The central focus of the book is the state's efforts to industrialize Myanmar, first through direct intervention and planning under a socialist economic framework as interpreted by the state leaders (1948-88) and lately (1989 onwards) through state-managed outward orientation. In examining developments during the 1948-88 period, this study situates the Myanmar case within the developmental state paradigm, whereby a critique of the investment-driven -pathway of Myanmar's political economy under socialist ethos is provided. On the other hand, in examining the post-1988 period, the focus is on drawing attention to continuities regarding the state's crucial role, despite attempts to introduce market-conforming policies and practices, in economic development in general and industrialization in particular.
In a nation pledged to Unity in Diversity, few industries could be more important than interisland shipping. Yet, since independence, problems plaguing interisland shipping have continued, despite the rehabilitation and modernization under the New Order Government. This book tries to understand the problems in terms of the conflict between market forces and government regulation. In the process it sheds light not only upon the industry but also upon an important aspect of modern Indonesian history, upon the nature of the business firm in Indonesia, and upon the formulation and implementation of government policy.
The ASEAN Regional Forum (ARF) is the only Asia-Pacific-wide forum for consultations and dialogue on political and security issues. Although many articles and books have been published on the ARF, this is one of the few books that treat the forum comprehensively and from the standpoint of the region itself. It traces the ARF's origins, the efforts to move it from confidence building to "preventive diplomacy", and the forces that hold them back, analysing the strategic environment that both constrains the ARF and makes it essential. The book discusses the question of participation, describes the numerous cooperative activities that the participants undertake, and deals with the issue of institutionalization. Finally, it assesses the ARF as a forum and a process on its own terms. The book is written by the former ASEAN Secretary-General and former senior official who was involved in the ARF's early years.
India's emergence of a great power has sensitized its regional neighbours to its growing role as a key security actor in an increasingly interdependent world. Both Australia and ASEAN now view India as a major player in the formulation and application of their own broad security agendas. This emerging trilateral compendium is particularly evident in such policy areas as maritime security, climate change, energy security, law enforcement, "good governance" and the politics of security institutions or "architectures". This book represents one of the first systematic efforts to consolidate these diverse but important concerns into an overarching framework for ascertaining and cross-comparing how these three entities are approaching these policy challenges, individually and collectively. It argues that the dynamics underlying their intensifying security relations are sufficiently important to conceptualize them as a distinct analytical framework that needs to be understood in the larger context of Asia-Pacific security politics.
Lim Kim San's name is linked inextricably to Singapore's public housing. This is entirely appropriate because he played a crucial role in the success of the Housing Board, which transformed both the country's physical landscape and gave Singaporeans a tangible stake in the future of their young nation. However, important though Lim's role was at the Board and as Minister for National Development, it was not his sole contribution to Singapore. He made a decisive difference in several other key areas, including Finance, and Interior and Defence. This biography draws on Lim's Oral History Interview, which was made accessible to the author, the Hansard, Lim's speeches, and newspaper clippings, in addition to fresh interviews conducted with other Singapore leaders who had worked with Lim. The result is a composite picture of a great Singapore leader.
Well over half of the world's Muslim population lives in Asia. Over the centuries a rich constellation of Muslim cultures developed there and the region is currently home to some of the most dynamic and important developments in contemporary Islam. Despite this, the internal dynamics of Muslim societies in Asia do not often receive commensurate attention in international Islamic Studies scholarship. This volume brings together the work of an interdisciplinary group of scholars discussing various aspects of the complex relationships between the Muslim communities of South and Southeast Asia. With their respective contributions covering points and patterns of interaction from the medieval to the contemporary periods, they attempt to map new trajectories for understanding the ways in which these two crucial areas have developed in relation to each other, as well as in the broader contexts of both world history and the current age of globalization.
The Chinese in Indonesia have played an important role in Indonesian society before and after the fall of Soeharto. This book consists of papers that present the findings of research done by the SMERU Research Institute in Jakarta, Indonesia. Most describe the effects on the poor of the Indonesian economic crisis of 1997-98 and the response of the Indonesian government in the form of a Social Safety Net consisting of poverty mitigation programs. With the gradual recovery of the economy after 2000, the Indonesian government began reducing subsidies for fuel products and has channelled budgetary savings into a new series of targeted social protection and poverty alleviation undertakings that include unconditional cash transfers. The effectiveness of Indonesia's poverty alleviation programs has, however, been reduced by the difficulty of targeting beneficiaries accurately because of a lack of reliable, up-to-date poverty figures. In many instances unsuitable targeting methodology has been compounded by bad governance at the local level, while the introduction of regional autonomy, accompanied by the decentralization of authority to the district level, has formed a further complicating factor.

