International social security systems increasingly place work-related conditions on individuals claiming out-of-work benefits, and enforce requirements through the use of benefit sanctions. The literature on the impacts of benefit sanctions considers both labour market and wider social effects, which this study contributes to through a focus on mental health. It considers the period of Coalition government (2010–15) in the UK, which imposed a comparatively high number of benefit sanctions and increased their severity through the Welfare Reform Act 2012. A longitudinal dataset is constructed using quarterly local authority-level data on Jobseeker’s Allowance (JSA) sanctions and antidepressant prescriptions in England. Results from fixed effects analyses indicate that, in the post-reform period, every 10 additional sanctions are associated with 4.57 additional antidepressant prescribing items (95% CI: 2.14 to 6.99), which translates to approximately one additional person receiving treatment. Importantly, this finding indicates that sanctions are associated with both adverse mental health impacts and wider public expenditure implications, which motivates further investigation at the individual-level. In addition, punitive sanctions form a core part of the new Universal Credit (UC) and so the results suggest the need to reassess the use of sanctions within the contemporary social security system.

This article explores recent UK government aspirations towards ‘open policy making’ (OPM). Against a backdrop of scholarly literatures on power inequalities in policy making, I consider to whom processes of policy formulation under a banner of OPM are expected to be ‘opening up’. The article draws on an analysis of government documents from 2012–2018 plus some supplementary data from expert interviews. It notes aspirations towards ‘opening up’ policy formulation to new experts and a particular preoccupation with encouraging private sector involvement. Ideas which may boost ordinary citizens’ input are also part of what ‘makes up’ UK Government OPM, though citizen involvement appears restricted, sitting uneasily alongside commitments to austerity influencing how ‘openness’ is understood.

Housing allowances within the UK’s welfare system help protect low-income households from eviction. Universal Credit (UC) has faced criticism for threatening this with its long wait periods, increased conditionality and monthly direct payments. However, there is currently a lack of robust, national-level quantitative analysis on UC’s housing security impacts. This article addresses this, exploiting cross-area variation in the timing of UC rollout to assess its impact on landlord repossession rates within 323 English local authorities. A fixed-effects panel design was used, linking data from UC’s rollout schedule with Ministry of Justice data on legal repossession actions from 2012 Q1 - 2019 Q1. Results suggest that UC ‘Full Service’ rollout, on average, led to an increase of 1.74 landlord repossession claims, 1.42 landlord repossession orders and 0.70 landlord repossession warrants within local authorities (per 10,000 rented dwellings). This corresponds to a 4–5 percent increase on pre-rollout rates. UC’s impact tended to increase the longer it had been rolled out. Where ‘Full Service’ had been rolled out for 12+ months, it led to an increase of 2.60 landlord repossession claims, 2.89 landlord repossession orders and 1.09 landlord repossession warrants (per 10,000 rented dwellings), corresponding to a 6–10 percent increase on pre-rollout rates.

India’s main food and nutrition security programme, the Public Distribution System (PDS), provides subsidised rice and sugar to deprived households. Using longitudinal data from Young Lives for Indian children (n = 2,944) aged 5 to 16 years, we assessed whether PDS subsidies skewed diets towards sugar and rice consumption, increasing risk of stunting (low height-for-age). Linear regression models were used to quantify additional rice and sugar consumption associated with accessing the PDS, and the association with stunting linked to consumption. Controlling for sociodemographics, accessing the PDS was positively, significantly associated with consumption of rice (30g/day) and sugar (7.05g/day). There was no evidence that this increase corresponded to nutritional improvements. Each 100g increase in daily rice intake was associated with a lower height-for-age z-score (HAZ) and no decline in stunting. Results were robust to alternative model specifications. There was no evidence that receipt of PDS rice and sugar was associated with improvements in child nutrition.

Dual or multiple earnership has been considered an important factor to prevent in-work poverty. The aim of this paper is to quantify the impact of second earnership on the risk of in-work poverty and the role of the tax-benefit system in moderating this risk. Our analysis refers to 2014 and employs EUROMOD, the tax-benefit microsimulation model for the European Union and the United Kingdom. In order to assess the role of second earners in preventing in-work poverty we simulate a counterfactual scenario where second earners become unemployed. Our results show that the effect of net replacement rates (i.e. the ratio of household income before and after the transition of second earners to unemployment) on the probability of in-work poverty is negative and statistically significant, but in relative terms it appears to be small compared to the effects of individual labour market characteristics, such as low pay and part-time employment.

