Editor’s Note This proclamation was published in Japan on July 2, 1994 [1]. It was drawn to our attention by Yukihiko Namikawa of Graduate School of Mathematics, Nagoya University, Furocho, Chikusa-ku, 464–01, Japan. He writes ‘there are many severe problems in public education. A remarkable fact is that in spite of apparent differences of them due to those of education systems between countries the reasons and essential points are in common. I think because of this reason there are many possibilities to discuss and work together. I learned in Europe that there is an organization of International Commission for the Study and Improvement of Mathematical Education. This would be the right place to do so. (I don’t know whether Japan is a member of it).’
