Even before the novel coronavirus, COVID-19, was declared a pandemic, prominent women mayors in the United States enacted proactive and innovative policies to prevent local outbreaks and soften the social and economic repercussions. Several Black women mayors, in particular, have led the way in local pandemic response efforts. This article identifies four major features of these and other women mayors’ early responses. First, women mayors demonstrated proactive leadership even when faced with pushback. Second, these mayors advocated for transparent and evidence-based decision-making at all levels of government. Third, they enacted measures to protect vulnerable communities and reduce disparities. Fourth, they actively shared advice on best practices and lessons learned, and provided examples for other local leaders to follow. The article concludes by situating these responses in the larger research on gender and leadership and asks whether these women's actions are unique or part of a systematic trend of gendered responses to the pandemic.

Despite many similarities between them, the German Christian Democratic Union (CDU) and the Japanese Liberal Democratic Party (LDP) have represented women in parliament at different rates. This article argues that differences in party organization, electoral system rules, and left party strength interact to explain the varying levels of representation of conservative women in parliament. The CDU's corporatist structure allowed it to represent diverse interests and successfully respond to challenges for female support from the left. As a result of a weaker left party challenge and a classic catch-all party organization, the LDP's attempts to incorporate women have been less extensive and largely symbolic.

The sex gap in politics is widely documented: women tend to support left-wing parties more than men do. Evidence of this observation was recently supplemented by the identification of a within-party sex gap: within parties, female voters and politicians tend to take more left-wing positions. While this research typically limits itself to one policy area or one political party, we provide more broad-based evidence of within-party sex gaps among Flemish local politicians by covering a broad set of policy domains and six political parties. Our focus is on expenditure preferences. Analyzing stated preferences of 1,055 council members, we find that—across parties—female politicians have more leftist preferences than their male colleagues in six out of eight policy domains. Crucially, sex differences also occur within parties. We identify significant within-party sex gaps in four out of eight policy domains. Female representatives express preferences that are more left wing than their male colleagues with respect to public spending on crime, culture, and welfare. For environmental spending, they take a more right-wing position.

Although the populist radical right is generally seen as a particularly masculine and misogynist phenomenon, several of its parties have female leaders. The most prominent is Marine Le Pen, president of the French National Rally (formerly the National Front) and unofficial leader of the European populist radical right. Using insights from intersectionality theory, we posit that Marine Le Pen, as a female populist radical right politician, faces qualitatively different media coverage than both her female and her radical right counterparts. In this study, we analyze her media framing in two French (Le Figaro and Le Monde) and two U.S. (New York Times and Wall Street Journal) newspapers, focusing on the application of gender and populist radical right frames. We find that the “harder” populist radical right frame dominates the “softer” gender frame in all four newspapers, but, paradoxically, the combination of the two frames leads to overall less biased coverage of Marine Le Pen compared with both other female and other populist radical right politicians. In the conclusion, we discuss some of the consequences of the findings for the broader study of female politicians, most notably, theories of intersectionality and the double bind for women in leadership.

This article contributes to both the scholarly debates on the controversies over gender quotas and the body of knowledge on framing effects through an investigation of whether national elites, individuals in top positions across 10 sectors of Norwegian society, are susceptible to positive framing of corporate board gender quotas (CBQs). Elites are thought to be more resistant to framing, and their predispositions are found to be stronger and more consistent than those of the general public. However, few, if any, studies have empirically investigated framing effects on national elites. We report on an experiment embedded in a comprehensive survey of Norwegian national elites. The results clearly indicate that elites are susceptible to framing. When exposed to frames highlighting both male dominance among the business elite and the success of CBQs in achieving gender balance on corporate boards, elites were significantly more likely to support gender quotas. Framing effects were primarily found among men, not women, and contrary to expectation, effects were stronger among the business elite. Thus, we should direct our attention to how the framing of issues also influences key stakeholders, and policy makers should consider opposition to gender equality measures as something that has the propensity to change.

