A new Astronomy for Development hub needs innovative tools and programs. SAROAD is developing exciting tools integrating Raspberry Pi technology to bring cost-effective astronomy content to learning centres. SAROAD would also like to report achievements in realizing the IAU's strategic plan. In order to manage, evaluate and coordinate regional IAU (International Astronomical Union) capacity building programmes, including the recruitment and mobilization of volunteers, SAROAD has built an intranet that is accessible to regional members upon request. Using this resource, regional members can see and participate in regional activities. SAROAD has commenced with projects in the three Task Force areas of Universities and Research, Children and Schools and Public Outreach. Under the three Task Force areas, a total of seven projects have commenced in Zambia (some supported by funds from IAU Annual Call for proposals).

The Andean Regional Office of Astronomy for Development (ROAD) is a new effort in South America to serve several goals in astronomical development. The six countries in the Andean ROAD (Bolivia, Colombia, Chile, Ecuador, Peru and Venezuela) represent a common language block in the region. They work together to develop strategies to strengthen the professional research, education and popularization of astronomy. Our current Working Structure comprises a ROAD Coordinator and one Coordinators in each Task Force. Here we describe the main points of the ROAD's current action plan.

Supporting the use of astronomy as a tool for development in specific regions and languages, the International Astronomical Union's (IAU) Office of Astronomy for Development (OAD) has established a Portuguese ‘Language Expertise Centre for the OAD’ (PLOAD), hosted at Núcleo Interactivo de Astronomia (NUCLIO), in collaboration with the Institute of Astrophysics and Space Sciences (IA) in Portugal. The centre is one of the new coordinating offices announced at the IAU General Assembly in Honolulu, Hawaii on 13 August 2015.

Armenia is hosting the IAU South West Asian (SWA) Regional Office of Astronomy for Development (ROAD). It is a county of ancient astronomy and is also rich in modern astronomical facilities and infrastructures, hence may successfully serve as a regional center for various activities. Byurakan Astrophysical Observatory (BAO) has 2.6m and 1m Schmidt, as well as a number of smaller telescopes that are an observational basis for joint projects and collaborations. Armenian Virtual Observatory (ArVO) is hosting astronomical databases, such as the Digitized First Byurakan Survey (DFBS) and may also serve as a basis for development of VO structures in this region. Recently we have conducted a number of new activities; a meeting on “Relation of Astronomy to other Sciences, Culture and Society" (RASCS) was organized by BAO and Armenian Astronomical Society (ArAS) in Oct 2014 in Byurakan. Activities related to Archaeoastronomy and Astronomy in Culture (AAC) were initiated as well. Discussions on future Armenian-Iranian collaboration in astronomy were carried out, including an Armenian-Iranian Astronomical Workshop held in Oct 2015 in Byurakan. Similar workshops have been carried out between BAO and Abastumani Astronomical Observatory (AbAO, Georgia) since 1974.

The main purpose of this panel discussion was to encourage conversation around potential collaborations between the IAU Office of Astronomy for Development (OAD) and IAU Divisions. The discussion was facilitated by the OAD and the conversation revolved mainly around two questions: (i) What should the OAD be doing to enhance the work of the Divisions? (ii) What could the Divisions (both members and respective scientific discipline in general) contribute towards the implementation of the IAU strategic plan?

The Astronomy For Development Focus Meeting 20 at the IAU General Assembly encompassed an ‘Unconference’ session as part of the proceedings. Unstructured conferences, with their potential to unleash innovative ideas, are gaining traction in various conferences and symposia. Astronomy For Development is a field that is applicable to the entire Astronomy community (and even beyond) and hence an unconference inviting ideas and fostering frank dialogue is very pertinent.

Officially one of the final sessions of the the 2015 General Assembly, the unconference session was intended to provide a balanced platform for a diverse set of participants and act as an informal setting to promote open discussion on topics of relevance to Astronomy for Development.

The following table contains a list of all posters and first authors that were registered to a participant during the the IAU General Assembly under Focus Meeting 20: Astronomy for Development. Due to the limited amount of time allocated for talks at the Focus Meeting, several Oral proposals had to be converted to Posters. We hope this table will be useful to illustrate the diversity of contributions to the Focus Meeting

The importance of dark sky protection, potential threats to further degradation from LED technology, the announcement of a new world atlas of artificial night sky brightness, and the use of color images from the orbiting International Space Station for monitoring potential sources of light pollution were discussed in the six talks of this session. It was clear from the presentations that the work of professional astronomy depends upon continued restraint in the use of outdoor lighting, especially new LED technology, which relies upon blue-rich sources to support the advantages of high luminous efficacy and resulting energy savings.

