Aboriginal children in Australia are over-represented in both the child protection and juvenile justice systems. Using Western therapeutic models of practice with Aboriginal people who live in remote communities can be highly problematic. Moreover, the historical legacy of past and present legislation, government interventions and racist service provision needs to be acknowledged and addressed prior to any service implementation. This paper presents a therapeutic model of practice that incorporates Aboriginal concepts of healing and spirit within a creative therapeutic framework. It will demonstrate how the model works through principles of community engagement and capacity building, enabling the provision of a culturally derived therapeutic intervention that involves a synergy of both Aboriginal- and Western-based healing practices. The findings from the implementation of the TeaH model affirm the need to incorporate Aboriginal concepts of healing, spirit and creative therapies into mainstream practice with Aboriginal people.

Parental licensing is the idea that parenting competence should be demonstrated prior to adults achieving full parental rights. It is a long-standing idea that is alive among a host of academic philosophers, political scientists and others interested in children’s rights. The question is – is the notion of parental licensing a good idea or is it an extreme authoritarian response to the social problem of child abuse and neglect? The next question is – if parental licensing was in place, who would decide on parental competence, what are the boundaries of competence and how would competence be measured? And what about those adults who are deemed as incompetent? It is worth considering the proposition that, by endorsing the concept of the “best interests of the child” and passing legislation that gives standing to the removal of a child from parental care, by default this constitutes a system of parental licensing.

Risk assessments by expert witnesses appointed by the Family Court of Australia (FCA), and as informed by findings of any investigations by police and child protection agencies, play a critical role in the adjudication of custody disputes involving allegations of child sex abuse. This study focuses on the contribution made by these independent advisors as documented in the FCA trial transcripts of a sample of 62 such cases in the period 2012–2016. Analysis reveals that those responsible for assessing risk shared a concern for an emerging pattern of applicant responsibility for systems abuse, in conjunction with emotional abuse, as a significant child protection issue. It also raises issues for the Court when there are multiple risk assessments coming from experts who bring different disciplinary and organisational perspectives. As an exploratory study, the implications of these findings need to be viewed through the lens of protecting the best interests of the child.

Young people’s well-being has attracted significant policy and research attention in Australia and internationally for at least three decades. Despite this, there is no consensus about what it means, how it can be measured or, most importantly, what supports young people’s well-being. This paper adopts a definition of well-being as a multidimensional process, comprising subjective, material and relational factors. Drawing on self-report data collected at two time points from young people (aged 9–14 years) living in rural and regional New South Wales (N = 342 at baseline and N = 217 Wave 2), this paper seeks to identify the salience of these factors to well-being, measured through Perceived Self-Efficacy. Our analysis suggests that a sense of belonging, safety and the presence of supportive adults all appear to support enhanced well-being. The paper concludes with recommendations for policy makers and communities wishing to better support the development of young people’s well-being.

Consultation with children is a delicate art, and consultation with vulnerable children, even more so. Experienced clinicians believe best practice in undertaking such work requires tertiary studies in social work or psychology combined with extensive supervised clinical experience. The current pathways to becoming a children’s lawyer in the Northern Territory do not involve mandatory training in child well-being, and yet lawyers are asked to consult with highly traumatised children and bring the voices of children into the courtroom. Lawyers for young children are additionally required to provide an opinion as to what they believe to be in the best interests of the child, without a social work or psychology-based qualification, training or in-depth guidelines to support their position. This article looks at what the law says about child consultation, what child development research says about child consultation and child consultation in practice in a Northern Territory child protection setting. At its conclusion, the author discusses potential pathways forward for lawyers and clinicians to work together in safe practices of child consultation.

This paper presents a scoping review of the literature on child participatory research in Australia published in academic journals between 2000 and 2018. The review focused on research designed to engage with children and young people in the development, implementation and evaluation of services. A total of 207 papers were identified and distributed across eight service sectors: child protection and family law, community, disability, education, health, housing and homelessness, juvenile justice and mental health. The papers were reviewed against Shier’s participation matrix, demonstrating that almost all of the identified papers included children only as participants who contributed data to adult researchers. Only a small number of papers involved children and young people in the other phases of research, such as designing research questions, analysis and dissemination. There is a clear interest in the engagement of children and young people in service design and decision-making in Australia. This paper is intended to serve as a catalyst for discussion on where there are gaps and where further Australian research is needed.

This article reports on the development of the Facial Emotion Recognition and Empathy Test (FERET) as a reliable and valid tool for assessing facial emotion recognition and empathy skills in primary school-aged children. Pictures of human faces developed by the researcher were used as response options for the children. The range of response options and their associated scores were constructed based on the Two Factorial Consensual Mood Structure, which indicates dimensions of emotions. Four hundred and twenty-two primary school children participated in the research. The children were asked to recognise emotions and display the appropriate empathetic response. Data were analysed through item analysis, exploratory factor analysis (EFA) and Item Response Theory (IRT). As a result of item analysis, FERET has been designed to include 6 items related to facial expressions of key emotions and has been found to have an internal consistency coefficient of .82 and be unidimensional. Results from the IRT indicated that all the items in FERET discriminate better responders from poor responders. It was concluded that FERET can produce reliable and valid results in measuring facial emotion recognition and empathy skills among primary school children.

