This article reexamines the parliamentary impeachment of the Duke of Buckingham, the royal favorite of King Charles I, by placing this event in the broader contexts of political culture and social change in early Stuart England. Buckingham's enemies based the impeachment on “common fame,” claiming that his faults were a matter of public knowledge. Charles, however, believed that the charges were based on seditious rumors. The impeachment undercut an important element of elite rhetoric that associated rumor with the rebellious multitude, revealing ideological divisions over the nature of grievances and the legitimacy of popular speech. The article contextualizes the impeachment within 1620s underground literature that purported to present the views of the common people, arguing that there was a wider tendency to ventriloquize public opinion. When Buckingham's allies produced their own tracts featuring the persona of the “honest ploughman,” appeals to the authority of public opinion were clearly gaining in strength. By explaining this development in political culture with reference to the growth of a more politically reliable “middling sort,” the article contributes to debates about the relationship between social change and political conflict in early Stuart England.

This article reconstructs a crucial episode in the relationship between the English crown, its subjects and the kingdom's immigrant population. It links the murder of about forty Flemings in London during the Peasants’ Revolt in June 1381 to the capital's native cloth workers’ dissatisfaction with the government's economic immigration policy. We argue that, in the course of the fourteenth century, the crown developed a new policy aimed at attracting skilled workers from abroad. Convinced that their activities benefited the common profit of the realm, the crown remained deaf to the concerns of London's native weavers, who claimed that the work of exiled Flemish cloth workers in the city encroached on their privileges. Confronted for more than twenty-five years with political obstruction, the native weavers increasingly resorted to physical aggression against their Flemish counterparts, which came to a dramatic conclusion in 1381. The dissatisfaction of London's cloth workers and the massacre of the Flemings thus had much in common with the frustrations over the royal government's policy that had been fermenting for decades among many other groups in society: all came to the surface during the Peasants’ Revolt.

This article examines the nature of petitioning to the Westminster Parliament from the beginnings of the “rage of party” to the establishment of the whig oligarchy. It uses the largely unused archive of the House of Lords, which survived the parliamentary fire in 1834, to provide systematic evidence of public subscription to petitions produced in response to legislation. A total of 330 “large responsive petitions,” signed by fifty-six thousand people, were presented to the Lords between 1688 and 1720. This enabled a wide range of social and geographical groups to lobby Parliament. Parliamentarians actively sought to direct the public into voicing opinion through petitioning on matters of policy. The intervention of the language of “interest” from the mid-seventeenth century helped to legitimize and control public involvement in politics in the eyes of elites, and offered an alternative to political mobilization based on party allegiances and conceptions of society organized by ranks or sorts. The participation of the public through a regulated process of petitioning ensured that the whig oligarchy was porous and open to negotiation, despite the passage of the Septennial Act and declining party and electoral strife after 1716.

The 1650s saw an influx of young women to skilled apprenticeships in London's companies. Apprenticed to women through the names of their husbands, they practiced seamstry and millinery in a wide range of guilds. The preprinted forms by which these girls were indentured demonstrate the means by which a long-established city institution both made room for women, incorporating them into the culture of company, and kept them marginal. A series of print and manuscript adaptations marked out girls’ forms, paying particular attention to the rules around marriage, and resulting, by the late seventeenth century, in a new trend towards non-sex-specific forms. This article argues that record keeping was both symbolically and concretely important for women's work and that the material culture and context of these print objects can shed a new light on gender roles at a key juncture in the histories of work, contracts, and the city.

This article examines ordinary priests in late medieval England who, despite clear guidelines to the contrary, employed and lived with female servants. Ecclesiastical legislation frequently and firmly warned priests against living with women, including servants, because of the potential for sexual temptation, scandal, or both. Historians have long assumed that most clerical households were homosocial, but looking closely at the living arrangements of ordinary parish priests reveals a different story. Evidence from the dioceses of Hereford and Lincoln suggests that elite clerical expectations were often ill-suited to the social and economic realities of parish life, and priests’ living arrangements reflect this incompatibility. Distrust of female clerical servants was heightened during periods of church reform, when these women bore the brunt of both reforming rhetoric and action.

As part of protectionist policy in eighteenth-century Britain, imported silks were banned from being sold. Although it is known that bans on imported textiles were widely broken, there have been few systematic studies of the contraband trade in silks. Using customs' records, this article shows how smuggling supplied the demand for imported consumer goods. The illegal trade in silk was diverse, bringing in a variety of products from Asia and Europe. The evidence supports a market segmentation analysis of the different products and their consumers. The trade with Asia supplied “populuxe goods” in the form of handkerchiefs that appealed to a broad, middling customer base. These were brought into the country by the East India Company's trading network. By contrast, continental Europe provided contraband for the high-fashion market. These silks were distributed in more informal and personal ways—travelers and diplomats being the main offenders. The official response to these black markets differed, with silks from Europe posing particular problems for enforcement. Finally, this article provides a reassessment of the transnational influences—specifically the relative importance of Asia and Europe—on production and consumption of consumer goods in Britain.

