The Council of the Organization of American States, acting upon the decision of the Ninth Inter-American Conference held in Bogota in 1948, began preparation for the Tenth Inter-American Conference, scheduled to meet in Caracas in 1953. A special committee of eleven members, to be appointed by the Chairman of the Council, was established to prepare the program for the Conference.
