The creation of the Andean Pact in 1968 was accompanied by a chorus of enthusiastic official pronouncements and renewed scholarly interest in Latin American integration. In ensuing years, each new accomplishment and each new crisis in the Andean Pact has brought waves of official commentary and academic analyses.

The Publication in 1960 of I. R. Lavretskii's “A Survey of the Hispanic American Historical Review, 1956-1958,” provided U.S. specialists in Latin American history with an abrasive introduction to recent Soviet historical scholarship in the Latin American area. Subsequent reviews by American and European scholars, together with further translations of pertinent Soviet writings, have helped to provide those lacking a knowledge of the Russian language with additional insight into the nature and scope of Latin American studies in the USSR. At the same time, however, the frequently opposing views of history held by Soviet historians and their western critics have greatly complicated the task of scholarly evaluation. On the one hand, Soviet historical scholarship has often been dismissed as “a branch of politics;” on the other, U.S. historians are said to “falsify and distort the historical truth in order to benefit imperialism.” In content and presentation, the Lavretskii article evinces both extremes.

It was inevitable that after the demise of the series of military dictatorships that ruled Argentina so violently between 1976 and 1983, the return to democratic institutions would occasion an outpouring of the kinds of writing and cultural activities banned or censored by the generals. Movie distributors in Argentina today cannot keep up with the demand for films that could not be seen during these years (or were seen only with extensive and capricious cuts). Theaters are competing with each other to present works dealing with human rights violations and related themes. Television programming, which the military assiduously controlled, has now begun to evince some social consciousness. Meanwhile, the print media have filled bookstores and kiosks with myriad publications bearing witness to the attempt to recover a cultural tradition altered and fragmented by the so-called Proceso de Reorganización Nacional.

The International Instituut Voor Sociale Geschiedenis, or International Institute of Social History, located in Amsterdam, is well known as one of the world's leading centers for research on the history of labor movements and leftist political parties. It is also a major depository of archival material. However, scholars have largely neglected the Institute's extraordinary collection of Latin American materials. The purpose of this article is to describe the two largest bodies of Latin American holdings, those pertaining to Argentina and Brazil. For reasons of space, we have kept annotations to a minimum and have included only materials published before 1940, since they constitute by far the most significant portion of the Institute's Latin American collection.

How are patterns of delegation between the president and the legislature chosen in multiparty presidential regimes? How do political actors make strategic use of legislative provisions during moments of institutional reform? This essay explores causal mechanisms related to these questions based on a case study of Brazilian budget reform from 1999 to 2008. The main findings are that legislative agenda control can be decisive for the maintenance of delegation patterns that favor governing coalitions; entrepreneurs have a real, but limited, power; and the strategic use of legislative rules may be as relevant for institutional reform as they are for regular policy making.

This article proposes an affective turn in scholarship on colonial Latin American literature, focusing on Álvar Núñez Cabeza de Vaca’s Naufragios as a case study. Through an engagement with embodied, intersubjective, and circulatory affects in Cabeza de Vaca’s text, it sketches out a critical framework that investigates what I call the exteriority of feeling in the colonial Americas. My reading focuses on three main areas: the theory of the humoral body as the cultural referent that shapes the externalization of embodied affect in Cabeza de Vaca’s text, the description of forms of affective transmission precariously established between European and indigenous communities, and the emergence of affective minefields and emotional untranslatables in colonial contexts. In this way, this article works toward a broad investigation of the meanings, functions, and circulation of affect and emotion in the colonial Americas.

As the Secretary of State looks out over the Potomac River, pondering reports from his embassies to the south, the fundamental question: “What is it?” comes to him again and again. Is a new regime in a Latin American country controlled by “agrarian reformers,” “moderate socialists,” “malleable leftists,” “Christian Democrats,” “safe militarists,” or—others?

Debates over shifting gender roles in nineteenth-century Spanish America included the question of women’s participation in the workforce. Writers of fiction and nonfiction posed arguments about paid employment for middle-class women and often represented work itself in ways that reinforced traditional gender norms by envisioning women’s entry into the labor force as an extension of their family and household roles. Nonetheless, the tactics that allowed writers to make stronger claims for women’s right to paid employment often reimposed limitations on women. The complex rhetorical maneuvers that many authors deployed bespeak their anxieties about the potential for social change brought by newly visible options for women. This essay examines novels and nonfictional essays and argues that authors who advance progressive agendas about and for women sometimes undermine their own purported arguments when they fall back on more conventional attitudes about women’s roles in families and society. This article contends that these problematic moments in the selected texts serve to maintain a system in which privilege accrues to male elites.

Chile has a long tradition of collecting, publishing, and improving its historical statistics. The objectives here are to provide an introduction to the economic historical statistics of Chile since 1830 and guide the reader to their most significant primary and secondary sources. Mention is also made of attractive historical statistics research projects.

The 1970s were particularly fruitful for the field of Puerto Rican historiography. A number of works were published, not only on the Island but abroad, which showed the trend of current and future research. New topics were being dealt with from a variety of updated viewpoints and methodologies, and previously studied problems were revised in the light of newly available sources, as was the case, for example, with slavery. Various factors have contributed notably to this situation: the assiduous exchange of ideas among Puerto Rican, Latin American, North American, and European researchers, a process which, although slow, has served to involve Puerto Rico in recent historiographical trends; the involvement of the Island in international affairs; the opening of new collections of valuable historical materials; the institutionalization at the university level of graduate study in the field of history; and, in general, a greater emphasis on Puerto Rican cultural identity.