The introduction of the mercury vapor lamp for general lighting in the 1930s probably marked the beginning of significant light pollution. Lighting levels have increased slowly, year-to-year, with sky brightness levels increasing only slowly on timescales of a year; no measurement protocols or instruments existed to quantify this increase. However, on timescales of 10--20 years, or on generational timescales, the increases in night sky levels, particularly in urban areas, have been dramatic. Younger people speak with their parents or grandparents who remark how beautiful the sky used to be, and how many stars they could see when they when they were younger. Older people can themselves remember how many stars were visible in the sky when they were younger. Whole generations of children now grow up without ever seeing the Milky Way.

Society has not had tools to easily measure sky brightness, and monitoring from space has only recently become available. A subtle increase of 10% sky brightness per year, for example, is not noticeable to the human eye on the time scale of a year, and has been tolerated by society. But such an increase compounds to an increase of a factor 2.6 in 10 years, 6.7 in 20 years, and a factor 45 in 40 years, corresponding to a dramatic increase in sky brightness, an almost complete loss in ability to see faint objects in the night sky, and rendering the sky unusable for most forms of astronomy. The most striking examples are the urban observatories found in many major cities that can no longer be used.

Session 2 was primarily focused on measurement of light at night, with an emphasis on measurement of light pollution. It comprised of 6 papers that are summarized below. Over the last decade, our ability to measure light pollution has grown tremendously, and the instrumentation needed to produce reliable quantitative measurements has become much more affordable, and now includes consumer grade digital cameras and even smart phones. During this same time period, light pollution has continued to grow. The widespread changes from mostly high-pressure sodium lighting to LED lighting that are now occurring make continued monitoring and measurement of light pollution particularly important into the future.

Advancement in radio technology means that radio astronomy has to share the radio spectrum with many other non-astronomical activities, majority of which increase radio frequency interference (RFI), and therefore detrimentally affecting the radio observations at the observatory sites. Major radio facilities such as the SKA, in both South Africa and Australia, and the Five-hundred-meter Aperture Spherical radio Telescope (FAST) in China will be very sensitive, and therefore require protection against RFI.

In the case of optical astronomy, the growing urbanisation and industrialisation led to optical astronomy becoming impossible near major cities due to light and dust pollution. Major optical and IR observatories are forced to be far away in remote areas, where light pollution is not yet extreme. The same is true for radio observatories, which have to be sited away from highly RFI affected areas near populated regions and major cities.

In this review, based on the Focus Meeting 21 (FM21) oral presentations at the IAU General Assembly on 11 August 2015, we give an overview of the mechanisms that have evolved to provide statutory protection for radio astronomy observing, successes (e.g at 21 cm HI line), defeats and challenges at other parts of the spectrum. We discuss the available legislative initiatives to protect the radio astronomy sites for large projects like SKA (in Australia and South Africa), and FAST against the RFI. For optical protection, we look at light pollution with examples of its effect at Xinglong observing station of the National Astronomical Observatories of China (NAOC), Ali Observatory in Tibet, and Asiago Observatory in Italy, as well as the effect of conversion from low pressure sodium lighting to LEDs in the County of Hawaii.

This joint session between FM21 and FM2 (“Astronomical Heritage: Progressing the UNESCO–IAU Initiative”) focused upon the need to preserve the dark skies necessary for the continued functioning of the world's leading optical observatories and whether, if some of the sites concerned could be inscribed on UNESCO's World Heritage List, this could help achieve this objective. Among the main issues addressed were: is a WHL inscription feasible in the first place? how could the strongest case for inscription be made? what progress has been made towards doing this? and what other effects might a WHL inscription have and would they all be desirable to astronomers? Addressing such issues involves not only scientific but also heritage and political considerations.

Light at night (LAN) is now an established environmental problem, not only for astronomers but for the population at large. It has serious ecological effects that are wide ranging, and its environmental effects may be more serious than ever imagined. The ecological and environmental consequences are examined and emphasis is stressed on resolving the problem before it is too late.

