1 On May 17, 1940, in the anticipation of the Bolshevik invasion, the Latvian Government delegated full powers of the Latvian State authority abroad to K. Zarins, Latvian Minister in London. At the same time it designated A. Bilmanis his successor in case Zarins lost his freedom of action.
