The COVID-19 pandemic and government responses led to a halt in economic activity. While this reduced pollution in urban areas, its effect on deforestation in areas outside of cities is unclear. Deforestation may have decreased due to the restrictions on economic activity, but, it may have increased due to the drying up of alternative income sources. We analyzed bi-weekly data on tropical forests worldwide in relation to the dates when different countries implemented lockdown restrictions. Our analysis found that while lockdowns did reduce mobility in forest municipalities, the average effect on deforestation was not significant. However, we did observe variations in the impact of lockdowns on deforestation based on the share of lockdown-vulnerable GDP and the level of government effectiveness. These results stand across tropical countries and within Colombia. These findings highlight the importance of alternative income sources and strong state capacity for effective policies aimed at reducing deforestation.

We investigate the effect of women's political representation in the state legislative assembly and public administration on natural disaster mortality in 20 Indian states from 1981 to 2019. The paper combines two critical dimensions: political and administrative representation of women and disaster risk reduction. Results suggest that women's political representation reduces total disaster mortality after controlling socioeconomic and political covariates; however, the effects are statistically insignificant for the current and lag periods. We find that a one standard deviation increase in women's representation in public administration lowers total disaster mortality by 20.6 percentage points, which is 9.8 per cent of the sample mean. We observe the impacts of female administrative representation on gender-specific human development outcomes through reduced male and female disaster mortality, and we explain some mechanisms. Thus, women's political and administrative representation is crucial for addressing disaster mortality as it has major public health consequences.

The predictions of the adverse effects of greenhouse gas emissions on climate change are now accepted. Somewhat less attention has been given to the economic, social, and political consequences. The three interact: the former will have social and political effects, which in turn will harm economies and economic well-being. This analysis of poor countries draws on much recent evidence and various projections. Climate damage contributes to internal political instability and conflict. There is a risk that poor countries will be driven down economically, so reducing the capacity of their governments: some will become fragile states. Internal migration is likely to become a central policy issue. However, international migration will also grow. Climate damage will drag countries into both cooperation and conflict with each other. The effects on sending countries, contiguous countries, and destination countries are examined. This scenario presented is predictive but should be taken as a warning.

We investigate the effect of water quality on the educational outcomes of children aged 8–11 in 39 districts in five states in the Ganges Basin of India. Using data from the Centre for Pollution Control Board of India and the Indian Human Development Survey (IHDS) 2011–12, we study the effect of water quality in the Ganges Basin on the performance in three test scores. Our evidence suggests that faecal coliform levels in water sources above safety thresholds negatively affect reading and writing test scores. The effects of Nitrate-N and Nitrite-N in the water appear to be weaker compared to those of faecal coliform. The results establish that water pollution caused by excessive presence of faecal coliform is an important environmental factor in determining educational outcomes of children. High levels of faecal coliform in the water could be lowering cognitive abilities of the pollution-affected children through the channel of waterborne diseases.

This study exploits the correlation between Yellow River flooding and human capital accumulation using county-level data from Anhui, Hebei, Henan, Jiangsu, and Shandong provinces in China. Employing a spatial regression discontinuity approach, we compare the differences in human capital accumulation within and beyond the Yellow River floodplain areas (YRFA). Empirical results show human capital accumulation in the YRFA is at least 12.1 percent lower than outside the YRFA. Furthermore, our results demonstrate intergenerational transmission and gender differences in the negative impact of the Yellow River flooding on human capital accumulation. The baseline specifications of this study are not affected by drought and overall natural disasters. This paper documents historical human capital accumulation, clan power, and social trust, through which Yellow River flooding has a long-term impact.

We examine how agricultural subsidies may induce deforestation and interact with conservation programs by analyzing two large-scale national programs in Mexico that have existed simultaneously for more than a decade: an agricultural subsidy for livestock (PROGAN) and a program of payments for ecosystem services (PES). Looking across the entire Mexican landscape, we exploit the surprises in the timing of enrollment in PROGAN's waves, fluctuations in program payments, and the change in the value of the subsidy induced by inflation and currency fluctuations to identify the impacts of the livestock subsidy on environmental outcomes. We find that PROGAN increased municipal deforestation by 7 per cent. The deforestation effects of PROGAN were smaller in municipalities with higher concentrations of PES recipients. We suggest that livestock subsidies could be better targeted to places with low deforestation risk and high livestock productivity to maximize food production and minimize negative externalities caused by deforestation.

