There is evidence that seaweed production can involve a variety of physical risks, but there has been little study of how wider contextual factors – such as enterprise size, economic and business relations, and forms of employment arrangements – may affect workers’ safety. This study explores the impact of such aspects on workers’ experiences of occupational safety and health (OSH) risks and their management in the developing seaweed industry, in North West Europe. Based on qualitative findings from a survey and discussions with owners/managers, workers and stakeholders in the industry, the study identified a number of issues relating to OSH in seaweed production. These include the predominance of micro small enterprises, the presence of significant risks to health and safety and limitations in the capacity of owners/managers to address them, as well as structural and economic factors in the sector that promote precarious work, and the low visibility and inaccessibility of micro and small enterprises (MSEs) to both public and private regulations. The paper discusses experiences of these issues in the emergent industry and relates them to the wider literature about work health and safety in micro and small firms and precarious and non-standard forms of work, typically found in agriculture and food production. Findings point to the need for better orchestration of public and private regulatory influences and further research to determine if strategies that are seen as successful in other sectors could be transferred to the emergent European seaweed industry.

This article explores the relationship between precarious employment and seafarers’ control over the scheduling and location of their work, and considers the implications of this relationship for their occupational health and safety. Semi-structured interviews were carried out with 20 permanently and 17 precariously employed seafarers. In contrast with those on permanent contracts, seafarers employed by crewing agencies on temporary contracts were deployed at short notice and commenced work on vessels irrespective of whether they had experienced an adequate rest period at home. Such precariously employed seafarers were also deployed across the various sectors of the industry on unfamiliar vessels. Seafarers felt strongly that scheduling and location uncertainties were closely linked with increased risks to their safety and well-being, and it was clear that these areas of uncertainty were frequently experienced in combination, in particular, by those with precarious employment arrangements. The article, therefore, suggests that the widespread disorganisation of the employment relationship increases the occupational health and safety risks faced by those working in an already dangerous industry. It concludes that this lack of commitment by shipping companies to their workforce means that, for many seafarers, protection against these additional risks is effectively at the discretion of the captain on board.

Despite substantial endeavours of international institutions and governments around the world to promote decent work, recent years have witnessed resurgence of non-standard and precarious labour practices. This article scrutinises one of the most recently described types of non-standard work, which is known as quasi-formal or under-declared employment. Companies relying on this illegitimate strategy, which is particularly prevalent in Europe, deliberately misreport the take-home pay of their formally employed workers. Alongside the officially declared wage, a quasi-formal worker thus receives an additional cash-in-hand payment which remains untaxed. To explore why so many European Union workers accept quasi-formal jobs in spite of obvious limitations, we report the evidence from interviews with 616 workers who were surveyed within the Special Eurobarometer 284/Wave 67.3. A two-level cumulative logistic regression emphasises tax morale and the exact function of the cash-in-hand payment as the key factors in this respect. On the other hand, neither perceived detection risk nor expected penalties are found to affect the readiness of quasi-formal workers to keep obeying an illegitimate arrangement with their employer. These findings therefore endorse recent studies on the matter, which illuminate low trust in the state and fellow citizens as the main reason for many workers to voluntarily misreport their income.

The increase in pension eligibility ages in Australia, as elsewhere, throws into relief the consequences of gender inequality in employment. Because of career histories in lower paid and more insecure employment, a higher percentage of women than men are dependent on the age pension rather than on superannuation or savings and investments, and so will be disproportionately affected by deferred access. Yet, fewer women than men hold the types of ‘good jobs’ that will sustain them into an older age. Women are more likely to be sequestered in precarious employment, with reduced job quality and a greater potential for premature workforce exit. This article counterposes macro-level data drawn from national cross-sectional labour force statistics and the longitudinal Household Income and Labour Dynamics Australia survey, with case study analysis, based on interviews with 38 women in midlife insecure jobs, in order to identify the types of life course and labour market barriers that contribute to women’s reliance on the pension and the systemic disadvantage that will render them particularly vulnerable to any further erosion of this safety net. The analysis moves between this empirical evidence and a discussion, drawing on the theoretical literature, of the failure in equal opportunity endeavours over recent decades and what this means for later life workforce participation for women.

