Carolyn Anderson, Secretary called the Meeting of the Members to order at 11:30 ET.

Dr. Anderson called for approval of 2022 min from the Meeting of the Members. A motion was made and seconded. The minutes were approved by the members present.

Treasurer’s Report:

Ed Merkel provided the Treasurer’s Report. Income for January through December 31, 2022, was $367,350 and expenses were $326,201. Investment losses were near $100,000. January through June 2023 reflects income of $256,020 and $135,076 in expenses. Dr. Merkel reminded the members that these financial reports do not include the expenses from the conference. Investment gains are near $60,000 for the same time period. Society assets as of June 2023 were $839,662, made up of $398,908 in the operating account, $75,596 in a 1-year CD, and $364,958 in the investment account.

He reviewed a five-year analysis of income by category, Membership, IMPS, Journal and Administration. Dr. Merkel discussed the priority for the upcoming year, which includes developing a plan to compensate for losses in future journal publishing agreements.

MOTION: A motion was made and seconded to approve the treasurer’s report as presented. The report was approved by the members present.

PsychometrikaEditor in Chief Report:

Dr. Anderson provided the Editor in Chief report on behalf of Matthias von Davier. She thanked the current Associate Editors and reviewed the Editors and Associate Editors. There were 190 submissions in 2019, 212 in 2020, 198 in 2021, and 158 in 2022. There have been 99 submissions as of July 6, 2023. Impact factor was recalculated in 2021 to include online first publication. Current impact factor is 3.0. The five-year impact factor is 3.3. Dr. Anderson introduced the upcoming ARCS special section "Model Identification and Estimation for Longitudinal Data in Practice" with Guest Editors Dr. Carolyn J. Anderson and Dr. Donald Hedeker. Dr. Anderson closed by introducing the new Executive Editor, Dr. Sandip Sinharay, whose term began July 1, 2023, and will end December 31, 2027.

New Members:

Dr. Anderson presented the list of new members of the Psychometric Society. She called for a motion to approve the members. A motion was made and seconded. The motion was approved by the members present.

Dr Anderson provided the overview of members by category. There are currently 347 regular members, 124 student members, and 30 Emeritus members, for a total of 531 members. In addition, she highlighted that there are 21 new members from emerging nations. Currently the Psychometric Society has members from 42 countries.

Dr. Anderson reviewed the election results. They are David Kaplan, Incoming President; Denny Borsboom, President-elect; Ying (Alison) Cheng, Secretary; Carolyn Anderson, Director of the Board of Trustees; Silvia Cagnone, Board of Trustees; and Peter Halpin, Board of Trustees. Because Dr. Cheng was elected as Secretary, Carl Falk was appointed to the Board of Trustees to complete the remainder of her term.

Presidential Nominations will open directly after the Meeting of the Members and nominations are encouraged from all members. In addition, there will be a call for Treasurer for the 2024–2027 term.

Dr. Anderson reviewed the Editorial Council elections. Ken Bollen was elected to the Editorial Council. Because Denny Borsboom was elected as President-elect, Jingchen Liu was appointed to complete Dr. Borsboom’ term.

IMPS 2023:

President Jeffrey Douglas discussed the current meeting at the University of Maryland. There are 376 individuals who registered for the meeting, 163 members, 55 non-members, 148 students, 4 retired members, and 6 members from developing countries. There were three individuals who registered for the short courses only. Dr. Douglas thanked the IMPS sponsors.

IMPS 2023 Proceedings: Dr. Anderson discussed the publication of the 2022 proceedings, which has just completed publication. She thanked the Editors, Marie Wiberg, Dylan Molenaar, Jorge González, Jee-Seon Kim, and Heungsun Hwang. Submissions for the 2023 Proceedings will begin directly after IMPS. Deadlines are August 1, 2023, to confirm submission and title; October 8, 2023, to submit the first draft; November 6, 2023, reviews returned to authors; and January 4, 2024, submission of final paper.

