If the United Nations Security Council refers a case to the ICC—it has done that with a statement that we're not going to pay for any of the expenses, and we expect that the ICC parties will carry these expenses—is there an obligation on the Security Council to help enforce arrest warrants if they refer a case and the prosecutor decides to issue an arrest warrant?
