Although often theorized, empirical research on the relationship between MPs’ parliamentary behaviour and their chances to realize career ambitions is relatively scarce. This article holistically analyses the effect of MPs’ (1) party loyalty, (2) activity level and (3) the quality of their parliamentary work on MPs’ prospects for re-election and their promotion to higher parliamentary office. Based on a unique combination of behavioural and peer assessment data on 325 federal and regional MPs in Belgium (2014–2019), we find that particularly MPs’ loyalty and activity level improve their career prospects in the subsequent term, in contrast to more qualitative aspects of their parliamentary work. These findings provide important new insights into how and to what degree legislators are rewarded for their parliamentary performance.
Despite theoretical arguments suggesting the strong effects of presidential term limits and re-election on democracy, there is surprisingly little empirical evidence to evaluate them. We test both the effect on democracy of the existence of a consecutive re-election rule and of reforms introducing it for incumbent presidents. Using evidence from Latin American countries between 1945 and 2018, we test their relationship to both vertical and horizontal accountability. A synthetic control method is employed to account for the effect of term-limit reforms, and time-series cross-section models for modelling the association with the re-election rule. Both vertical and horizontal accountability as well as the quality of democracy are eroded by term-limit evasion reforms in most countries and strengthened in none between 1990 and 2018. Allowing presidents to run for re-election – relative to term-limited ones – is consistently associated with weak democratic outcomes.
This study documents that the electoral cost of major pension reforms is lower in countries where the level of financial literacy is higher. The evidence from data on legislative elections held between 1990 and 2010 in 21 advanced countries is robust when we control for macroeconomic, demographic, and political conditions. Interestingly, these findings are not robust when we use less specific indicators of human capital as general schooling, supporting the view that knowledge of basic economic and financial concepts has distinctive features that may help reduce the electoral cost of reforms having a relevant impact on the life cycle of individuals.
A large literature argues that the committee assignment process plays an important role in shaping legislative politics because some committees provide legislators with substantial benefits. However, evaluating the degree to which legislators benefit from winning their preferred assignments has been challenging with existing data. This paper sheds light on the benefits legislators accrue from winning their preferred committee assignments by exploiting rules in Arkansas’ state legislature, where legislators select their own committee assignments in a randomized order. The natural experiment indicates that legislators reap at most limited rewards from winning their preferred assignments. These results potentially raise questions about the robustness of widely held assumptions in literatures on party discipline and legislative organization.
