The Draft Additional Protocol on the Prohibition of Cloning Human Beings was prepared, at the request of the Committee of Ministers, by the Steering Committee on Bioethics (CDBI). The Committee of Ministers decided on July 3 to submit the draft protocol to the Parliamentary Assembly for an opinion. The Parliamentary Assembly adopted its opinion on the draft protocol during its session from September 22 to 26, 1997.
