This article evaluates whether municipal amalgamations in the Canadian province of Ontario met the provincial government's objectives of employing fewer politicians while maintaining councillors' accessibility to citizens. On the basis of a survey of residents and interviews with community leaders and councillors, the article concludes that in the amalgamations studied, the provincial government achieved its objectives.
