This article explores the association between mothers’ involvement in paid employment when their children are young and their later employment prospects. Using 17 waves of the British Household Panel Survey (1997–2007), it examines the employment trajectories of 954 women for the decade after the birth of their youngest child, asking two main questions. Do mothers who enter or return to work tend to remain in employment? And do wages and job satisfaction further down the line (when the youngest child reaches ten years old) reflect the pathway taken? The article focuses in particular on differences between women with higher- and lower-level qualifications. Mothers are found to be following a variety of employment pathways, with instability relatively common: more than one in three move in and out of work over the period, and this movement is just as common among mothers with higher levels of qualifications as among those with only GCSE-level qualifications or none at all. A stable – and longer – work history is associated with increased wages later on, but the benefits are greater for women with higher levels of qualifications, as might be predicted by human capital theory. Women who were more highly qualified and who moved in and out of work over the decade had an hourly wage when their youngest child was ten which was 31 per cent lower than similar women with a stable work history; for women with few or no qualifications the corresponding figure was 10 per cent and statistically insignificant. For both groups, job satisfaction at the end of the decade was unrelated to the pathway taken.

Through the lens of Institutional Entrepreneurship, this paper discusses how governments use the levers of power afforded through business and welfare systems to affect change in the organisational management of older workers. It does so using national stakeholder interviews in two contrasting economies: the United Kingdom and Japan. Both governments have taken a ‘light-touch’ approach to work and retirement. However, the highly institutionalised Japanese system affords the government greater leverage than that of the liberal UK system in changing employer practices at the workplace level.

This paper examines how the economic climate and policy changes at national level have been affecting organisational practices, aimed at the extension of working lives of older workers, over the last decade. We analyse case studies conducted among Dutch organisations. Our findings show that personnel policies are typically short-term oriented and vary in their existence and content congruous to the economic climate. Policy changes in retirement arrangements, and the debate about raising the official retirement age, have made both employees and employers realise that the extension of working lives has become an unavoidable fact, although both parties still seem intrinsically opposed to it. Changes to safety regulations and the increase in costs for employers if employees drop out of work due to ill health have led to an increasing focus on health-related measures in professions with intense physical work over the last decade. We conclude that, while national level policy changes in areas like health and safety do percolate down and begin to affect organisational practice, it is at the organisational level that they still need to be worked through.

The UK social security safety net for those who are out of work due to ill health or disability has experienced significant change, most notably the abolition of Incapacity Benefit (IB) and the introduction of Employment and Support Allowance (ESA). These changes have been underpinned by the assumption that many recipients are not sufficiently sick or disabled to ‘deserve’ welfare benefits – claims that have been made in the absence of empirical data on the health of recipients. Employing a unique longitudinal and mixed-methods approach, this paper explores the health of a cohort of 229 long-term IB recipients in the North East of England over an eighteen-month period, during a time of significant changes to the UK welfare state. In-depth interviews with twenty-five of the survey cohort are also presented to illustrate the lived experiences of recipients. Contributing to debates surrounding the conceptualisation of work-readiness for sick and disabled people, findings indicate IB recipients had significantly worse health than the general population, with little change in their health state over the eighteen-month study period. Qualitative data reinforced the constancy of ill health for IB recipients. Finally, the paper discusses the implications for social policy, noting how the changing nature of administrative definitions and redefinitions of illness and capacity to work can impact upon the lives of sick and disabled people.

Despite the general consensus that individualistic utility-optimising behaviour reduces popular support for the welfare state, we still know little about how and to what extent such negative effects of self-interested calculus are mediated by other attitudinal factors, particularly solidaristic values and principles. Using individual-level data from the Japanese General Social Survey, this study seeks not only to qualify existing findings on welfare preference formation but also to explore the hypothesis that the negative impact of economic self-interest is offset or moderated by solidarity-oriented values and beliefs. The author finds that the oft-made claim that material interest and individualistic ideologies undermine welfare support can be replicated in the context of Japan. The results also provide evidence in support of the liberal nationalist contention that popular discourse on welfare is significantly directed by a sense of national unity. Data from Japan also elucidate the fact that a strong sense of social trust significantly weakens the salience of self-oriented cost–benefit calculations. These findings suggest that solidarity-related variables such as national identity and interpersonal trustworthiness should receive more attention in future research on welfare attitudes.