This article examines the retirement savings behaviour of twenty-five 30-40 years olds automatically enrolled into a workplace pension scheme. Using qualitative interviews, the paper explores the interaction between savings motivation and willingness to adhere to, or deviate from, the pension scheme defaults. Integrating insights from different savings paradigms, including sociological approaches and behavioural economics, the paper highlights how social motives drove willingness to accept enrolment defaults. Participants’ reactions to the contribution defaults were motivated by a complex combination of factors including anchoring effects, the salience of ageing, and emotional responses such as pride, uncertainty and loss aversion. The author’s main premise is that greater attention needs to be given to the interaction between subjective feelings about saving for retirement and pension scheme design.

This article explores the response of the child welfare system in Germany to the recent refugee crisis. Drawing on administrative data and qualitative interviews with administrators, front-line workers and refugee youth in Nuremberg, the article provides a contextualized account of how the crisis led to the collapse of established bureaucratic procedures, new forms of interagency collaboration and a flexible distribution of responsibilities and tasks. Combining a street-level bureaucracy (SLB) perspective with insights from the literature on crisis and policy change, the analysis shows how the responses of front-line workers effectively altered the content of services, introduced new actors and expanded the professional capacity of the local child welfare system. On a broader level, the findings indicate that front-line practice is not merely guided by policy mandates, but also responds to situational and institutional circumstances. For the child welfare system in Nuremberg, the findings raise important questions about the extent to which aspects of the crisis response will remain a part of the service delivery process moving forward, and whether the recent experience will better prepare them for future crises.

The minimum wage is often considered a social policy instrument that can help reduce both poverty and welfare receipt. The introduction of the statutory minimum wage in Germany in 2015 provides an interesting case study to analyse not only the potential but also the limitations of minimum wages as an instrument to achieve socially desirable goals such as reduced welfare receipt or poverty. Based on the results of simulation models, descriptive analyses and causal effects studies of the short-term effects, we argue that minimum wages are a rather badly targeted measure when attempting to reduce poverty and welfare receipt.

Schneider and Ingram’s (1993) theory of social construction of target populations has received extensive scholarly attention. It has rarely been applied to populations of children and youth, however. In this article we: (1) describe the original framework; (2) apply each of Schneider and Ingram’s four categories to examples relevant to children and youth; (3) identify adjustments to the model to guide further understanding of young people’s policy treatment; and, (4) discuss how these observations might inform policies targeted toward children and youth. By providing a more focused analysis of this theory’s application to the social construction of children and youth, we aim to contribute to the scholarly understanding of policymaking and inform potential policy design strategies that may result in positive outcomes for children and youth.

Social investment is a policy approach intended to promote the social inclusion of excluded individuals and groups, mainly through labour market participation and long-term human capital development. Since the 1980’s this approach has spread from Europe worldwide and is now regarded as the latest shift from both ‘traditional’ welfare and the unrestrained neoliberal policy implemented under the austerity regime of the last decades. Most social investment studies focus on the social and economic impacts of policy at the macro-level. This article takes a different perspective to examine how members of excluded communities experience social investment policy in their daily lives. The study analyzes qualitative data collected from a purposive sample of 96 participants from excluded communities in the North of Israel. Findings indicate that participants strongly support social investment ideas of inclusion via human capital development and the labour market. However, their experiences in both areas point to continued struggles with social mechanisms that marginalize them and reinforce multigenerational exclusion. Findings affirm critique of social investment when implemented without major structural changes. The study implications for policy suggest that, without such changes, the paradigmatic promises of social investment may further entrench social exclusion by replicating discriminatory and oppressive practices.