The literature on the impacts of transport corridors points to a tradeoff between income and environmental quality. We estimate the impacts of India's Golden Quadrilateral and North-South-East-West highways on income and environmental quality to test this tradeoff hypothesis. Applying the difference-in-difference method to district level data, we find that the highways increased both local income and particulate matter air pollution. The estimated increase in air pollution is robust to using an instrumental variables approach, while that in income is not. Examining heterogeneity in these impacts, we find that the income–environment tradeoff was less steep in districts with initially higher educational attainment rates because they experienced a smaller increase in air pollution due to the highways.

Floods often displace people and exacerbate their access to finance, affecting the livelihood of daily wage workers in least-developed countries. In August 2017, Nepal experienced the heaviest rainfall in more than 60 years, severely flooding about 80 per cent of the land in the southern part of the country. Using the two-way fixed effects approach and an event study design, we evaluate the impact of severe flooding on the wages of agricultural workers. We show that the 2017 floods resulted in a 9–10 per cent decrease in cash wages among agricultural households while in-kind wages of agricultural laborers increased significantly after the floods, implying that in-kind wages helped mitigate the adverse effects of floods on cash wages. We also investigate changes in assistance, loan-seeking behavior, loan repayment, and collection behavior as mechanisms leading to the risk-mitigating behavior by farmers.

Urban green spaces are primarily recognized for their ability to provide opportunities for recreational activities. However, these spaces also offer a broader range of ecosystem services and benefits, which are often overlooked by city inhabitants and the government. This paper utilizes choice experiments to estimate the benefits derived from ecosystem services provided by undeveloped natural areas and urban parks in San José, Costa Rica. We evaluate three ecosystem services provided by undeveloped natural areas, namely habitats for animals and plants, hydrological control, and recreation. Additionally, we estimate the benefits derived from the restoration and construction of three types of urban parks: neighborhood, metropolitan, and central district parks. The results demonstrate that individuals place significant value on the restoration of undeveloped natural areas and urban parks. The findings also indicate variations in the valuation of ecosystem services between undeveloped natural areas and different park types, as well as among households.

The Black Sea is an enclosed sea surrounded by six coastal countries, of which Bulgaria and Romania are EU Member States. The Convention for the Protection of the Black Sea Against Pollution was ratified in 1994 by all coastal countries. This Convention is the only European regional sea convention to which the EU is not a Party. While Romania and Bulgaria are in favor of EU accession to the Convention, Turkey, Russia and Ukraine thus far have blocked accession. In this paper, we develop a negotiation model with endogenous enforcement and exogenous fraud to analyze the different positions of groups of coastal countries relative to EU accession to the Convention. Our model contributes to defining a proposal that the EU could make to the opposing states such that they accept the EU as a Party to the Convention. In that context we investigate also whether Romania and Bulgaria might be better off delegating their decision power to the EU, rather than retaining their individual voting rights.

This paper tests the pollution emissions and institutional quality nexus in Africa. Specifically, we analyze the effect of the political regime and the quality of political governance on CO2 emissions. To control for endogeneity, we apply the system generalized method of moments on a dynamic panel of African countries over the period 1996–2020. The key finding suggests that better institutions have a negative and significant effect on pollution in Africa. The findings also validate the environmental Kuznets curve hypothesis. Moreover, the results support the pollution haven hypothesis. Finally, if digitalization significantly curbs pollution, then industrialization, natural resources, as well as the intensive use of energy, are considered as positive predictors. All the sensitivity and robustness tests globally validate the strength of the negative association between the good quality of institutions and the level of polluting emissions in Africa. The results call for some policy recommendations in environmental regulation for African economies.

Based on a contingent valuation method survey on air quality improvement in northern China, we construct several subjective perception determinants of respondents' valuation uncertainty from both the demand and perceived supply sides. Using the individual-level uncertainty measurements initially proposed by Wang and He (2011) and their alternative transformations, we analyze how these factors of demand and perceived supply sides affect people's valuation uncertainty. Our results demonstrate the significant contribution of these determinants in explaining respondents' uncertainty. On the demand side, people who ‘don't know much’ about benefits-related factors have the highest level of uncertainty, and those claiming to ‘know nothing’ most often report the lowest level of uncertainty. On the supply side, people who either do not trust or are not satisfied with the control policies tend to be more certain of their valuation. The subsequent analyses also suggest that these results be interpreted as negative certainty, which is attributed to a lack of interest.

In this paper, we consider four scenarios for economic optimal management of a fisheries resource by a high sea and coastal fleet segment. These scenarios differ with respect to whether a common or two separate fish stocks are considered and whether the profit from land-based processing is included. The model is parametrized using the Greenland halibut fishery on the west coast of Greenland as an empirical case. For this fishery, we show that the relative ranking of the optimal high sea industry harvest and profit compared to the coastal industry harvest and profit depends on the chosen scenario. When comparing the scenarios for optimal management and the actual situation, we find that the fish stock tends to be overexploited.