The lawn-tennis shoe was a popular, widely available commodity in late-Victorian Britain. Associated with new forms of sporting practice and consumption, this type of footwear was mass-produced in modern factories, promoted in the popular leisure press, and sold to both men and women in a variety of retail environments. This article analyzes processes of product innovation, production, and sale, and it situates the shoes within a wider context of sport, commerce, fashion, and class and gender relations. Like other late-Victorian sporting and recreational practices, lawn tennis combined material objects, physical activity, and the stylized display of gender and class ideals. Footwear was valued for symbolic and physically practical reasons. Ideas of intended use determined its design and material form. Sportswear created and communicated new masculine ideals. As lawn-tennis shoes moved from the court into everyday usage, the meanings attached to them accommodated a broader range of practices and contexts.

This article argues that the commercialization of monarchical culture is more complex than existing scholarship suggests. It explores the aesthetic dimensions of regal culture produced outside of the traditionally defined sphere of art and politics by focusing on the variety of royal images and symbols depicted on hanging signs in eighteenth-century London. Despite the overwhelming presence of kings and queens on signboards, few study these as a form of regal visual culture or seriously question the ways in which these everyday objects affected representations of royalty beyond asserting an unproblematic process of declension. Indeed, even in the Restoration and early eighteenth century, monarchical signs were the subject of criticism and debate. This article explains why this became the case, arguing that signs were criticized not because they were trivial commercial objects that cheapened royal charisma, but because they were overloaded with political meaning. They emblematized the failures of representation in the age of print and party politics by depicting the monarchy—the traditional center of representative stability—in ways that troubled interpretation and defied attempts to control the royal image. Nevertheless, regal images and objects circulating in urban spaces comprised a meaningful political-visual language that challenges largely accepted arguments about the aesthetic inadequacy and cultural unimportance of early eighteenth-century monarchy. Signs were part of an urban, graphic public sphere, used as objects of political debate, historical commemoration, and civic instruction.

Throughout the reign of Charles II, a growing number of Catholics entered into the civil and military infrastructure of the overseas colonies. While Maryland was consolidated as a center of settlement, a new crop of English and Irish officeholders shaped the political development of Tangier, New York and the Leeward Islands. Their careers highlighted the opportunities of overseas expansion as a route into the public domain: a chance for Catholics to sidestep the penal restrictions of the three kingdoms and construct an alternative relationship with the crown. This article examines the emergence of Catholic authority within the plantations, and situates the experiment within larger shifts in strategic and ideological debate over English colonization. I suggest that experiences in the colonies invigorated economic and political strategies that became central to the advancement of Catholic interests in the domestic realm. While colonial trade bolstered Catholic estates against penal pressures, the new settlements provided the training ground for attempts to demonstrate the compatibility of confessional pluralism with commercial flourishing and civil allegiance. The effect, however, was to raise conflict in colonial politics and heighten anxieties in the domestic realm over the effects of overseas plantation. I argue that by uncovering a neglected sphere of “recusant history” we gain new insights into the ideological fragilities that disrupted the pursuit of territories overseas. Catholic promotions exposed a growing tension between the “Protestant interest” and the principles and practices that informed the expansion of the Stuart realm.

This article considers the cultural work of commoditization through the example of the London Auction Mart and the market for real estate in early nineteenth-century England. The auctioneers who founded this exchange sought to reconfigure the organization of property sales in an institution that would bring order and transparency to a world of informal institutions, local markets, and private exchange. The Auction Mart made visible the idea of a universal, abstract property market. At the same time, it offered a new social and cultural space in which to negotiate the often contradictory meanings of marketable property. This work of making the property market meaningful is told through institutional archives, published accounts, diaries, and estate correspondence.