This article explores the impact of poverty on working men in light of the great diversity of the working poor population. Grounded upon a social constructivist theoretical framework and a comparative qualitative study of the working poor in Israel, this article examines the construction of ‘waged work’ among low income, Israeli working men. To illuminate the complex intersection of masculinity, poverty and waged work with ethnic and cultural categories, this unique study examines four different groups of Israeli citizens, corresponding to the main sub-groups of the Israeli population: secular, ultra-Orthodox, and immigrant Jews and Arab Israeli citizens.

The article has five sections. The literature review briefly introduces the intersection of masculinity, poverty and waged work, presents some background about the social construction of masculinity in the local context and concludes with a short review of the definition of ‘working poor’. The context section explains concisely the background of this study, including the uniqueness of the Israeli labour market and some short references to the different sub-groups in the study. The methodology section specifies the theoretical framework, and the data gathering and analysis methods. The findings section presents an analysis of emerging themes. Finally, the discussion elaborates on the interrelation between masculinity, poverty and waged work in light of the great diversity among the working poor and the uniqueness of the Israeli labour market.

Earner–carer policy models aiming at the engagement of mothers and fathers in both paid and unpaid work are a hallmark of the Nordic welfare states. But they have not become uncontested policy equilibriums. Examining family policy development through the theoretical lenses of party competition and incremental change helps uncover underlying tensions and ongoing struggles. In contrast to convergence and stability in regard to moderately long parental leave at high replacement rates and in the provision of universal publicly-funded childcare services, daddy quotas, i.e., earmarked leave for fathers, and cash-for-care benefits are contested and in flux. Policy stability is associated with layering of policy elements that satisfy multiple policy rationales, elements that are also vital in working parents’ organisation of everyday life. By contrast, the main source of instability, including policy displacement, is party competition over values of ‘equal parenthood’ versus ‘parental choice’, largely following a left–right divide.

This paper explores the impact of legal rights to housing for homeless people, focusing on the capacity of such rights to ‘empower’ those experiencing homelessness. Lukes’ (2005) three-dimensional view of power, complemented by Bourdieu's (1972) concept of ‘habitus’, is used to distinguish between conceptualisations of empowerment. A distinction is drawn between ‘traditional’ understandings of empowerment, which focus on people's capacity to realise their ‘subjective interests’, and on understandings that foreground ‘real interests’. These latter ‘radical’ perspectives direct attention to people's ‘habitus’ – their internalised dispositions to perceive situations and act in particular ways. Empirically, the paper draws on a qualitative comparison of approaches to homelessness in Scotland and Ireland. Whereas in Scotland virtually all those who are homeless now have a legal right to settled accommodation, Ireland has rejected such a ‘legalistic’ approach, pursuing a consensus driven ‘social partnership’ model. Based on primary research with national experts, service providers and homeless single men in both countries, it is argued that legal rights can effectively empower homeless people. These findings call into question popular and political understandings of the relationship between legal welfare rights and self-reliance.

Following two parental leave reforms in West Germany, this research explores how child care and housework time changed among couples who have just had a child. The reform in 1992 extended the low paid or unpaid parental leave period, whereas the 2007 reform introduced income-dependent compensation and two ‘daddy months’. This study contributes to the literature by examining different mechanisms on how these reforms were associated with domestic work time in couples. Based on data from the German Socio-Economic Panel (1990–2010), the analysis applies ordinary least square (OLS) regressions and difference-in-difference estimations. The findings point to a significant reduction in paternal child care time eighteen to thirty months after childbirth among couples with children born after the 1992 reform. The 2007 reform was associated with increased child care time of fathers in the first year and eighteen to thirty months after the birth. Changes in maternal child care and both partners’ housework were not statistically significant. Alterations in maternal and paternal labour market participation, wages and leave taking accounted for most of the observed variations in paternal child care except for eighteen to thirteen months after the 2007 reform. This unexplained variance may point to a normative policy effect.

