Vote mobilization qua local and national organizations has played an important role in postwar Japanese elections for both Houses of Parliament. However, while there is an abundant literature on personal support organizations (kôenkai) of individual politicians in the Lower House, the role of national organizations for vote mobilization in Upper House elections has so far received only scant attention. The phenomenon of the ‘organized vote’ in postwar Upper House elections in Japan raises a number of questions. How important has it been in terms of voting behavior? What are the factors underlying organized voting? And how has the electoral clout of national organizations changed over time? This article tries to make a modest contribution to the debate on ‘organized voting’. In particular, it addresses the proposition that the ability of national interest groups to mobilize votes has declined significantly. The main empirical point of reference in this article are the 2001 Upper House elections.

Since the financial crisis of 2008–9, how a state can play a more active role in correcting market failure has become a central topic in political economy. Thus, academia is again discussing state capitalism seriously. Contemporary state capitalism assumes state intervention in markets is becoming more multifaceted. Consequently, traditional state-owned enterprises exist alongside new government-favored actors, such as privately owned national champions and sovereign wealth funds, intervening in markets. This coalition helps the state achieve its security, political, economic, social, and nationalistic goals more efficiently. Its growing power in markets also heralds the return of state capitalism. This paper uses state capitalism theories to re-interpret China's food security governance. The three preliminary findings are as follows. First, China's food security governance is typically operated under state capitalism, which has successfully managed China's food availability, though not without some corruption, but has weakened its food accessibility. Second, using state capitalism to manage China's food safety has been impeded, so the effects remain to be seen. Third, state capitalism has successfully improved the stability of the food supply and demand in China, but its agricultural business branching-out strategy has worried the international community and should be observed further.

This paper reports the results of the latest in a series of expert surveys of party policy positions in Japan and considers some of the implications of these results for our understanding of party competition and government formation in recent Japanese politics.

Other than during the Civil War of 1945–1949, Taiwan has never been part of a Chinese state ruled by Han Chinese in Mainland China. With the arrival of the Dutch in 1624, Taiwan underwent a succession of six foreign colonial rulers: the Dutch (1624–1662), the Spanish (in northern Taiwan, 1626–1642), the Cheng family (1662–1683), the Manchus (1683–1895), the Japanese (1895–1945), and the Chinese Nationalists (1945–1988). Only with democratization, beginning in 1988, have the people of Taiwan been able to rule themselves. With democratization, the people of Taiwan have increasingly identified as Taiwanese, an identification that is explicitly not Chinese. China's racial appeals to Taiwan are scientifically inaccurate and have no place in the modern world. In order to gain international support, Taiwan's leaders and people need to avoid the Chinese framework of ‘independence’ versus ‘unification’. Rather, they should emphasize Taiwan's decolonialization, a process that Taiwan shares with much of the world.

When defined broadly, we can proceed on the assumption that in all but the most totalitarian of modern contexts, there is some kind of civil society that can be identified and compared cross-nationally. Although Japan may not strike the casual observer as the most fertile ground for such an investigation, setting bounds to the state and freeing space for plurality – the foci of a civil society approach – have long been key issues for that country. Japan may be the strictest of all advanced industrial democracies in regulating the incorporation of nongovernmental organizations, but the 1990s represented a watershed in this regard, and the passage of new legislation in 1998 will enable many thousands of organizations to win legal status without subjecting themselves to stifling state regulation.

In 1946 there were three democracies in the world with constitutions that, on the one hand, required the government to obtain the support of a legislative majority in order to come to and remain in power and, on the other hand, established a popularly elected president. In 2002, this number had grown to 25. Constitutions with this feature are often considered to be problematic, and, given the number of new democracies that have adopted them, have received considerable attention from political scientists. The primary concern has to do with the potential for conflict between the assembly supported government and the popularly elected president, which may lead to unstable governments, policy paralysis, and the eventual undermining of the democratic regime. Concern has also been raised regarding the negative role a popularly elected president may have on party development and the ‘chain of delegation’ that in a pure parliamentary democracy runs from voters to government through political parties. In this paper, we examine the effect the combination of assembly confidence with a popularly elected president has on government instability, accountability, legislative effectiveness, and democratic survival. We also examine the impact on these outcomes of different combinations of presidential powers. We find that the introduction of a popularly elected president in parliamentary constitutions is of little significant impact and that the preoccupation with the specific powers of the president is mostly overblown.