How does the gender of a political leader affect policy compliance of the public during a public health crisis? State and national leaders have taken a variety of policy measures to combat the COVID-19 pandemic, with varying levels of success. While many female leaders have been credited with containing the spread of COVID-19, often through implementing strict policy measures, there is little understanding of how individuals respond to public health policy recommendations made by female and male leaders. This article investigates whether citizens are more willing to comply with strict policy recommendations about a public health issue when those recommendations are made by a female leader rather than a male leader. Using a survey experiment with American citizens, we compare individuals’ willingness to comply with policy along three dimensions: social distancing, face covering, and contact tracing. Our findings show that a leader's gender has little impact on policy compliance in general during the pandemic. These findings carry important implications for successful crisis management as well as understanding how a crisis in a nonmasculine issue context influences the effectiveness of a leader's ability to implement measures to mitigate the crisis.

A central argument in theories on women's political interests has been that the sexual division of labor, inter alia, gives women greater experience of responsibility for the care of others, especially children, which in turn influences their political attitudes. However, the specifics of this claim have not been sufficiently examined in prior literature. By applying unique data on Swedish legislators’ subjective policy preferences and use of their parental leave over time, this article explores empirically whether the personal roles of members of parliament (MPs) in reproduction affect their political preferences, regardless of their sex. The analysis reveals that men's interest in social policy tends to increase after being on parental leave while in office, whereas women's interest in social and family policy remains strong, regardless. This finding might indicate a care experience mechanism at work, pertinent also to men, but with a possibly shallower content. The analysis raises the question: are care issues, previously seen as women's issues, now becoming human issues? It further contributes to the discussion on ways to measure gender other than using sex as proxy.

Although it is no longer a symbol of socially degenerate behavior in many societies, single motherhood remains associated with numerous risks and disadvantages. In addition to their disadvantages in the labor market and their greater risk of poverty, single mothers also tend to be less politically active. This article explores the patterns of single mothers’ electoral participation across 25 European countries. In addition to the individual-level characteristics that shape the likelihood of taking part in an election, public policies can also do a great deal to encourage political involvement. Drawing on data from the European Social Survey combined with national family and labor market policies, I examine the ways in which policies aiming to reconcile the responsibilities at work and home can draw single mothers into political engagement. I find that early childhood expenditures and cash benefits to families are positively related to single mothers’ political participation.

This paper presents a comparative “gender audit” of Egypt's two constitutions (2012, 2014) developed after a people's uprising in 2011 and 2013 led to the ousting of two presidents (Mubarak and Morsi respectively). Egypt's two constitutions are particularly compelling for the study of gender politics in transitional constitutionalism because while the number of women participating in the constitution writing process was very similar, the gendered outcomes were starkly different. While the political opportunity for mobilizing around women's rights was enhanced in the aftermath of Mubarak's demise, the capitalization of these opportunities by organized political forces with an anti-feminist agenda undermined the prospects of en-gendering the first post-Mubarak constitution. In contrast, the constitution of 2014, developed under severely circumscribed political space inhibiting women's mobilization, witnessed the exercise of women's constitutional agency to redress the containment of women's rights under the previous constitution and en-gender many elements of it, though the extent of its enforceability remains obscure. This paper draws on primary and secondary data to analyse, through a gender lens, the processes and outcomes involved in constitution drafting along three axes:context and political opportunity structures; coalitional politics, and political and ideological struggles.

A comparative analysis of emotional taxation was conducted to investigate the affective cost of entering the political process among 1,019 lesbian, gay, bisexual, transgender, queer and intersex (LGBTQI) activists in the United States (n = 355), the United Kingdom (n = 230), South Africa (n = 228), and Australia (n = 206). Four consistent trends were identified across these four contexts, with important implications for the study of social movements, youth activism, gender, sexuality, and race. First, levels of emotional taxation resulting from LGBTQI activist work were consistently very high. Second, emotional burdens were systematically greater for young, nonwhite, and transgender activists. Third, emotional taxation was compounded for activists whose identities crossed multiple marginalized groups. This finding supports the validity and importance of intersectional approaches to LGBTQI issues. Fourth, the sources of emotional taxation varied greatly among activists, and transgender activists were particularly stressed by public engagements such as major events and marches. Transgender nonwhite activists also indicated relatively high levels of emotional stress related to online forms of engagement, such as posting on Twitter and Facebook. These findings could help identify the kinds of activists who participate, the kinds of issues advocated for, and why certain tactics are used.