Issues such as caring and family policy have received increased attention within the sociological literature on the welfare state during the past decades. At the same time, there has been much debate about the protection of social risks. In particular, scholars have questioned the ability of welfare states to respond to so-called new social risks, such as reconciling work and care. The literature on new social risks assumes welfare states will have difficulty addressing these risks due to pressures for reform and assumed individual responsibility for new social risks. In contrast, the Dutch welfare state has been successful in re-orienting existing institutions to develop a semi-collectivised yet market-driven form of childcare policy. Using qualitative interview data and document analysis, this article analyses the development of Dutch childcare policy from 1995 to 2009. The development of childcare policy is attributed to three social mechanisms: a common perception among actors viewing childcare as a solution to improve women's employment; a party politics mechanism, which creates a distinct Dutch approach to childcare; and a corporatist mechanism, referring to the interaction between the state and industrial relations, which failed in the area of childcare policy. The development of childcare policy has not been wholly unproblematic, however, and therefore a critical discussion of these developments is offered. Also, an update of policy developments through to 2013 is provided.

The debate on privatisation is central to social policy, yet it tends to generate more heat than light as definitions and operationalisations of ‘privatisation’ are often implicit, unclear and conflicting. This paper aims to explore the extent of privatisation in the NHS over three periods of government through the lens of three approaches of Mixed Economy of Welfare, Wheels of Welfare and Publicness. All have two dimensions of provision and finance in common, but Mixed Economy of Welfare and Publicness stress the third dimension, that of regulation, while Wheels of Welfare stresses decision. All three approaches agree that some policies in the NHS constitute privatisation, but there is some disagreement largely stemming from their differential stress on regulation or decision. It is important to introduce a degree of transparency in the debate which provides clear definitions and rationales. However, all approaches require further development which focuses on the important but neglected point of how different types of privatisation lead to different impacts on patients.

Over the last three decades or so, neoliberal policies have had a significant effect on housing sectors across a wide range of societies. State rental sectors, in particular, have been in the ideological firing line. Portrayed as inefficient, unresponsive, monopolistic and anachronistic, they have been typically marketised, privatised and downsized. At the same time, wider societal changes have impacted on their social role and social composition. The overall effect on many public rental sectors is now very familiar – growing social and spatial segregation, enclaves of concentrated and multiple disadvantage and increased stigmatisation. Against this background, Hong Kong's public rental sector has survived relatively unscathed and continues to accommodate around a third of its households. This paper examines the experiences and perceptions of Hong Kong public rental housing among those within and outside the sector. How are public tenants perceived in relation to ideas of social status and social equality? How do public tenants see themselves? The paper draws on a survey of 3,000 individuals in Hong Kong which is part of a larger study concerned with housing provision and social change in the Special Administrative Region.

Personalisation has now become centre-stage in adult social care and continues to have an enduring level of political commitment and on-going appeal for many disabled people. And yet its roll-out has taken place during a time of austerity where central governments in many neo-liberal countries are re-imagining (read: shrinking) their role in social care provision. This paper reports on findings from an empirical study of relevant government officials from different countries which have advanced personalisation: Canada, England and the US. It reports on their views on personalisation and the remaking of adult social care, and managing expectations for change. Despite the relative success of personalisation, the findings reveal a tempered, cautious account, with respondents aware of the pitfalls and risks inherent in self-led support, government limitations in changing systems and an end to the primary involvement by the state in the creation of a social care market. With this in mind, the study's findings make a strong case for forms of ‘progressive localism’, as imagined by Featherstone et al. (2012), in galvanising local community resources alongside more radical politics in order to make self-led support achieve its desired outcomes on the ground.

