1 The eleven states that had ratified the Convention prior to the United States deposit of its instrument of ratification are the Republic of China, Denmark, Italy, Mexico, Niger, Norway, Philippines, Portugal, Sweden, the United Kingdom, and Republic of Upper Volta. The Convention entered into force on Dec. 4, 1969.