It is often assumed that John Stuart Mill's On Liberty (1859) is representative of the major lines of thought on the freedoms of discussion and the press in the period. In fact, however, Mill's treatise was selective about the kinds of reasons it admitted in support of these liberties. This essay depicts one set of arguments that Mill omitted and that has subsequently been overlooked in the history of political thought. An important element of liberal thought in early nineteenth-century Britain was that the liberty of the press made indispensable contributions to domestic peace and stability. These pacific arguments were elaborated in a wide variety of forms by a number of authors. More specifically, the view that unrestricted liberty of discussion was necessary for peace and political stability drew on an older tradition of thinking about religious toleration as well as newer ideas about the functioning of economic markets and the place of public opinion in the politics of modern societies. In the hands of its proponents, the view assumed psychological, historical, sociological, or metaphysical dimensions. Even though prominent thinkers, including his own father, were associated with this pacific outlook on the liberty of the press, John Stuart Mill rejected it both as an empirically dubious proposition and as an insufficient moral basis on which to build an enduring commitment to open public discussion.

This article examines marginalia as a form of radical writing practice in the period immediately after the First World War. It focuses specifically on a densely annotated copy of the second part of Wilfrid Scawen Blunt's My Diaries, which covers on 1900–1914 and was published in 1920. The annotator, John Arthur Fallows (1864–1935), was a former Church of England clergyman and Independent Labour Party politician, and the article asks what motivated him to leave such an explicit record of his engagement with the book in its margins. Blunt recast his original diary entries to show how the outbreak of the First World War had arisen from the prewar imperialist policies of the Entente. Fallows, meanwhile, used his copy of My Diaries to inscribe a permanent record of his responses to Blunt's writing, which were shaped by his own memories of prewar radical-left political action. The dual record of textual engagement that can be recovered from this copy of My Diaries provides insight into how two British radicals “read” the causes of the First World War in the period between the Armistice and the conclusion of the Paris Peace Accords.

This article examines an imperial scandal concerning the treatment of patients in the lunatic asylum of Kingston, Jamaica, that highlighted the inadequacies of the imperial government. A significant moment in the development of colonial public health policy, this scandal also spoke to broader questions of postemancipation imperial governance. At the heart of the scandal was a debate about whether standards of treatment developed in Britain—symbolized by the image of the ideal asylum and the ideology of moral management—could and should be implemented in colonies. This debate was all the more fraught because the designation of moral management as the official protocol was recent, its implementation incomplete, and its underlying ideas contested. Nevertheless, despite the instability of these ideas, during the scandal and its aftermath, actors treated them as a monolithic package of standards before making them the definitive model for all colonial institutions. Indeed, the scandal helped further bolster moral management in Britain.

Between the First and Second World Wars, two retired British military officers, Francis Yeats-Brown and J. F. C. Fuller, embraced fascism and yoga. In their publications and lecture tours, they used their past experiences as soldiers in India to encourage strength, discipline, and virility. While Fuller believed that yoga could teach men to be strong and powerful leaders, Yeats-Brown celebrated yoga as a part of “Aryan” racial inheritance. This article examines both Fuller's and Yeats-Brown's published accounts and archival trails in order to understand the development of global masculinities within individual British lives. It reveals that their engagement with yoga was a defensive effort to appropriate the “regeneration” of martial masculinity encouraged by Indian nationalists. Claiming yoga for “great men” and “Aryan” audiences became a way to rewrite their own histories of service to the British Empire. They erased the weakness and fragility of imperial life, and replaced it with idealized bodies that were strong, disciplined, and virile. In so doing, they attempted to save imperial soldiers from political and cultural irrelevance. This reimagining used imperial hierarchies of gender and racial difference to encourage a “universal” model of martial masculinity that could restore the power of the British Empire.

This article investigates the imperial origins of international humanitarianism in the British and international relief mission to Russia during the famine of 1921–1922. The famine triggered the first large-scale international humanitarian mission beyond the scope of the European and American empires. Imperial expertise and knowledge became central to the British as well as international humanitarian response to relieve hungry Russia. From international coordination to national campaigns, British politicians and voluntary aid workers relied on imperial tools and thought. The British involvement in the relief mission to Russia thus provides a fresh perspective on the development of internationalist and nationalist humanitarian projects in the interwar period and their relationship to imperial legacies. Through humanitarian aid, Britain assumed a new role on a global stage. By retooling imperial expertise, humanitarian ethics became part of a project of global governance. Furthermore, with the advice of former colonial experts, a “mixed economy” of voluntary and state aid underlay the collaboration between voluntary and international agencies throughout the famine and after. The history of famine relief provides a case study in the emergence of humanitarian governance in the twentieth century.