IMPS 2024:

David Kaplan and Patrícia Martinková provided an update on the meeting in Prague, Czech Republic, July 16–19, 2024, with Short Courses held on July 15, 2024. Professor Martinková will chair the Local Host Committee. The meeting will be held at Charles University and the Prague University of Economics and Business.

New Business:

Dr. Anderson called for any new business. Hearing none, she moved to the 2023 Psychometric Society Award Winners.

Psychometric Society Awards

Dr. Anderson recapped the 2023 award recipients. Klaas Sijtsma (Tilburg University) received the 2023 Career Award for Lifetime Achievement. Gongjun Xu (University of Michigan) received the 2023 Early Career Award.

Dr. Anderson reviewed the changes to Early Career Award eligibility. Eligible nominees must be members of the Psychometric Society who have received their doctoral degree within 10 years of the closing date of the nomination.

The 10-year time limit may be extended by up to 2 years for career interruptions, which may include (but are not limited to) parental leave, care responsibilities, illness/medical leave, mandatory military service, or disruptions due to civil conflicts, natural disasters, or pandemics. Interruptions must have occurred in the time since the doctoral degree was conferred.

Dr. Anderson then continued recognitions, with the 2023 Dissertation Prize winner Inhan Kang (The Ohio State University) for the dissertation "Psychometric Process Modeling: A Modeling Framework to Study Intra-individual Processes Underlying Responses and Response Times in Psychological Measurement." Dr Kang’s adviser was Dr. Roger Ratcliff.

Psychometrika Reviewing Awards

Best Reviewer Award recipients were Siliang Zhang (Eastern China Normal University) and Hao Wu (Vanderbilt University).

IMPS Awards

The Poster Award Winners were Wanjing Ma (Stanford University) for the poster "Rapid Online Assessment of Reading Ability with Computer Adaptive Testing." Wanjing Ma’s faculty advisors are Jason D. Yeatman and Benjamin W. Domingue. The second poster award was presented to Hsin-Yun Lee (National Taiwan University) for the poster "Testing structural equation models with Monte Carlo asymptotic covariance matrices." Hsin-Yun Lee’s advisor is Li-Jen Weng.

The Psychometric Society Travel Award winners were Viola Merhof (University of Mannheim), Haley Yaremych (Vanderbilt University), and Lindley Slipetz (University of Virginia). A special thank was extended to the Travel Award Judges, Dr. Jeffrey Douglas and Dr. Frank Rijmen. The Duolingo Travel Award winners were Motonori Oka (London School of Economics and Political Science), Kenny You (KU Leuven) and Lutalo Bbosa (University of South Africa). The EdAstrata Tech Travel Award winners were Aditi Bhangale (University of Amsterdam), Mingya Huang (University of Wisconsin), and Xingyao Xiao (University of California-Berkeley). The ETS Travel Award winners were Nana Asamoah (University of Arkansas), Felix Clouth (Tilburg University), and Kjorte Harra (University of Wisconsin). The Journal of Intelligence Travel Award winners were Ritesh Malaiya (University of Texas-Dallas) and Dayoung Lee (University of Notre Dame). The Mplus Travel Award winners were Zhiming Lu (Sun Yat-sen University) and Seunghyun Lee (Columbia University).

Dr. Anderson extended a thank you to the outgoing Editorial Council members Wim van der Linden and Denny Borsboom for their service. She thanked outgoing Executive Editor of Psychometrika Matthias von Davier for guiding the journal during his term. She thanked the outgoing Board of Trustees members Jean-Paul Fox and Duanli Yan, as well as outgoing Director of the Board of Trustees, Sophia Rabe-Hesketh. In closing, Dr. Anderson thanked Dr. Jeffrey Douglas for his service as President of the Board of Trustees and Chair of the IMPS 2023 Planning Committee.

Dr. Anderson called for a motion to adjourn the meeting. The motion was made and seconded. The members present approved the motion. The meeting adjourned at 12:35 p.m. EDT.
