* [The Hong Kong-Japan Agreement for the Promotion and Protection of Investment is reproduced from the text provided by the Government of Japan.[UN Document NV/97/35, June 20, 1997, provides communications from the People's Republic of China (PRC) and the United Kingdom with regard to their respective positions on the multilateral treaties to be applied to the Hong Kong Special Administrative Region with the resumption of sovereignty of the People's Republic of China over Hong Kong, from July 1, 1997, as a Special Administrative Region. The letter from the PRC states that, as provided in Section I of Annex I to the December 19, 1984 Joint Declaration with the United Kingdom, “Elaboration by the Government of the People's Republic of China of its Basic Policies Regarding Hong Kong”, and in Articles 12, 13 and 14 of the Basic Law of the Hong Kong Special Administrative Region, of April 4, 1990, Hong Kong is to have a high degree of autonomy, except in Foreign and Defense Affairs. The letter futher states, “it is provided both in Section XI of Annex I to the Joint Declaration and Article 153 of the Basic Law that international agreements to which the People's Republic of China is not a party but which are implemented in Hong Kong may continue to be implemented in the Hong Kong Special Administrative Region.” These communications are reproduced in full at 36 I.L.M. 1675 (1997).
