The Convention was signed by Germany, Australia, Belgium, Canada, Denmark, Spain, Irish Free State, United States of America, Finland, France, Great Britain and Northern Ireland, India, Italy, Japan, Norway, Netherlands, Sweden, and the Union of Socialist Soviet Republics.
