Hingson's development and early usage of the jet injector in mass vaccination campaigns. It also highlights that in offering logistical support to Hingson's efforts in Liberia, the US government participated in smallpox eradication earlier than existing narratives have suggested.

This article explores an understudied aspect in Asia's Cold War history: how the Chinese Communist Party (CCP) used Hong Kong as a Cold War pivot to produce and disseminate left-wing literature for overseas Chinese living in Southeast Asia. It argues that the CCP's expanding cultural influence can be attributed to the Party's commercial acumen. Operating within a permissive colonial regulatory regime, the CCP expanded its control of local and regional markets for left-wing printed materials. The content of CCP literature was inevitably propagandistic – that is, shaped by the changing demands of the Chinese government's foreign policy and by a need to attract foreign remittances and accommodate socialist transformation at home. Hong Kong's emergence as a pivot in propaganda wars that were global in scope created tensions between the United States and Britain, and led governments in Southeast Asia to strengthen state controls on imported communist media. As such, this article makes an original contribution to Hong Kong colonial history and deepens our understanding of transnational dynamics within Southeast Asia.

This article explores the engagements of people and various civic organizations, even from the margins of society, with the making of India's constitution during the early stages of its drafting. Using hitherto unstudied archival materials, it examines constitutional visions, demands, conceptions of inclusion, and constitutional proposals, as these were expressed at the time by people outside of the Constituent Assembly. The conventional understanding has been that the constitution was a product of elite consensual decision-making, and that India's nationalist leaders endowed it from above. This article shifts the historical inquiry away from the Constituent Assembly onto the ways the constitution-making process was experienced, related to, and understood from below by ‘We the People’ – those on behalf of whom the constitution would ultimately be enacted. Hence, it constructs a new perspective on the making of India's constitution. In doing so, the article throws light on the significance of people's interactions with the constitution-making process on the nature of India's decolonization, on its successful democratic transition, and on the rooting and endurance of its constitution against many odds.

Black British women's centres and groups evolved out of black women's combined exclusion from male-dominated anti-racist activism and the resurgent feminist movement of the late 1960s. And yet, despite their stable presence in many of Britain's inner cities, black women's centres and groups, and the lives of the women who forged them, have evaded historical interrogation. This article explores how black women's centres provided women with the space and time to nurture their personal experiences of sexism and racism, achieve a sense of self-sufficiency, and celebrate their heritage, which placed every member on a path towards self-discovery. This centring of the black female self was not, as black male activists believed, set on undermining the Black liberation movement, but was considered as a vital tool in the overarching mission to defeat white global supremacy. Drawing on a collection of oral history interviews, this article explores how black female activists constructed a sense of self that turned away from the homogenizing white gaze of post-war Britain. Teasing out the complexities around black female activism, selfhood, and memory, this article contributes substantially to the growing body of literature on late twentieth-century black British history.

This article explores the various roles that alcohol played in defining the governance of East India Company fortifications and settlements in the seventeenth and early eighteenth centuries. It argues that, much like elsewhere in Europe, Asia, and the colonial world, alcohol was absolutely crucial to political and social life, as well as a source of great revenue and profit for both the Company and individuals who worked for it. At the same time, it was a cause of immense anxiety and concern for Company government, which understood the use (and overuse) of alcohol as a principal sign of potential disorder and disobedience. Far from a contradiction, this ambivalence towards alcohol formed a foundation for a variety of regulatory instruments, from tavern licences to taxation, that were crucial to the establishment of early Company governance and a prime reflection of the Company's very own ambivalent nature as both merchant and sovereign.

Historians have done much to unpick the image of development in poor countries after the Second World War as a technocratic phenomenon driven by centralizing planners and advocates of modernization. Yet scholars have done less to ask how development interacted with other major aspects of decolonization, notably the transformation of colonial subjecthood to postcolonial citizenship. Using the case of the Bhakra–Nangal dam complex, constructed in northern India during the late 1940s to early 1950s, this article argues that a major development project impacted not just on economic growth and the extension of state power, but significantly influenced the integration of postcolonial India's diverse political territories. At the same time, ideas about development and citizenship both offered resources that technocrats and dam-displaced people alike could use to make arguments about the relationship between people, territory. and the state. Development was not a rarefied space that escaped politics while extending state power, but was entangled in the broader processes through which subjects of an empire became citizens of a postcolonial state.

Thousands of civilians from Allied and neutral countries reached Britain during the Second World War. Nearly all who arrived between 1941 and 1945 were detained for interrogation – an unprecedented course of action by Britain which has nevertheless seldomly been studied. This article focuses on the administrative history of this process and the people it affected. It demonstrates how certain parts of the state treated non-Britons with suspicion throughout the war, long after fears of a ‘fifth column’ had subsided. At the same time, others saw them favourably, not least because many either offered intelligence, intended to volunteer with the Allied Forces, or work for the war industry. Examining how these conflicting views co-existed within a single detention camp, this article thus illustrates the complex relationship that existed between non-Britons and the wartime state, which perceived them simultaneously as suspects, assets, and allies. By making use of the thousands of resulting interrogation reports, the article also offers more detail than currently exists on the gender and nationality background of those who reached Britain, as well as about the journeys they took to escape occupied territory.

White Jamaicans developed a drinking culture that drew on British precedents, but which mutated in the tropics into a form of sociability different from how sociability operated in mid-eighteenth Enlightenment Europe, where civility was a much-aspired-to norm. In this article, I use works by eighteenth-century social commentators on Jamaica – Edward Long and especially J. B. Moreton – to explore how white Jamaicans developed a form of sociability which in Long was praised as showing Jamaicans as a generous and hospitable people but which in Moreton was described, more accurately, as a distinctive and unattractive form of debauchery, oriented around excessive drinking and sexual exploitation of enslaved women and free women of colour. The overwhelming importance of slavery in Jamaica accentuated the trends towards a debauched version of hospitality that stressed white male pleasure over everything else as a central animating value in society.

This article examines a niche space: youth clubs created by small voluntary organizations for ‘gifted children’ in 1970s and 1980s Britain. It asks how individualism shaped everyday life and demonstrates how youth culture was much broader than just the permissiveness that dominates the literature. Gifted children are currently missing from accounts of modern Britain, which focus on mainstream educational categories. Yet, including them in our analysis provides new insights into the diversity of youth cultures that existed in these decades. Drawing on new uncatalogued archives, and centrally poetry, letters, and stories from young people themselves, the article shows that conservative and radical visions co-existed. Young people shaped their own culture, subverting and challenging ideas of themselves as distinctive future leaders.

Konstantina Zanou's book could have been called After Venice. It traces the disintegration of the Venetian Adriatic world, through an interlude of alternative empires – French, Austrian, British, and Russian – to an era of nations, or, as she often puts it, nation-states, with special attention to the Ionian islands, or those born there, wherever they then spent their lives. She tells this tale by attending to the concerns of individuals who spanned this space, often by moving through it, but also through the work of the imagination. She offers us a rich, humane, and reflective account.