Under what conditions can voting turnout be transformed into a contentious repertoire? Based on the two case studies of the Umbrella Movement and the Anti-Extradition Law Amendment Bill movement in Hong Kong, I compare how movement actors used the electoral arena to leverage their causes. I propose a new relationship between street and electoral politics – short-term mobilization that turns voting turnout into a contentious repertoire. I posit three necessary scope conditions for movements to perceive this electoral strategy as viable: (1) protest cycle precedes and/or overlaps with the electoral period, (2) election perceived to be competitive, and (3) closing of political opportunity window for street mobilization. I further argue that the tactics movements pursue in the electoral arena is conditional on the relationship between movement actors and political elites, and regime type. In democratic regimes where parties and elections are institutionalized and less volatile, movements are on a more solid ground to invest in a long-term electoral strategy with existing parties. Contrarily, electoral competition in authoritarian regimes tends to skew toward incumbent's advantage. Movement activists and political elites may seek short-term strategic mobilizations focusing on the election at hand rather than a long-term plan. This argument illuminates the common ground between collective action and voting, and thus bridging the two sets of literature for further engagement, as recent movements such as the Black Lives Matter and the Sunrise Movement in the United States and Navalny's anti-Putin movement in Russia are mobilizing their supporters to take on the electoral arena.

This paper first reviews a number of epistemological and methodological issues relating to the estimation of party policy positions, particularly in a comparative context, with special reference to the methodology of ‘expert surveys’. It is argued that expert surveys, as systematic summaries of the views of country specialists, have a particular role in assessing the content validity of other types of estimates of party policy positions. The paper moves on to analyze the positions of Japanese political parties in a comparative context, using results from a new 47-country expert survey. Attention is paid both to the substantive policy content of the left–right dimension in Japan, and to the locations of Japanese parties in policy spaces, relative to the locations of comparable parties in other political systems.

Legislative scholars have debated what factors (e.g. divided government) account for the number of important laws a legislative body passes per year. This paper presents a monopoly model for explaining legislative production. It assumes that a legislature adjusts its law production so as to maximize its utility. The model predicts that socio-economic and political changes increase the marginal benefit of law production, whereas low negotiation costs and ample legislative resources decrease the marginal cost of law production. The model is tested in two ways. The first approach compares the legislatures of 42 developed and developing countries. The second analyzes Japanese lawmaking from 1949 to 1990, using an appropriate method for event count time series data. Both empirical investigations support the model's predictions for legislative production.

The article focuses on how emotions and passions – two related but somewhat different notions – are addressed in the field of international relations. As such it makes three main points. First, the article argues that, although presupposed in mainstream international relations, because of the influence of positivism emotions and passions have tended to be overlooked. Second, it makes the point that in recent years scholars with constructivist leanings have been increasingly interested in taking emotions and passions seriously as an academic area of research. Third, and finally, the article concludes that despite the progress made in the 2000s on the understanding of emotions and passions in international relations, more work remains to be done. As such it outlines future directions of research.

The debate over the future of East Asian democracy centers largely on the fit between democratic values and the Confucian way of life. Some interpret Confucianism's hierarchical, communitarian, and anti-pluralistic values as a roadblock to democratic consolidation. Others interpret the Confucian traditions of dissent and accountability as comparable to liberal institutions. This article surveys this scholarly debate by dividing the literature into three theoretical camps: compatibility, incompatibility, and convergence. Additionally, the few available empirical works on the Confucian-democratic dynamic are discussed and the findings are applied to the three categorizations. This review article maintains that a consensus on the relationship between Confucianism and democracy remains elusive due to the divergent conceptualizations and operationalizations of the two doctrines.