Theories of precarious employment based on the constructs of job quality and job stability have highlighted the issue of transitions, linked to gender and age, from long-duration employment in bad-quality jobs, into good-quality stable employment. This article uses Markov chain analysis to study the labour market transitions of South Korean women in different age groups. It shows the importance of differentiating the effects of contemporary labour market conditions, shaped by the forces of the moment, from conditions created by the institutional legacy of the past. Women’s traditional position in the labour market has resulted in age-linked gendered precariousness, while the conditions of the moment are generating a tendency towards less precarious employment. Transition matrices are developed for types of precarious employment defined by the combination of job stability and job quality, taking into account duration by age group, time period, and covariates. These matrices yield distributions of asymptotic prevalence, reflecting labour market conditions of the moment. The forces of the moment favour the predominance of stable good-quality employment, whereas observed prevalence at a given date is characterised by the polarisation of the labour market between stable good-quality and unstable bad-quality employment. Asymptotic prevalence reveals a steady increase in stable but bad-quality employment. Older women are observed mostly in unstable bad-quality employment, but labour market conditions are tending to attenuate this age cleavage over time, as the conditions of the moment are reducing the proportions of older women in stable bad-quality and unstable good-quality employment. The conclusion is an age-based polarisation, in which older women are faring badly, but where possibilities are now opening up to younger South Korean women, reflected in the sharp break between the situation inherited from the past and the conditions of the moment. But possibilities for younger women will be realised only through a reinforcement of government policies to support career breaks and work–family balance through decent part-time jobs.

As economies transition from industrial to post-industrial, the types of jobs available and employment conditions change. Research indicates that youth employment has been negatively impacted by these changes. For young people seeking to enter the labour market, particularly those combining employment and study, precarious employment has become the norm. However, precarious employment is, for many, no longer a stepping stone on the path to permanent employment. Many young Australians, even those with higher education qualifications, experience prolonged periods of precarious employment. To examine how new employment landscapes are experienced by young workers, we conduct analysis of data collected by the Life Pattern Project, a longitudinal mixed-methods study. Our results show that precarious employment is related to lower levels of job satisfaction and autonomy in young adulthood.

The purpose of this article is to investigate emerging areas of precarious employment in Sweden. Based on the literature on dimensions of precariousness and neoliberalism, this article will begin with an analysis of the transitioning Swedish welfare state and the contextual environment of precarious employment in Sweden. This will serve as a point of departure for the development of an occupational classification scheme including measures of income and employment security. In an empirical analysis, the occupational classification will be applied to a population-based register material including two birth cohorts of employed Swedish residents aged 28–33, with a registered income. The development of income and employment security will be described and discussed. By applying this newly developed measure of precarious employment, this article will provide a platform for future theoretical and empirical research on precarious employment in a transitioning welfare state.

The term ‘precarious employment’ is widely used to describe irregular and insecure work arrangements that have grown substantially in both rich and poor countries since the late 1970s. Like the term ‘contingent work’, precarious employment has been adopted and increasingly used by academic researchers and later policymakers since the 1980s. However, the term has deeper historical roots and its recent use can be more accurately seen as a revival as labour markets have taken on some features characteristic of an earlier period. This article examines the use of the term ‘precarious employment’ in political and public debate in the century or more prior to the 1930s, finding that in key respects, this use mirrors contemporary debates. Recognising that precarious employment was a pervasive feature of labour markets in developed countries prior to World War Two has a number of major benefits for contemporary debates. These include a better understanding of the policies that shape the extent of precarious employment. Historical evidence also provides a guide for and reinforcement of a growing body of contemporary research, pointing to both the immediate and broader social effects of precarious employment.

By the end of the 20th century, there was general agreement that most labour markets were in transition and that employment was becoming less secure. However, official labour market data have not shown a dramatic increase in temporary or casual employment. This article takes a new look at the changing characteristics of employment and offers a new method to measure employment security: the Employment Precarity Index. We use the Employment Precarity Index to assess how insecure employment associated with a ‘gig’ economy might affect well-being and social relations, including health outcomes, household well-being and community involvement.

This article presents the results of a 2021 international online survey of 419 early career researchers in archaeology. Respondents were passionate about pursuing an academic career, but pessimistic about job and career prospects. Statistics highlight specific obstacles, especially for women, from unstable employment to inequitable practices, and a chronic lack of support. Over 180 open-ended comments reveal worrying levels of workplace bullying and discrimination, particularly targeting women and minorities. The impact of the COVID-19 pandemic on early career researchers is also examined. The survey's findings are analysed and contextualized within the international higher education sector. A communal effort is necessary to create sustained change, but early career researchers remain hopeful that change can be implemented.

This article examines the relationship between food insecurity and the uncertainty and inadequate financial resources associated with low quality work among lone mother households in the United States. Food insecurity has increased since the start of the Great Recession and is particularly high among lone mother households. Using data from the Survey of Income and Program Participation, I find that mothers who have been employed part-time involuntarily and experienced job loss have an increased likelihood of experiencing food insecurity. This relationship holds even after controlling for multiple measures of household income, suggesting the relationship between low quality work and food insecurity is not solely determined by low financial resources. Results suggest that, to reduce food insecurity among lone mother families, policymakers must address both the low wages and uncertainty associated with low quality employment.

