The U.N. General Assembly adopted Resolution 31/72 on December 10, 1976, by a vote of 96 in favor to 8 against (Albania, Ecuador, Grenada, Kenya, Kuwait, Mexico, Panama, Zambia), with 30 abstentions (Argentina, Bahamas, Barbados, Burundi, Chile, Comoros, Congo, Costa Rica, Dominican Republic, Equatorial Guinea, France, Gabon, Gambia, Iraq, Ivory Coast, Jamaica, Malaysia, Mauritius, New Zealand, Pakistan, Paraguay, Peru, Rwanda, Togo, Trinidad and Tobago, Uganda, Cameroon, Tanzania, Venezuela, Yemen).