Over the past few decades, cooperation between Korea and Japan has increased and deepened, but frictions continue to persist. Which direction is the relationship between Korea and Japan heading? This is the question that this article attempts to address.

From an analytical standpoint, this article applies contemporary international relations theories – realism, liberalism, and constructivism – to the pattern of cooperation and conflict in Korea–Japan relations. After reviewing both optimistic and pessimistic positions drawn from diverse perspectives, the author makes a synthesis, where he suggests the case for cautious optimism.

What we find in reality is long-term progress in an upward movement, interrupted by recurring frictions in the short term. Empirical evidence supports the case that Korea–Japan relations are making steady progress towards deeper, heightened, and multilayered cooperation. However, such issues as historical controversy and territorial disputes are the hurdles that both nations need to overcome. Whether Korea and Japan can maximize the effects of optimism, while they effectively minimize the impacts of pessimism will determine the nature of the ties between the two countries.

Cooperation between the two countries is not necessarily guaranteed, but we find irreversible trends of improved cooperation over time. However, lingering suspicions, submerged nationalist sentiments, and sporadic surges of extremism remain. They should be carefully managed by the leaders of the two countries.

This study is an attempt to construct a quantitative link for international regimes with global leadership. The country's willingness to lead in solving global issues as the first mover in the formation of an international regime is measured and characterized by analyzing their ratification behavior in multilateral conventions deposited to the United Nations which shape ‘the rules of the game’ of the global community. For this purpose, a set of quantitative indicators, the Index of Global Leadership Willingness and the Global Support Index, was defined and calculated for each country based on its actual ratification year data for 120 multilateral conventions covering global issues such as peace and security, environment, commerce, communication, intellectual property protection, human rights, and labor. By proposing a framework of global leadership analysis, the study seeks to provide an empirical testing of the transformation of global governance towards cooperation without hegemony paradigm. The paper analyses changes in the leadership willingness indices of selected country groups, such as the G3, G7/8, and G20, over the century and finds that the will to drive the international agenda of these groups of leaders is in decline. Moreover, our study provides evidence to argue that our current world is actually without consistent global leadership across domains of the world affairs. Although several countries still show visible leadership in specific policy domains, such as environment and intellectual property, neither the G7/8 nor the G20 was playing a comparable role to those performed by the G3 a hundred years ago.

The Asia Barometer was launched on 6 May 2003 with an international symposium held at the University of Tokyo. It was executed in ten Asian societies in summer 2003. With the first AsiaBarometer survey data in their hands, Asian social scientists got together at the University of Tokyo in January 2004 to present and discuss their papers and discuss the second AsiaBarometer survey to be conducted in summer 2004. In March 2004 discussion papers came out from the Institute of Oriental Culture, University of Tokyo. By the end of 2004 the AsiaBarometer Sourcebook will come out also. This research note summarizes the AsiaBarometer's aims, scope and strength.

While the importance of social and political trust has been well documented, there is a lack of scholarly consensus over where trust originates. This article tests three theoretical arguments – social-psychological, social-cultural, and political institutional – on the origin of political trust against three East Asian democracies (Japan, South Korea, and Taiwan). The empirical analysis from the AsiaBarometer survey illustrates that political institutional theory best explains the origin of political trust in East Asian cases. Citizens of these East Asian democracies have a high level of political trust when they believe that their governments perform well in management of the national economy and political representation of elected officials. Meanwhile, social-psychological and social-cultural theories explain the origins of social trust, but not political trust. The evidence reveals that socially trusting people are not automatically politically trusting; social trust and political trust originate from different sources and do not transform from one to the other.