Although political scientists have increasingly focused on the role of gender in the policy process and the characteristics of individual lobbyists, little is known about the gender politics of the government relations profession. We extend the study of professional women to the unique political context of Washington, DC, lobbying, an important form of political participation that is understudied in terms of gender. Using data from more than 25,000 individuals registered to lobby the federal government from 2008 to 2015, we show that women account for 37% of the lobbyist population in Washington, that female lobbyists are more likely to work as in-house employees than for contract lobbying firms, and that the largest Washington lobbying firms are strongly biased towards employing men. We add to these findings qualitative data from in-depth interviews with 23 lobbyists to reveal how the professional experiences of women often depend on the idiosyncrasies of lobbying employment and the political nature of their work. We conclude that the underrepresentation of women in the professional lobbying community is an underappreciated problem with broader implications for gender equality in elite political participation.

The United States has the highest number of COVID-19 cases, yet many Americans have responded indifferently toward policies designed to combat the spread of the virus. While nearly all 50 states have implemented some type of stay-at-home policy to encourage social distancing, there has been high variation in the degree of compliance. We argue that this variance is partly driven by gender resentment. Gender resentment reduces trust in female political leaders and thus decreases compliance with government policy and recommendations. Using data from SafeGraph and the 2016 American National Election Study, we demonstrate that the effect of stay-at-home policies on social distancing is reduced when gender resentment increases in states with female leaders. However, when gender resentment is low, there is no difference in the effect of policies on behavior. This research has important implications for understanding unseen barriers that can mediate the efficacy of female political leaders.

Congruence and responsiveness between the policy preferences of citizens and elites are considered key characteristics of democracy. Although these relationships between citizens and elites have been thoroughly examined, little attention has been devoted to differences in the representation of women and men in studies of congruence and responsiveness. Herein, I evaluate the presence of a gender gap both in terms of party congruence and party responsiveness with respect to the relationship between female and male supporters and the party they voted for. In addition, I examine whether the presence of elected women in parties decreases the gender gap in party congruence and responsiveness. My analyses of the data from the Comparative Study of Electoral Systems and several national elections studies indicate that parties are generally as close and as responsive to the preferences of male supporters as to those of female supporters on the left–right ideological scale. However, the presence of elected women in parties favors women's representation and may thus reduce inequality in gender representation.

As governments tackle the ongoing COVID-19 pandemic, both the role of women in governments and the specific effect of the pandemic on women have come under scrutiny. This research note examines the descriptive representation of women in the U.K. government's response to the coronavirus. It finds that 43% of the government's daily press briefings featured an all-male lineup with no female politician or expert present. In particular, female politicians are missing, with only one female cabinet member ever leading the briefing. Women's (in)visibility raises concerns about the legitimacy of democratic decisions and likely has policy consequences: women's absence may exacerbate gendered inequalities resulting from the crisis.

In this article, two white, Western female researchers reflect on the methodological, ethical, and practical dilemmas experienced while conducting social science fieldwork in Botswana for their doctoral degrees. In addition, their shared research assistant examines her role as a social and cultural interlocutor, which was essential to the researchers’ successful navigation in their various field sites. Drawing on distinct but common experiences conducting research in northern and western regions of rural Botswana, the authors reflexively consider a series of interwoven issues tied to their positionalities: the disparity in benefits and return on research investment between the researcher and research participants; the nature of commodified or transactional relations, especially in an impoverished region highly dependent on foreign tourists; the complex nature of researcher–research assistant relationships; and the contradictory dynamics of being female researchers in a patriarchal society while also embodying privileges of whiteness and Western nationality. Building on these reflections, the authors engage with current debates in the social sciences to argue that researcher reflexivity is not an adequate end point and should result in engagement with ethical and epistemological questions regarding the decolonization of research practices more broadly.