The rise of flexible employment in advanced democracies has been predominantly studied in the insider-outsider framework of the dualization literature. However, against the background of rising income inequality, it seems questionable to assume that all labor market insiders are equally affected by flexibilization. This paper explores whether flexibilization increases wage inequality among labor market insiders. I argue that flexibilization exposes insiders to a set of wage risks that are concentrated among low- and middle-income insiders, creating downward wage pressure on those insiders. The empirical analysis, covering 22 democracies between 1985 and 2016, finds that the deregulation of non-standard employment is associated with declining wage shares of low-income and middle-income earners, while top earners benefit. These major distributional shifts imply an important qualification of the dualization literature: rather than pitting insiders against outsiders, flexibilization ‘at the margins’ seems to exacerbate divides among insiders.

This article uses John Kingdon’s multiple streams framework as an analytical tool to consider how the policy issue of ‘job quality’, in the guises of ‘decent work’ and ‘fair work’, developed a ‘career’ in Scotland between 2013 and 2017. The aim is to understand why, despite the efforts of a variety of policy entrepreneurs and the openness of the Scottish Government to this policy problem, job quality did not arrive on the Scottish Government’s decision agenda. The article finds that the crucial ‘policy window’ did not open due to the 2016 ‘Brexit’ decision dramatically changing the political landscape.

The article demonstrates the applicability of Kingdon’s framework for agenda-setting analysis in a parliamentary environment and constitutes a rare application of the framework to a ‘live’ policy issue.

The authors were involved in a research and advocacy project on ‘decent work’ that was undertaken in Scotland during 2015 and 2016 and therefore were amongst the policy entrepreneurs seeking to place job quality on the Scottish Government’s agenda.

The contribution of this paper is to analyse statistical data to assess whether homelessness among people who have recently been granted refugee status in England is concentrated amongst particular groups of these refugees. The methodology was quantitative analysis using logistic regression of the Home Office’s Survey of New Refugees (SNR), which they carried out in 2005-7. We tested the relative role played by pre-migration demographic factors, post-migration life experience factors, and government immigration policy in accounting for patterns found, and drew on literature to interpret the meaning of our statistical results. Our analysis clearly suggests that refugee and asylum policy contribute to homelessness among newly-recognised refugees. This interpretation is supported by the qualitative evidence from services providing assistance to refugees, and evidence put to the All Party Parliamentary Group on Refugees (2017). Action to address the housing problems of refugees moving on from accommodation provided for asylum seekers should be considered a high policy priority, albeit that associations between homelessness, household size, and age also present intervention opportunities.

Conditional cash transfer (CCT) programs have become an important component of social assistance in developing countries. CCTs, as well as other cash subsidies, have been criticized for allegedly crowding out private transfers. Whether social programs crowd out private transfers is an important question with worrisome implications, as private support represents an important fraction of households’ income and works as a risk sharing mechanism in developing countries. Furthermore, empirical evidence on the effect of public transfers on private transfers is mixed. This paper contributes to the literature by using a unique dataset from the quasi-experimental evaluation of a CCT in Colombia and an empirical strategy that allows us to correct for pre-existing differences between treated and control groups. Our results suggest that the public transfer did not crowd out private transfers, neither in the short-run nor in the middle-run. Instead, it increased the probability of receiving support in cash, in kind, and in non-paid labor from different private sources by approximately 10 percentage points. Moreover, we find that the monetary value of private transfers increased by 32-38% for treated households.

Paid employment has been viewed by successive governments in the UK as critical in making transitions out of homelessness, even when combined with problems like substance misuse, criminality or mental ill health. This article presents evidence from a study that sought to subject this belief to critical examination by exploring the relationship between promoting employability and other aspects of resettlement in the lives of a sample of thirty people experiencing homelessness and complex needs. Participants were interviewed twice at six to nine-month intervals to explore their changing motivations and perceptions of housing, work, relationships and hopes for the future.

Analysis used ‘pathways’ imagery to locate participants along an integrated pathway to understand how these factors related to one another in the pursuit of resettlement. We conclude that all respondents valued work, but its pursuit depended on the structural obstacles that participants faced. People’s location along a resettlement pathway was determined by their sense of control over circumstances, their success in overcoming barriers and the presence of significant others in their lives, and the pursuit of employment among homeless people needs to take account of progress in their resettlement journeys and the place of work in their aspirations.

