The memorandum studies 1527 executive agreements coneluded between 1928 and 1953, of which 1149 are justified by specific provisions of statutes cited. Among the remaining agreements within the authority of the President are those which obtain something for the United States or yield it an advantage and those which pertain to the conduct of military operations, such as armistices.