Although some studies show that women are more likely to oppose free trade than men, others demonstrate that economic globalization empowers women. Given this paradox, we examine whether gender shapes individual preferences with respect to foreign direct investment (FDI) in developing countries. We hypothesize that women do not disfavor FDI more than men because multinational corporations (MNCs) bring more jobs for women, provide better working conditions and higher wages than domestic firms, and spread norms and values that favor gender equality. Moreover, this gender gap will be wider in more globalized countries because women can observe such benefits of MNCs. To test our arguments, we used survey data from the 2007 Pew Global Attitudes Project. Overall, women view FDI more positively than men, and this effect is stronger in economically more globalized countries and countries that are less dependent on agriculture. Women have a different view on FDI than that on trade.

This article investigates how the introduction of gender quotas affected female representation in an open-list proportional representation system. Based on the Polish parliamentary elections of 2005, 2007, 2011, and 2015, it attempts to explain the gap between the share of female candidates and the share of female legislators. The authors estimate changes in individual electoral chances using logistic regression. Subsequently, counterfactual reasoning is applied to display the results in the metrics of seat shares. The analyses of candidate-level data demonstrate that after the introduction of quotas, significantly more women ran for office, but parties and voters, on average, changed their preferences to the disadvantage of female candidates, even when incumbency and previous electoral experience were controlled. The article demonstrates that women benefited from the introduction of quotas, but not right away. The desired effect of gender quotas (an increase in female legislative representation) was mitigated mainly by the unequal distribution of “electoral capital” among candidates of both genders. The impact of this factor was moderated by ballot ranking patterns. Once women acquire more electoral capital, the role of party elites’ negative bias in ballot ranking becomes more visible.

The COVID-19 pandemic has gendered implications for women's time and resources. The use of informal institutions that pose obstacles to women's electoral viability may also be particularly consequential at a time of rapid change, when election dates and procedures are being amended because of health concerns. Together, these dynamics suggest that the COVID-19 pandemic may impact women's electoral participation, support, and viability in meaningful ways. The November 2020 Brazilian municipal elections provide an opportunity to explore this. Employing data from an original survey of eligible individuals and aspirant candidates, we find that the main obstacle to women's representation is not personal political ambition or efforts but women's perceptions of their access to support for their candidacies. In the face of greater challenges, resilient aspirants are choosing to work harder to compensate for potential losses in campaign support and funds.

The postconflict period in Timor-Leste is significant for the status of women and the struggle for gender equality. Women today face cultural and political pressure to conform to patriarchal demands, driven by a complex history of conflict, colonialism and changing customary practices. The contemporary East Timorese women's movement, largely a coalition of local NGOs, key women leaders and parliamentarians, has successfully driven the introduction of progressive egalitarian laws and policy, but it continues to grapple with the deeper changes in social practices required for systemic change. We argue that a better understanding of the history of the women's movement, forged within an anticolonial, nationalist independence movement, alongside a conceptualization of the intersecting structures that have shaped the capacity for East Timorese women to effect social change in their communities and nation, is necessary to fully realize the movement's goals and potential. Situating the movement within this framework provides new perspectives on these successes and on strategizing for the transformation of gender relations to make gender equality a lasting reality in everyday practice in contemporary Timor-Leste.

This article builds on ethnographic research concerning the Italian pro-life movement and argues for the use of intersectionality theory in studying conservative women. The article suggests, first, that understanding conservative movements necessitates linking their political claims to the social identities of their activists, as would be the case for any other social movement (e.g., feminism). These social identities are as complex and intersectional as any other: a white, upper-class pro-life activist is no less intersectional than a black feminist from a poor background. Concomitantly, there is no unique feminism, but rather a plurality of feminisms, a diversity that intersectionality facilitates the identification of. The same is true for pro-life movements, but scholars tend to use the singular form to talk about conservatism; in this article, I explore the use of the plural to show that pro-life women do not constitute a monolithic group. On the contrary, these women are diverse in terms of their reproductive stories, their working status, and their class, race, and sexual practices, and this diversity translates into different ways of being pro-life. Second, recognizing this complexity does not suggest a natural link between feminism and conservatism. Alternatively, I suggest that a better understanding of conservative women can only be reached if they are studied on their own terms.