The emergence of politicians with overwhelming financial muscle in Nigeria since 1990s has complicated the relationship between money and politics in the country. This has been intensified by lack of clear legislation on how political parties should seek funding for their campaigns. Although effective supervision of political parties’ finance is critical to the survival and consolidation of any democracy, the relevant electoral laws in Nigeria have not been effectively enforced. This is evident in the unbridled deployment of financial and other material resources by moneyed politicians and corporations during party campaign fundraising and electioneering. Among other things, this paper investigated the interface between the electoral laws and monitoring of campaign financing during the 2015 Presidential Election in Nigeria. The study is a documentary research and data were analyzed using a qualitative descriptive method. Utilizing the Marxist theory of the post-colonial state, the paper established that the electoral laws are generally couched ambiguously by politicians with vested interests in order to weaken the enforcement capacity of the Independent National Electoral Commission (INEC), as well as facilitate the advancement of the electoral interests of the ‘political entrepreneurs’. Thus, the unbundling of the Commission is recommended as a sine qua non for effective monitoring and supervision of political parties in the country.

Both general publics and elites have long used labels of left and right as cues for political communication and vote choice in Western democracies. This study examines the utility of these spatial semantics as means of encapsulating major political cleavages in East Asian democracies. Through analysis of public opinion surveys, we investigate the influence of organizational affiliation; views on socio-economic, religious, and ‘new politics’ issues, as well as attitudes toward the political system, as anchors of public understanding of the left–right dimension in Japan, South Korea, the Philippines, and Taiwan. Patterns found in these countries are compared with two ‘Western’ nations in the region, Australia and New Zealand. Results show that citizens’ left–right positions in Japan and the Australasian countries are more clearly structured by well-defined cleavages, such as socio-economic issues and post-materialism, and that parties in these countries compete on the basis of clearer ideological profiles. In contrast, despite high rates of cognition of the left–right scale in South Korea, the Philippines, and Taiwan, left–right orientations are less firmly anchored in attitudes and policy preferences. These differences in publics’ level of ideological conceptualization are likely related to party system development and democratic experience.

On the basis of seven questions asked in the AsiaBarometer survey conducted by the author in 2003 in ten Asian societies, Uzbekistan, India, Sri Lanka, Myanmar, Thailand, Vietnam, Malaysia, China, Korea and Japan, the author analyzes the key dimensions of social capital, permeating the ten societies, (1) general trust in interpersonal relations, (2) trust in merit-based utility; and (3) trust in social system and comes up with the five groups of societies on the basis of three major dimensions of social capital and comes up with the five groups of societies (1) China and Vietnam, (2) Sri Lanka and Uzbekistan, (3) Malaysia, Myanmar and India, (4) Japan and Korea, and (5) Thailand. Conceptual examinations are also done in relation to the work done by Ronald Inglehart and Christian Weltzel and broad empirical corroborations are noted.

This study explores the role that news coverage plays in the allocation of Japanese development aid. Conceptually, it is expected that democratic foreign policy officials, including those working in bureaucratic governmental structures will try to match the magnitude of their actions with what they expect is the public's perception of the importance of the recipient. News media salience serves an easily accessible indicator of that domestic political importance and, in the case of foreign aid, this suggests that higher levels of news coverage of a less-developed country will lead to higher aid commitments. The statistical analysis demonstrates that the level of news coverage is a statistically significant factor in Japanese aid distributions. More significantly, the analysis demonstrates that separating grant aid from other forms of aid is critical for the empirical examination of the determinants of Japanese aid.

We surveyed 2,221 rural residents in twenty towns across ten provinces in China. Structural equation models (SEM) found the quality of government, impartiality of institutions, and authoritarian values among citizens are the three main sources of citizens’ trust in local government. Among various types of recent institutional innovation and government reform, only a type that involves citizens in a formal electoral process, called ‘open nomination and direct election (ONDE)’, significantly improved trust in township-level government. Our models reveal that the movement of power to select local leaders from the hands of upper-level government to local residents erodes the influence of the so-called ‘traditional authority orientation’ among citizens, and enables them to assess trust level according to the competence of the government. Furthermore, elections reduce the trust-generating effect of institutional impartiality as citizens are enfranchised in the ‘input’ process of government, therefore emphasizing ‘outputs’ less.