Policy driven change is challenging, with a significant gap between theory and practice. A key tension in enacting such change is achieving a balance between bottom-up development of local, context-specific approaches, and top-down, centrally determined policy solutions and their mutual sequencing. Ideal type models of the policy-making process envisage a rational ordered approach, driven by evidence and accompanied by ongoing evaluation of outcomes (Parsons, 1995, p77); however, the reality is far more complex. We examine the implementation and early operation of the New Care Models (NCM) Vanguard programme in England, using Matland’s (1995) ambiguity-conflict model, to explore the aims and expectations of the programme. We consider the relationship between top-down and bottom-up approaches to policy development and draw attention to the pressures coming from what was initially perceived as a permissive policy approach of encouraging experimentation, whilst also requiring rapid learning, scale and spread. We suggest that future programmes for large-scale policy implementation initiatives could be crafted differently to take account of the environment of implementation and render ambitions more realistic. Rather than aiming to create a set of definite products and templates, it may be that a set of principles for design and implementation should be developed and spread.

Eligibility for health-related income benefits in the United Kingdom is now determined through the use of functional assessments conducted by healthcare professionals. Claimant satisfaction with both Personal Independence Payment (PIP) and Work Capability Assessments (WCA) has been mixed and concerns have been raised that mental health conditions are not well-understood in this context, but academic research has so far been limited. Individuals with a range of common mental disorders and severe mental illness were interviewed (n=18) about their experiences of undergoing eligibility assessments for health-related income benefits. Data were analysed using a thematic analysis approach.

Eleven out of the 18 participants had been turned down for one or more income benefits and successful claims were more likely where supported by health and care professionals. Eligibility assessments were overwhelmingly perceived as focusing on physical health with limited scope to explore the impact of mental health on functioning. Evidence from this and other studies suggests that improvements are needed to the eligibility assessment process for all claimants but particularly those with a mental health condition.

Welfare policy may promote social integration and reduce social conflicts in communities. However, this study finds that the Indonesian unconditional cash transfer program stimulated multifaceted conflicts, which were accompanied by harmful social unrest. The government failed to lessen such conflicts, but community leaders successfully minimized the conflicts through informal redistribution. This redistribution reflects problematic informal-formal layering and nesting, which lead to a complicated policy failure. Employing social conflict and institutional change theoretical frameworks, this article aims at using the Indonesian cash transfer as a lens to understand how and why welfare policy causes social conflicts in communities and how the conflicts stimulate policy distortion and modification, resulting in policy failure. This policy failure reveals important theoretical implications on the nexus of conflict and institutional change.

Reducing social assistance dependency is high on the political agenda; labour market and social exclusion of youth, in particular, has been considered worrisome. With these policy objectives and societal considerations in mind we set to study the association between health problems, with a specific focus on mental health, and the duration of social assistance receipt among young adults in Finland. Our analyses are based on rich register data encompassing the total population in the metropolitan area of Finland from 2005 to 2016. We follow a cohort of new social assistance recipients (n=36,728) aged 18–34 for a maximum of 60 months using Cox proportional hazard model. The results show a strong association between mental health problems and duration of social assistance receipt. The association was the strongest among those aged 18–24. Some differences in the strength of the association were found for different psychiatric diagnoses. On the other hand, somatic diagnoses were only weakly associated with duration of social assistance receipt. Mental health problems appear to be an important obstacle for exiting social assistance and this should be taken into account when governments aim to decrease welfare dependency and reform the last-resort financial aid.

Contemporary welfare policies in many Western countries limit means tested public assistance for the long-term unemployed and spur rapid movement into the labor market. Studies on welfare use determinants that traced these policy changes focused on individuals’ characteristics, economic condition, and various policy components. Little attention was paid to welfare recipients’ job quality or its role in determining welfare exit. The present study examined the contribution of various job quality aspects, beyond wages, to welfare exit among welfare recipients in Israel. We considered the use of workers’ own skills and occupation, existence of standard employment contract (versus temporary), irregular work schedule, and application of mandatory and non-mandatory non-wage compensation attributes. The data derive from a national panel survey of 2,800 single-mother recipients of welfare in 2003. The results indicate the importance of these job components for welfare exit, above and beyond wages. Implications for policy are discussed.