The creation of a national school of Islamic law in Indonesia has been on the legal agenda for the past fifty years. This book is a summary of what has been achieved. The material shows us a complex range of references for syariah. These include the formal structures of a "new fiqh", philosophies of law, transmissions of syariah through tertiary curricula and the Friday sermon in mosques, a bureaucratic form for conducting the Hajj, and contemporary debates on syariah values as expressions of public morality. This book considers Malaysia-Singapore relations from a range of disciplinary perspectives. Geographical proximity, historical linkages, material flows, and movements have long connected the peoples and territories of Malaysia and Singapore in various ways and with varying degrees of intensity. Relations between the two countries have been shaped not only by competing visions of the nation and the different trajectories taken by these countries' nation-building projects, but also by the reality of economic interdependence and competition, security cooperation, and increasing embeddedness in the market-created East Asian region. This book offers an in-depth and detailed analysis of the political processes that led to formation of the Federation of Malaysia in 1963. It argues that the Malaysia that came into being following the amalgamation of Malaya, Singapore, Sarawak and North Borneo was a political creation whose only rationale was that it served a convergence of political and economic expediency for the departing colonial power, the Malayan leadership and the ruling party of self-governing Singapore. "Greater Malaysia" was thus an artificial political entity, the outcome of a concatenation of interests and motives of a number of political actors in London and Southeast Asia from the 1950s to the early 1960s. The book contrasts the complicated negotiations and hard bargaining between Singapore and Malaya on the critical issues of citizenship, control of finances and the development of a common market during the lead-up to merger with the relative ease with which the North Borneo Territories were incorporated in the Federation. The haste and testing conditions in which negotiations were conducted between 1961 and 1963, often with the British facilitating the process as an "honest broker", led to a number of unresolved compromises between Singapore and Kuala Lumpur. These compromises, however, did not obviate the possibility of future difficulties, and the seeds of dissension sown by the disagreements between the two governments were to sprout into major crises during Singapore's brief history in the Federation of Malaysia.

The Korea-Singapore Free Trade Agreement (KSFTA) is Korea's first comprehensive FTA involving any ASEAN member country and provides a framework for building a strong strategic and economic partnership between Korea and the ASEAN countries. It is therefore designed to be a building block in the process of community building efforts towards an East Asian Community in the long run as well as towards global free trade. This book analyses and documents the rationale behind the agreement and its impact on the economies of Korea and Singapore, underpinning the growing economic linkages between the two countries that have become stronger since the enforcement of the agreement.
This book is the first on the history of the marine fisheries of Southeast Asia. It takes as its central theme the movement of fisheries into new fishing grounds, particularly the diverse ecosystems that make up the seas of Southeast Asia. This process accelerated between the 1950s and 1970s in what the author calls 'the great fish race'. Catches soared as the population of the region grew, demand from Japan and North America for shrimps and tuna increased, and fishers adopted more efficient ways of locating, catching, and preserving fish. But the great fish race soon brought about the severe depletion of one fish population after another, while pollution and the destruction of mangroves and coral reefs degraded fish habitats. Today the relentless movement into new fishing grounds has come to an end, for there are no new fishing grounds to exploit. The frontier of fisheries has closed. The challenge now is to exploit the seas in ways that preserve the diversity of marine life while providing the people of the region with a source of food long into the future.
Democratization in Indonesia has altered the political decision-making processes in many ways. It has also brought about tremendous change to the role of the Indonesian parliament in the country's political system. Once characterized as a powerless rubber stamp, the parliament has developed into a comprehensive and more representative body able to fulfil its functions more adequately. In the literature on democratic transition, the impact of parliaments on regime changes and on the democratic reorganization of the most important state institutions and regulations is usually neglected. In the Indonesian case, however, the national parliament was one of the most decisive actors and is therefore the focus of this book. The author analyses the parliament's contribution towards the process of democratization. Thus, this book contributes not only to research on the Indonesian democratization process, but also to the comparative research on parliaments in transition processes in general.
The book analyses modern tendencies in the development of regional economic cooperation in East Asia which is considered by regional countries as their response to growing challenges of globalization. Trying to protect their national interests by collective efforts they are promoting regional commercial, investment, and financial cooperation as measures aimed at improving the efficiency of their economies. These steps however are not regarded as a counterweight to globalization but merely directed against most negative manifestations of the latter and in fact are realized as one of the forms of globalization at the regional level.
