Community-based breeding programs (CBBPs) for small ruminants have been suggested as alternatives to centralised, government-controlled breeding schemes which have been implemented in many developing countries. An innovative methodological framework on how to design, implement and sustain CBBPs was tested in three sites in Ethiopia: Bonga, Horro and Menz. In these CBBPs, the main selection trait identified through participatory approaches was 6-month weight in all three sites. In Horro and Bonga, where resources such as feed and water permitted larger litter sizes, twinning rate was included. Ten-year (2009 to 2018) performance data from the breeding programs were analysed using Average Information Restricted Maximum Likelihood method (AI-REML). Additionally, the socioeconomic impact of CBBPs was assessed. Results indicated that 6-month weight increased over the years in all breeds. In Bonga, the average increase was 0.21 ± 0.018 kg/year, followed by 0.18 ± 0.007 and 0.11 ± 0.003 kg/year in Horro and Menz, respectively. This was quite substantial in an on-farm situation. The birth weight of lambs did not improve over the years in Bonga and Horro sheep but significant increases occurred in Menz. Considering that there was no direct selection on birth weight in the community flock, the increased weights observed in Menz could be due to correlated responses, but this was not the case in Bonga and Horro. The genetic trend for prolificacy over the years in both Bonga and Horro flocks was positive and significant (P < 0.01). This increase in litter size, combined with the increased 6-month body weight, increased income by 20% and farm-level meat consumption from slaughter of one sheep per year to three. The results show that CBBPs are technically feasible, result in measurable genetic gains in performance traits and impact the livelihoods of farmers.

Management of local breeds is closely linked to the global challenges involved in genetic resources management. However, it cannot be reduced to this genetic dimension alone and is an integral part of the entire farming system of which it is a part. The aim of this paper is to show why it is essential to have an approach to local breed management that takes the dynamics of livestock farming systems (LFS) into account. After a presentation of the LFS approach, we show how genetic management is strongly linked to other dimensions of farming systems, at the farm scale as well as at more comprehensive scales. We illustrate our claim with different examples of the management of local breeds of different species.

This paper analyzes the articles published in this special issue and also some material presented at the Session “Strategies to add value to local breeds” of the 61st Annual Meeting of the European Federation of Animal Science (EAAP) (August, 2010, Crete, Greece)1 or at other workshops dealing with the issue of adding value to local breeds. The analysis refers to the challenges facing local breeds and the different strategies that can be used to increase their value and thereby enhance their sustainability. These strategies can be categorized, inter alia, according to the species, the specific characteristics of the targeted breeds or production systems, the existence or absence of markets and the characteristics and dynamics of the breeders and other stakeholders. The paper is structured as follows: presentation of an overview of the challenges involved; this is followed by a discussion of strategies for adding value to breeds, which is illustrated with examples; an analysis of the key factors affecting such strategies and ends with some conclusions. Questions remain regarding the society's responsibility for providing support to farmers that keep local breeds that are at risk of extinction and regarding what actions are appropriate when such a breed that was once at risk becomes self-sustainable or, in contrast, when a breed ceases to be self-sustained.

A way of making local breeds more sustainable is to promote their products through individual or collective initiatives. Those initiatives can induce new points of view on the breed and lead to discussions or even tensions between stakeholders. We illustrate this statement with examples of French cattle breeds. Several kinds of changes in breeding goals are described in this paper, with the appearance of new challenges and/or new stakeholders linked to the development of strategies to add value to the breed. Then the several ways in which those changes occurred are explained. The situations analysed show configurations with easy consensus to build as well as situations of conflicts. Those case studies highlight the importance of the existence of arenas where the diverse points of view can be expressed. The role of the breed associations is then essential, but remains complex as, in some cases, breeding goals are strongly discussed. The question of the orientation of the breed then becomes a key question when initiatives to add value to local breeds are taken. New choices of add value generally have important consequences on the definition of breeding goals.

This paper compares the dynamics of two local pig breeds (the Porc Blanc de l'Ouest and the Nustrale pig breeds). Those breeds are bred in contrasting territories and we demonstrate by our comparative analysis the diversity of visible stakes in the link of breeds to territories. We distinguish three categories of dissimilarities between the two cases: the first is linked to biogeographic dimension of the territory, the second to the agro-economic dimension of the territory and the last to the sociocultural aspects of the territory. We develop in the discussion an invitation to pay more attention to anchorage dynamics of local breeds in their territories.

About 82 percent of the total known sheep breeds are local breeds, and for goats, the respective figure is 86 percent. From the scientific perspective, as local breeds are unique genetic resources, they are valuable. However, the relative value assigned to local breeds differs between interest groups. Using several strategies to improve the relative value of local breeds will strengthen the prospects of their sustainable use. In this context, marketing is perhaps the most powerful tool. Marketing strategies include identification and promotion of traditional meat, milk and wool products from sheep and goats linked to local breeds, highlighting the quality and culture associated with these products and facilitating access of farmers to commercial markets. Other important strategies relate to: promotion of local breeds as the best suited for use in landscape management, silvopastoral systems and organic farming; exploitation of unique characteristics of local breeds in agritourism (food, non-food products, souvenirs and recreation) and for educational purposes; sustainable use of local breeds in breeding schemes; educating people about the value and importance of local breeds; introduction of legislative measures; finally, research can serve as a very powerful tool to add value to local breeds by creating new knowledge and providing scientific evidence on particular biological characteristics.