Risks of youth poverty in relation to employment have largely been overlooked both internationally and locally, especially amid the COVID-19 pandemic. Moving beyond the concepts of income, economic factors and in-work poverty as applied to the general population, we examine the multi-scalar employment risk confronting highly educated working youth (aged eighteen to twenty-nine) in Hong Kong by assessing the intersection of precarious employment and in-work poverty, which is crucial to understanding youth poverty. Drawing on in-depth interview research on creative workers, this study calls for the reconceptualisation of in-work poverty through the lens of precarious employment, which is not viewed as a separate economic entity, but as an organic whole encompassing a multi-scalar risk in economic, social, psychological and political terrains generating an existential problem shaping young people’s sense of future and work-life meaning. This article sheds light on the policy implications of high-educated youth suffering from in-work poverty in the creative industry.

Long-term poverty, precarious employment, low pay, the increased pension age and real-term reductions in welfare benefits, including bereavement allowances, have brought into focus the financial vulnerability of many older women aged 55 years and older in the United Kingdom. In this article, survey data were analysed alongside evidence from observations of debt support meetings and interviews with older women who were receiving debt advice from a support charity. The findings suggest that older women were more likely to have financial problems than older men, particularly those women who were living on low incomes and who were separated or divorced. Following the breakdown of a relationship, many older women were at increased risk of more debt and bankruptcy, particularly those aged between 55 and 64 years and those in routine and semi-routine occupations. Many women had kept their financial problems hidden due to fear and shame whilst bringing up their children and some had been subject to coercive control and economic abuse by their former husbands or partners. It is important that any pension reforms, changes to minimum wage rates, and new divorce and domestic abuse legislation and welfare policies take account of the circumstances of separated, divorced and widowed older women. More financial support and advice needs to be provided to older women facing financial difficulties.

Policies to extend working life (EWL) assume homogeneous workers face similar choices about working longer: this may be difficult for women, workers in physically onerous jobs or in low-paid precarious employment. Work-life trajectories are gendered; women interrupt employment and pension-building to provide care. There is occupational variation in capacities to prolong working lives: physically demanding jobs cause work-related health deficits. The precariously employed cannot contribute regularly to pensions and may face age discrimination. This research provides an inter-occupational and cross-national dimension to EWL research, comparing women teachers and health-care workers in the United States of America (USA) and Republic of Ireland. It documents intra-cohort distinctions that emerge among women when considering educational opportunities and occupational tracks expressed in lifecourse trajectories and accumulated capacities for extended work. Analysis draws on interview data from ten teachers and ten health-care workers in each country, comparing the implications of EWL policies for women workers: in precarious versus secure occupations and occupations with different physical demands. It reveals work-life trajectories leading to poorer financial and health outcomes for older health-care workers, especially in the USA. Most women (regardless of occupation or country) opposed extending working life, with concerns ranging from health status and ability to work to the desire to have healthy years in retirement. The most important distinctions are between the occupational categories considered, rather than cross-national differences. Implications for national and work-place policy and research are considered.

The purpose of this paper is to advance an approach to analyzing decision-making by front line public officials. The notion of discretion in front line decision-making has been examined widely in the law and society literature. However, it has often failed to capture the different kinds and levels of decisions that enforcement officials make. Taking an interdisciplinary approach that draws on political, sociological, and legal analysis, we propose a new conceptual framework, one that draws a sharper distinction between discretion and judgment and teases out distinct levels in the scope and depth of decision-making. We then use this framework to create a conceptual map of the decision-making process of front-line officials charged with enforcing the Employment Standards Act (ESA) of Ontario, demonstrating that a deeper, more precise analysis of discretion and judgment can contribute to a richer understanding of front line decision-making and its social, political, and legal implications.

This paper tells the story of how full-service restaurant work is organized in such a way that sexualized interactions between customers and women working as servers, bartenders, and hostesses become enmeshed in the labour process. Key to this organization is how law contributes to making restaurant work precarious. With the unique gendered wage-tip relation, a relation legitimized and reinforced through lower minimum wage regulations for alcohol servers, workers rely on customers for tips. This fuels a relationship of unequal power that leaves workers vulnerable to sexual harassment and sexualized interactions with customers as the price to be paid for a tip—a form of institutionalized quid pro quo. Moreover, power relations become intensified in a work environment where employee schedules, duration of shifts, the regulation of tips, and overall income are insecure and unpredictable—all of these characteristics are attributable, in large part, to shortcomings of employment standards legislation in British Columbia.