Narratives are a powerful tool for transferring knowledge and culture. They have a profound effect on our psyche and our attitudes to messages and teachings. The transfer of information through traditional teaching and lectures is often less effective in changing a belief or understanding than using narrative. In this discussion paper, I explore this phenomenon and examine the persuasive effect of cultural narratives. The discussion also considers the impacts of cultural narrative as an educative tool on parental attitudes towards childhood immunisation. I explore the changing nature of the way parents with young children communicate and seek information and early childhood educators’ roles in their lives within the Australian context. Understanding the way humans are drawn to narrative may be beneficial to health workers, early childhood educators, family workers and those who plan health education programmes. To effectively target their messages, it would be of benefit to public health officials to have knowledge about how parents with young children inform themselves and develop health beliefs, and the extent to which parents’ ideas become fixed.

To promote the rights, well-being and development of the child, and for the benefit of families and the community, attachment should be a central focus of early childhood intervention (ECI) under the National Disability Insurance Scheme (NDIS). ECI Key Workers have the opportunity to positively influence parent–child relationships and are encouraged to do so by the ECI national guidelines. This article identifies how elements of the NDIS design and implementation may be counterproductive to fostering attachment security in children. These elements can lead to delayed intervention; increased parental stress; reduced expertise of service providers; and financial disincentives for best practice in working with disadvantaged families. The article highlights the implications for children with a disability and their families in Australian society and identifies lessons for the design and implementation of social policy.

This paper explores foster carers’ therapeutic capacities. This topic arises from advances in knowledge of the adverse effects of complex trauma on children’s social, emotional and cognitive development. A growing expectation of fostering agencies is that their carers work within a therapeutic framework. Knowledge of foster carers’ therapeutic capacities has importance, because while foster carers are the primary agents of therapeutic change for these children, the skills and processes in which they do so are not well understood. Eighteen foster carers who work within a therapeutic framework were interviewed about their perceptions of therapeutic care. Their responses were analysed using an ecological systems framework. Foundational to therapeutic care is the mesosystem, the relationship between the foster carer and the child. Key elements of this relationship are safety, trust and love. There are two other aspects to therapeutic care: the microsystem, which represents therapeutic capacities that foster carers exercise to help in the recovery of these children, and the exosystem, which includes the networks of support that foster carers require to exercise therapeutic care. This paper will present key findings relating to foster carers’ therapeutic capacities. I will also consider some key implications for fostering agencies.

The relationship between alcohol and other drugs (AOD) misuse and intimate partner violence (IPV) is well established. However, there is a pressing need for knowledge translation in relation to the association between AOD, IPV and child abuse and neglect. A substantial number of research studies and literature reviews on the relationship between AOD and IPV have appeared over the past several decades. However, heterogeneity across the literature reviews and findings, as well as in methodological differences and limitations, may contribute to interpretive difficulties that confound conclusions and/or create confusion among the researchers, practitioners and policy makers who turn to this literature for guidance in their research, treatment and policy decisions. To address this issue, this paper examines the evidence on the topic of AOD and IPV through a focused review-of-reviews methodology to compare and synthesise the overall patterns of findings derived from several reviews that have investigated the literature on the relationship between AOD and IPV. The results derived from the review-of-reviews are synthesised and integrated to present an understanding of the association between AOD and IPV in reference to child abuse and neglect. The limitations for research and practice are discussed, placing particular focus on knowledge translation in relation to child welfare policy and parents and children involved with child protection authorities.

The focus of this study was on the application of orders for supervised access made by the Australian Family Law Court in cases that involved conflicting claims by custodial and noncustodial parents. Based on accessible Court transcripts for the 28-month period ending in early 2019, 103 cases involving 172 children were identified in which orders required supervision for visitation and/or changeovers. The patterns found through thematic analysis suggest that there is a shift to increasing use of final orders involving supervision through child contact centers as either an indeterminate or permanent arrangement. This shift has significant implications for current models of supervised access/changeover, and a greater understanding in terms of the outcomes being achieved is required.

On 1st July 2015, Out of Home Care (OOHC) services in the Australian Capital Territory (ACT) joined together to form the ACT Together consortium and aimed to improve outcomes for children and young people who are unable to live with their birth families. Within the consortium, the Therapeutic Services Team (TST) steers the evolution of trauma-informed therapeutic practice, a key focus of which is the establishment of therapeutic care. Current research indicates that a holistic therapeutic approach has the greatest impact in supporting a young person to overcome adverse childhood experiences. This leads to the necessity of a therapeutic care system providing input across the whole domain of OOHC, including trauma-informed therapeutic carers. A common issue met by the TST is the lack of clarity regarding the difference between therapeutic intervention and therapy. This paper defines the concepts of therapy and therapeutic care, discusses how this forms a continuum which flows throughout the whole OOHC system and reflects on what support carers require to make the shift to becoming therapeutic carers, including outlining their role in underpinning better outcomes for the children and young people who pass through their doors.

A growing body of literature indicates that corporal punishment (CP) has the potential to adversely affect the mental and physical wellbeing of children in childhood as well as into adulthood. Corporal punishment of children in the home is legal in all states and territories in Australia, but not much is known about this type of family violence in the Australian context. This article presents a review of the literature currently available on the prevalence of CP of children in the home in Australia, covering online surveys, academic research, government data and grey literature. The role of online surveys is examined, and the lack of data available from government studies concerned with the wellbeing of children is also explored. There is found to be an overall lack of consistent data available on CP of children in the home in Australia, and this article calls on researchers and policymakers to further research and act on this aspect of family violence.