This article explores the changing relationship between paupers and the parish authorities in Tongue, in the far north of Scotland, between the passing of the Scottish New Poor Law in 1845 and the end of the nineteenth century. It does so by focusing on Scottish pauper letters and petitions for relief. Such sources, though relatively abundant in the archives, have so far been ignored by welfare historians. The article begins with a discussion of the trials of Tongue's poor crofting community in the early years of the century, the impact of widespread land clearance, and the dislocation of long-established communities. Following on from this, through a close reading of pauper appeals alongside other official sources the authors demonstrate that, despite persistent hardship and inadequate resources, the relationship between paupers and the parish authorities changed markedly over the period. An attitude of supplication and entreaty, rooted in Highland traditions of deference and reflective of a rigid social hierarchy, gave way to a clear sense of entitlement and an expectation that paupers' appeals would—indeed, must—be heard toward the end of the century. This fundamental shift mirrored, and was profoundly influenced by, wider agitation among crofting communities for change.

This article shows how John Maynard Keynes's lifelong commitment to eugenics was deeply embedded in his political, economic, and philosophical work. At the turn of the century, eugenics seemed poised to grant industrial nations unprecedented control over their own future, but that potential depended on contested understandings of the biological mechanisms of inheritance. Early in his career, Keynes helped William Bateson, Britain's chief proponent of Mendelian genetics, analyze problems in human heredity. Simultaneously, Keynes publicly opposed the efforts by Francis Galton and Karl Pearson to study inheritance through statistical biometry. For Keynes, this conflict was morally laden: Mendelism incorporated the only ethical theory of uncertainty, while biometry rested on false and dangerous concepts. This early study of heredity shaped Keynes's visions of industrial democracy after 1918. Liberals looked for a system of societal and economic management to engineer an escape from the postwar Malthusian trap. Britain's economic plight, Keynes argued, was rooted in the hereditary weaknesses of its leadership. Successful technocratic liberalism would depend on control over the quality as well as quantity of human beings. Ultimately, in his essay “Economic Possibilities for Our Grandchildren,” Keynes predicted that effective eugenic management would bring about capitalism's end.

This article examines how the East India Company's 1856 annexation of the Indian Kingdom of Awadh informed British Conservative responses to the Indian Revolt in 1857 and 1858. Addressing scholarship on Britain's reaction to the revolt and political engagement with Indian empire, this study reveals that Conservatives interpreted this event with a veneration for locality and prescription. Criticism from company officials and Awadh's deposed royal family informed Conservative perceptions that British exploitation and westernization were responsible for military rebellion and popular upheaval. Principally, this reflected Conservative skepticism regarding liberal modernity as well as support for prescribed aristocratic, propertied, and established church interests in Britain. Their response, expressed in Parliament and supported in conservative periodicals, was the 1858 Queen's Proclamation authored by Edward Smith-Stanley, the 14th Earl of Derby's Conservative government. The proclamation established a lasting imperial framework which defined the crown's obligation to uphold India's political, social, and cultural differences and separation from Britain. Future Conservatives strengthened British views of India's distinctiveness by supporting perceived traditional leaders and customs over uniform western administration and education.

In late 1912 and early 1913, people all over Britain reported seeing airships in the night sky, yet there were none. It was widely assumed that these “phantom airships” were German Zeppelins, testing British defenses in preparation for the next war. The public and press responses to the phantom airship sightings provide a glimpse of the way that aerial warfare was understood before it was ever experienced in Britain. Conservative newspapers and patriotic leagues used the sightings to argue for a massive expansion of Britain's aerial forces, which were perceived to be completely outclassed by Germany's in both number and power. In many ways this airship panic was analogous to the much better known 1909 dreadnought panic. The result was the perfect Edwardian panic: the simultaneous culmination of older fears about Germany and the threat of espionage, invasion, and, above all, the loss of Britain's naval superiority. But, in reality, there was little understanding about the way that Zeppelins would be used against Britain in the First World War—not to attack its arsenals and dockyards, but to bomb its cities.

Despite West End producers' and critics' expectations that it would never turn a profit, R. C. Sherriff's Journey's End (1928) became the most commercially successful First World stage drama of the interwar period, celebrated as an authentic depiction of the Great War in Britain and around the world. This article explains why. Departing from existing scholarship, which centers on Sherriff's autobiographical influences on his play, I focus instead on the marketing and reception of this production. Several processes specific to the interwar era blurred the play's ontology as a commercial entertainment and catapulted it to international success. These include its conspicuous engagement with and endorsement by veterans of the war, which transformed the play into historical reenactment; the multisensory spectatorial encounter, which allowed audiences to approach Journey's End as a means of accessing vicarious knowledge about the war; and a marketing campaign that addressed anxieties about the British theatrical industry. Finally, I trace the reception of this play into the Second World War, when British soldiers and prisoners of war spontaneously revived it around the world. The afterlives of Journey's End, I demonstrate, suggest new ways of conceiving of the cultural legacy of the First World War across the generations.
