So which was the true Gestapo? What do the vastly different experiences of certain groups tell us about the relationship between state and society in a popular dictatorship? The Denazification Panel certainly believed that Dahmen represented an extreme outlier among station leaders. Its members were particularly impressed that he had prohibited unsanctioned violence. “Several negotiations” and “personal knowledge” had convinced them that Dahmen lacked a “basic National Socialist attitude.” His efforts to remain with the criminal police “made his explanations and statements believable.” Their final ruling classified him as a category IV lesser offender with no special limitations. Hans’ observations about power of decision over enforcement went entirely unremarked in their judgment.1
