[In early November 1990, a compromise solution was sought. United States authorities started a pre-trial investigation to determine whether it was possible to charge Short with a crime for which the death penalty could not be given. Short opposed and lost, through summary proceedings. By mid-November, the U.S. authorities informed the Dutch government that the death penalty would not be requested. On this basis, the Dutch authorities decided to turn Short over to the American authorities.]
