Rolls-Royce develops engines for both commercial and military purposes. The majority of the military business is through the Procurement Executive branch of the Ministry of Defence. It is not the purpose of this paper to describe the cost estimating and control of contracts with HMG, but to discuss our procedures for commercial engines.

Expressing a programme in figures of £'s sterling is a convenient way of aggregating many dis-similar resources.
