Summary
Foreword
Competition was one of the foundation stones of the original Common Market. One of the defined activities was ‘the institution of a system ensuring that competition in the common market is not distorted’. Environmental policy is a latecomer.
The underlying Community economic theory and policy was essentially based on the principles of classical economics. It puts the welfare of the consumer at the centre. As Professor Bork has put it, competition law ‘cannot properly be guided by any goal other than consumer welfare’.