This session opened with a crucial explanation by Michel Cotte of how astronomers first need to understand how to apply UNESCO World Heritage Criteria if they want to motivate their government(s) to make the case to UNESCO for World Heritage recognition. UNESCO World Heritage cannot be obtained just to protect dark skies.

The next speaker, John Hearnshaw, described the Aoraki Mackenzie International Dark Sky Reserve and the work it carries out . This was followed by a wide-ranging summary (by Dan Duriscoe and Nate Ament) of the U.S. National Park Service (NPS) Night Skies Program. The abstract of Cipriano's Marin's paper, “Developing Starlight connections with UNESCO sites through the Biosphere Smart" was shown in his absence. The final presentation (by Arkadiusz Berlicki, S. Kolomanksi and T. Mrozek) discussed the bi-national Izera Dark Sky Park.

By proclaiming the IYL2015, the United Nations recognized the importance of light and light based technology in the lives of the citizens of the world and for the development of global society on many levels. Light and application of light science and technology are vital for existing and future advances in many scientific areas and culture. Light is a key element in astronomy: as astronomers, it is what we study and makes our science possible, but it is also what threatens our observations when it is set-off from the ground (light pollution). The UN-designated year 2015 represented a magnificent and unique opportunity for the global astronomical community to disseminate these messages and raise the awareness of the importance and preservation of dark skies for heritage and the natural environment.

As such, the International Year of Light served as a launching pad for several projects during 2015. Two other projects with equally as impressive programs are highlighted and begin the narrative for this section on public education and outreach programs on light pollution issues and solutions.

The closing session included a panel on the challenge of raising cultural awareness of the negative effects of light pollution and RFI, and a discussion about the means to implement the IAU Resolution on the Right to Starlight. The strongest arguments to the public are that light pollution wastes precious energy and adds greenhouse gases, and that artificial light at night can be damaging to human health and to the natural environment. As astronomers, our community is concerned that the world is blinding itself to the electromagnetic radiation connecting us to the Universe. An outcome of successful advocacy would be to create demand for commercial products that minimize blue light and upward radiation. Implementation of the resolution on the Right to Starlight has multiple aspects. The IAU, through its site protection commission, should provide a clear technical description of "astronomy friendly" lighting and specifications for protection of the near zones around optical observatories. In addition, the commission should provide reference materials for astronomers giving public presentations, provide a forum for those seeking stronger local or national regulation, seek IAU approval for endorsement of protected status of sites and regions, and support the process of gaining UNESCO World Heritage Status for observatories and their regions.

In the Astronomy in Focus series, volume XXIXA, Focus Meeting 4 was omitted from table 2 of the preface (Benvenuti 2016) on page xv. The editor apologizes for this error.

The article originally published on pages 179 - 183 of the 2016 Astronomy in Focus Volume 11, Issue A29A, purportedly by Wesley and Sheshadri, was mistakenly included in the issue and should not have been published. During the compilation of the issue, the first page of Wesley and Sheshadri's legitimate article (Wesley & Sheshadri 2016) was combined with other pages from a wholly unrelated LaTeX file, and published in error. The content of this pseudo-article makes no sense, and should not be used or cited. Therefore, the pages of this pseudo-article have been removed from the online version of the issue and replaced with blank pages watermarked as ‘WITHDRAWN’. We have decided to remove the article completely to avoid confusion with the correct article by Wesley and Sheshadri, who were not involved in the creation of this error.

Recently, Fernández-Menchero et al. (2014) reported effective collision strengths ϒ for transitions among 238 fine-structure levels, belonging to the n ≤ 7 configurations of C III. They adopted the (semi-relativistic) R-matrix code (ICFT), resolved resonances in a fine energy mesh, averaged Ω over a Maxwellian distribution, and reported results over a wide range of electron temperature up to 1.8×107 K.

The spectrum of the Fe I atom is critical to many areas of astrophysics and beyond. Measurements of the energies of its high-lying levels remain seriously incomplete. Here we update the work by Peterson & Kurucz (2015) to identify such levels using new and archival high-resolution absorption-line UV and optical spectra of stars whose warm temperatures favor Fe I lines. Our GO-14161 Hubble program will obtain UV spectra for four metal-poor turnoff stars, archive them at ASTRAL, and draw from them the new identifications of 250 – 500 Fe I levels.