Mentoring has recently taken centre stage as one of the primary criminal justice ‘interventions’ to reduce reoffending, having grown in popularity over the past fifteen years. Its rapid growth has been driven by claims of success within and outside the criminal justice system, leading some to argue that it has been perceived as a silver bullet (Newburn and Shiner, 2005). This article challenges such claims on three fronts: first, mentoring is an ill-defined concept with weak theoretical foundations; second, the evidence base upon which claims of success are made is limited; and, third, transferring mentoring into the coercive and punitive environment of the criminal justice system results in a departure from the very principles and values which are the basis of its usefulness elsewhere. The article utilises the findings from three empirical criminal justice research projects to question claims of widespread and effective mentoring activity with defendants and offenders, suggesting instead that ‘interventions’ described as mentoring serve as a vehicle to extend the reach of the criminal justice system. At the end of the article, we suggest that desistance theory, specifically the Good Lives Model, provides a conceptual framework for taking mentoring in criminal justice forward.

In the context of the new automatic enrolment requirements for all eligible employees to make pension provision for their employees, and the importance of trust in pension provision, this article utilises data from the Scottish Social Attitudes Survey, which, in its 2005 wave, asked correspondents specific questions regarding pension provision. We integrate two different empirical approaches in order to achieve a more robust understanding of pension confusion in Scotland. We find that pension confusion is dominated by pension uncertainty and myopia, but these may be reduced for those working in the financial sector. We consider the implications of these findings for the relationship of trust between employers and their employees, as well as for trust in government pension policy more generally.

Although mixed public–private provisions of welfare have always been a typical characteristic of continental welfare states, recent international scholarship has pointed to a historically new process of institutional hybridisation, with a more systematic intermingling of rationalities of the state, market and third sector within one and the same organisation. In this article, we address two limitations in the current knowledge: first, the absence of an indicator-model for exploring organisational hybridity empirically; second, the lack of sensitivity to cross-national variation depending on the welfare regime. We develop a multi-dimensional analytical framework that takes regime differences into account and empirically assess organisational hybridity in a (post-)corporatist welfare regime. Based on a survey of 255 third-sector organisations (TSOs) in Flanders (Belgium) and using latent class analysis, we find three clusters of TSOs that reflect different types of organisational hybridity. Contextualising our results further shows that the positioning of TSOs in our cluster model to a large extent results from the institutional context in which TSOs operate.

Several studies have shown that attitudes toward social policy are influenced by expectations of social mobility at the individual level and perceptions of social fluidity at the aggregate level. If individuals think of inequalities as the result of inherited disadvantages, they will be more willing to distribute resources from the rich to the poor. However, one important question remains open: How do individuals perceive the distribution of opportunities in society? In this paper we argue that individuals believe a society to be fair if opportunities for reaching the top of the social ladder are equally distributed among the population. That is, the distribution of resources is fair to the extent that individual outcomes do not depend on social origins. To address this issue, we asked a representative sample of individuals in the Spanish region of Andalusia what they think the chances are for persons of different social origins to achieve a high social status. We have found that those who think the chances for reaching the top are unequally distributed are those who support greater government responsibility and oppose meritocracy and competition, as they believe the initial distribution of opportunities to be unfair.

A defining characteristic of contemporary welfare governance in many western countries has been a reduced role for governments in direct provision of welfare, including housing, education, health and income support. One of the unintended consequences of devolutionary trends in social welfare is the development of a ‘shadow welfare state’ (Fairbanks, 2009; Gottschalk, 2000), which is a term used to describe the complex partnerships between state-based social protection, voluntarism and marketised forms of welfare. Coupled with this development, conditional workfare schemes in countries such as the United States, Canada, the UK and Australia are pushing more people into informal and semi-formal means of poverty survival (Karger, 2005). These transformations are actively reshaping welfare subjectivities and the role of the state in urban governance. Like other countries such as the US, Canada and the UK, the fringe lending sector in Australia has experienced considerable growth over the last decade. Large numbers of people on low incomes in Australia are turning to non-mainstream financial services, such as payday lenders, for the provision of credit to make ends meet. In this paper, we argue that the use of fringe lenders by people on low incomes reveals important theoretical and practical insights into the relationship between the mixed economy of welfare and the mixed economy of credit in poverty survival.