Researches on local breeds have mainly focused on the scientific and technical activities of genetic gain production and/or maintain genetic variability. The diffusion of the genetic gain used to be taken for granted, or considered as of little importance as the State was subsidizing official breeding schemes. However, diffusion and sustainability of small local-breeding schemes are threatened by current changes in breeding activities and organizations. Diversification of farming and breeding objectives, liberalization of public policies on breeding activities, decrease in public support change the business model of breeding organizations. Local breeds are particularly concerned, as they may be threatened by more competitive and widespread ones. Indeed, the management of the diffusion dimension of breeding activities gets a greater importance. Thus, there is a need for a better understanding of the market of genetic gain and the strategies of its participants. To investigate this issue, we study with quantitative and qualitative data, the way the genetic market works in the case of local dairy sheep breeds in the Western Pyrenees. In this area, the use of artificial insemination (AI) outside nucleus flocks is weak. The diffusion is mainly based on the exchanges of live breeding animals, but the number and substance of the exchanges are unknown. We analyse two types of markets, which are set up: the official sale of breeding animals, organized by the breeding centre; the parallel market of rams' exchanges by mutual agreement between farmers. We find several paradoxical results: the more expensive animals are sold outside of the breeding schemes, while the genetic value is more uncertain; the breeding centre does not find enough buyers for its rams, while there is a shortage of rams in the region; outside the breeding schemes, the parallel market of rams is dominant. We also identify that there is a diversity of prices on the market, which cannot be explained based on the scientific evaluation of animals. We show the existence of a second-hand market of rams. In conclusion, we argue that there are various ways of managing the diffusion of genetic gain, and that the market is only one of this.

The aim of this study was to compare added values for milk yield and predicted methane emissions of cows from local and cosmopolitan breeds reared in Italian circumstances. A number of studies showed that milk from local breeds is more suitable to be processed into cheese than that of cosmopolitan populations, so that the development of payment systems which account for the added values of milk destined to cheese production could support the conservation and valorization of local animal genetic resources. Also, the link of local breeds with traditions and the environment might partially compensate their low milk production. Breeders of Burlina, Reggiana, Rendena and Valdostana cows sell products in niche markets and they realize an extra added values per kg of milk of 66 percent, compared with Holstein Friesian. Market-oriented strategies to payment systems that include the added values of milk yield could enhance profitability and interest in rearing and safeguarding of local animal genetic resources; but, not all countries can apply these market strategies. Therefore, other alternative strategies to enrich the added values of milk production might be based on the differences in greenhouse gases emissions among breeds. Indeed, local animal genetic resources are expected reducing the greenhouse gases emissions because of their lowest metabolic body weight, respect to high selected animals. Individual methane emissions might be indirectly calculated using dry matter intake; the latter can be estimated using milk and fat production, and body weight. A reduction of 10 percent of daily methane emissions per kg of metabolic body weight is expected for local compared with cosmopolitan breeds. In average, no differences were found among local and cosmopolitan breeds in terms of daily methane emission per kg of milk yield. In conclusion, animal genetic resources needs to be evaluated not only per unit of output but for other direct and indirect units of output related to social and human returns.

This paper uses a hypothetical choice experiment to investigate Italian consumer preferences and willingness-to-pay (WTP) for organic, conventional and genetically modified (GM)-fed beef, utilizing intrinsic, search cues (price, color and visible fat) and extrinsic, credence cues. Data are gathered from three different locations in northern, central and southern Italy using a sequential Bayesian approach. Results showed that consumers attach higher value to organic meat. WTP for GM-fed beef, which is not yet sold in Italy, is well below current conventional beef prices. Organic beef is attractive to consumers because it is associated with higher animal welfare standards and environment-related issues (food miles and biodiversity preservation). No differences are found in marginal WTP estimates by gender, age, education, being a parent or having a higher level of knowledge about organic production. Ethical/environmental issues (credence cues) appear to be more relevant in explaining variation in WTP for organic beef than ordinary product characteristics (search cues).

Many local breeds of farm animals have small populations and, consequently, are highly endangered. The correct genetic management of such populations is crucial for their survival. Managing an animal population involves two steps: first, the individuals who will be permitted to leave descendants are to be chosen and the number offspring they will be permitted to produce has to be determined; second, the mating scheme has to be identified. Strategies dealing with the first step are directed towards the maximisation of effective population size and, therefore, act jointly on the reduction in the loss of genetic variation and in the increase of inbreeding. In this paper, the most relevant methods are summarised, including the so-called ‘Optimum Contribution’ methodology (contributions are proportional to the coancestry of each individual with the rest), which has been shown to be the best. Typically, this method is applied to pedigree information, but molecular marker data can be used to complete or replace the genealogy. When the population is subjected to explicit selection on any trait, the above methodology can be used by balancing the response to selection and the increase in coancestry/inbreeding. Different mating strategies also exist. Some of the mating schemes try to reduce the level of inbreeding in the short term by preventing mating between relatives. Others involve regular (circular) schemes that imply higher levels of inbreeding within populations in the short term, but demonstrate better performance in the long term. In addition, other tools such as cryopreservation and reproductive techniques aid in the management of small populations. In the future, genomic marker panels may replace the pedigree information in measuring the coancestry. The paper also includes the results of several experiments and field studies on the effectiveness and on the consequences of the use of the different strategies.