This study applies surveys of business and household expenditure to draw inferences about the size of regional multipliers to assess the cascading economic impacts of the data-limited Indonesian tropical tuna fishery. The average business-level production multiplier was estimated at around 1.3 across survey respondents, while household-level consumption effects were considerably higher, with the total economic effect roughly three times larger than the production value. A statistical analysis using generalized additive models suggests that there is considerable difference in production multipliers across regions, driven by the individual characteristics of operators, such as revenue/profit, size of the boat, type of gear, and the class of the port where the business is located. This research has the potential to provide a practical management tool to measure flow-on economic impacts of a fishery when information necessary for more formal economic analysis is unavailable, such as for data-limited fisheries or small regional studies.

This study analyzed the impact of environmental regulation, specifically the “2+26” regional strategy for air quality improvement, on corporate research and development (R&D) investment in China. We developed a theoretical model based on the argument that R&D investment rises with regulation intensity. Using 2010–2019 data from China's listed companies located in the Beijing-Tianjin-Hebei region and its surrounding areas, we treated the $2+26$ policy as a quasi-natural experiment and adopted a difference-in-differences approach to explore its effect on firm R&D input. A positive association was observed between firm R&D intensity and the $2+26$ strategy's implementation in major polluting industries. Our results provide in-depth insights into the $2+26$ strategy's economic consequences, which are potentially of interest to both scholars and policymakers.

This paper examines the impact of cross-ownership on the strategic incentive of environmental corporate social responsibility (ECSR) within a green managerial delegation contract in a triopoly market engaged in price competition. It demonstrates that bilateral cross-ownership between insiders provides weak incentives to undertake ECSR, which has a non-monotone relationship with cross-ownership shares, while it provides strong incentives for outsiders, which increases the ECSR level as cross-ownership increases. It also compares unilateral cross-ownership and finds that a firm that owns shares in its rival has a greater incentive to undertake ECSR than its partially-owned rival, while an outsider has more incentive than firms in bilateral scenarios. These findings reveal that a firm's incentive to increase a market price through ECSR critically depends on its cross-ownership share, while it decreases environmental damage and increases social welfare when the environmental damage is serious.

Ensuring energy access for rural households is crucial for global sustainable development. Technologies like liquefied petroleum gas, biogas, and efficient cookers are touted as solutions, yet their adoption remains limited despite their potential health, economic, and environmental benefits. We conducted a meta-analysis of 50 studies in developing countries, integrating contextual factors to explore gender and other determinants impacting rural energy transition. Our findings underscore socioeconomic status, social capital, environmental concerns, and gender dynamics as pivotal factors. Notably, women's involvement boosts adoption rates by 7.90 per cent, yet cultural barriers often sideline them from these processes. Thus, our recommendations stress addressing women's roles as energy technology users to foster inclusive energy transitions.

The purpose of this paper is to analyse the effects of natural resources on income inequality conditional on economic complexity in 111 developed and developing countries from 1995 to 2016. The system-GMM results show that economic complexity reverses the positive effects of natural resource dependence on income inequality. Furthermore, results are robust to the distinction between dependence on point resources (fossil fuels, ores, and metals), dependence on diffuse resources (agricultural raw material), and resource abundance. Finally, there are significant differences between countries, depending on the level of ethnic fragmentation and democracy.

From 2013 to 2015, China gradually established nationwide air quality monitoring stations and began to release real-time air pollution information to the public. We exploit step-by-step environmental regulations across cities to identify the effects of information disclosure on air pollution. We find that information disclosure significantly decreases the concentrations of PM2.5 and PM10. Through mechanism analysis, we find that information disclosure raises the level of government awareness, increases the amount of investments in air pollution prevention and control, stimulates green innovation, and forces heavily polluting enterprises to shut down. Additionally, we find evidence that the effectiveness of information disclosure varies across cities.

We evaluate the impact of climate shocks on the well-being of farmer households in a Small Island Developing State in the Pacific, the Solomon Islands. We find that both subjective (self-assessed exposure to climate shocks) and objective (number of past dry spells) indicators of environmental stress significantly reduce the quality of life among households. Household well-being is more severely affected for farmers living in poor dwellings (e.g., those with thatched roofs signaling shelters less resistant to environmental shocks), with below median income or durable assets, living in isolated areas and not being members of agricultural associations. Furthermore, households affected by climate shocks experience a significantly higher proportion of nutritional problems. These findings support the hypothesis of a strong correlation between climate shocks, household well-being and nutritional status, advocating for the relevance of global climate adaptation policies such as loss and damage funds, as well as prevention strategies.