Genetic variation is vital for the populations to adapt to varying environments and to respond to artificial selection; therefore, any conservation and development scheme should start from assessing the state of variation in the population. There are several marker-based and pedigree-based parameters to describe genetic variation. The most suitable ones are rate of inbreeding and effective population size, because they are not dependent on the amount of pedigree records. The acceptable level for effective population size can be considered from different angles leading to a conclusion that it should be at least 50 to 100. The estimates for the effective population size can be computed from the genealogical records or from demographic and marker information when pedigree data are not available. Marker information could also be used for paternity analysis and for estimation of coancestries. The sufficient accuracy in marker-based parameters would require typing thousands of markers. Across breeds, diversity is an important source of variation to rescue problematic populations and to introgress new variants. Consideration of adaptive variation brings new aspects to the estimation of the variation between populations.

European countries are individually and in collaboration carrying out active work on animal genetic resources (AnGR). The region has a very good starting point for work on AnGR: The breed concept was developed in Europe; current European mainstream breeds are derived from local breeds and, in many species, have further formed the core of the international breeds; there has always been very active research in Europe on farm animal genetics and breeding, including sustainable utilization and management of variation.

Since the 1970s and 1980s many European countries have been paying attention to local breeds and have saved many of them from total extinction. In quite a few countries, the conservation work has been supported by cryopreservation. In the Food and Agriculture Organization of the United Nations (FAO) coordinated process, Europe has actively contributed to assessing the State of the World's Animal Genetic Resources and will continue to implement the Global Plan of Action. There are now national action plans in most of the European countries.

The European consumption of animal products has changed very little over recent decades. At the same time, production has become very intensive. Among other driving forces, the development of agriculture is steered by the EU policies. The last decade has seen new kind of thinking and measures directed towards an overall consideration of rural development. This has given room for the revitalization of many local breeds. The aim is to have schemes that promote the self-sustainability of local breeds. The EU also has a very ambitious research programme to support these aims while enhancing the overall sustainable production and management of biological resources.

The European Regional Focal Point for Animal Genetic Resources (ERFP) is a common forum for the coordinators of European national programmes on AnGR. There are also many non-governmental organizations (NGOs) working in the animal sector. These NGOs and networks are most relevant to raising awareness about the importance of values of AnGR and in enhancing activities that contribute to conservation and sustainable use of AnGR.

Local breeds and minor species are hardy and able to thrive in harsh conditions. Their adaptive traits and unique characteristics (coloured wool or hides, extra-fine fibre, meat or milk with special tastes) offer opportunities for the marketing of speciality products and sustainable food production in marginal areas. This study discusses eight initiatives from Africa, Asia and Latin America that help communities to produce and market various products for niche markets: milk and dairy products from dromedaries; cashmere, wool and handicrafts from goats, sheep and Bactrian camels; and meat, meat products and handicrafts from goats and sheep. The main strategies were to seek new markets for existing or entirely new products (rather than trying to exploit existing markets). Most initiatives had some form of branding or labelling, and two had protected their products with geographical indications. Such marketing initiatives can be started with limited capital inputs but are skill and knowledge intensive. They require strong commitment to overcome seasonal fluctuations in production, the lack of infrastructure and services, and difficulties in institution building. But when well planned and carefully managed, they can help conserve breeds as well as provide a livelihood for people involved in the value chain, allowing actors earlier in the value chain – livestock keepers and small-scale processors – to capture a greater share of the value of the end product than they would by trying to serve a mass market.

Poultry genetic resources encompass all types of populations, from village chickens to commercial and experimental lines. Characterisation includes collection of data on population size and structure, geographical distribution, production systems in which the breed is found, phenotypic attributes (physical features, performance levels and any unique features), historical development of the breed (crossbreeding, selection). Such data can be available for standardised breeds and experimental lines, but are generally confidential for commercial lines and difficult to record for village chickens. In the past, random sample tests provided recurrent data for layer and broiler strains, but these have been discontinued. Available literature on local populations provides information on specific features such as morphological diversity, scavenging behaviour, product quality and disease resistance.

Molecular markers provide useful information on genetic variability, either within or between populations, and make it possible to quantify relatedness between populations and to detect introgressions. Molecular markers contribute to define breed identity and may be used to assign individuals to their population of origin. Current results provide a reasonably complete picture of genomic variability and population structure in the domestic chicken. Yet, this does not make it possible to predict performance: phenotypic data are still needed to document molecular data. In the future, the progress of genomics may merge functional data with historical data.

Monitoring poultry genetic resources is not always a priority for certain countries. Indicators may be proposed for between- as well as within- population variability.
